A truck rammed the gates of parliament in the Russian-backed breakaway Georgian region of Abkhazia on Friday as hundreds protested against an investment agreement with Moscow that some Abkhaz fear will price them out of the property market. Hoax bomb threats targeting polling places and election offices briefly disrupted voting in five battleground states, with the FBI saying the threats in four of those states came from Russian email domains. “The FBI is aware of bomb threats to polling locations in several states, many of which appear to originate from Russian email domains,” the FBI said in a statement Tuesday night. German officials accused Russia of orchestrating bomb threats against several polling places in Moldova’s presidential elections last week. Threats to polling sites and election offices were reported across about a dozen Pennsylvania counties, where targeted polling sites were ordered to stay open late, officials said. “But I think the number of these bomb threats is, if not surprising, very concerning,” he added.

Moscow Reuters —French researcher Laurent Vinatier was found guilty by a Moscow court on Monday of breaking Russia’s “foreign agent” laws and sentenced to three years in prison. President Emmanuel Macron has denied that Vinatier worked for the French state and has described his arrest as part of a misinformation campaign by Moscow. “The legislation on ‘foreign agents’ contributes to a systematic violation of fundamental freedoms in Russia, such as freedom of association, freedom of opinion and freedom of expression,” France’s foreign ministry said. “French authorities remain fully mobilized to provide assistance (to Vinatier),” the ministry added. CNN —Five members of a Russian expedition who went missing while attempting to climb Mount Dhaulagiri have been found dead, Russia’s embassy in Nepal told CNN on Tuesday. Initial investigations suggested the group of Russian mountaineers died “as a result of falling down a slope,” the embassy said. Dhaulagiri – which translates from Sanskrit to mean “White Mountain” - is the world’s seventh-highest peak, standing 8,167 meters (26,795 ft) above sea level, in the Himalayas in central Nepal. The fatality rate of Dhaulagiri is slightly more than 16%, making it one of the most dangerous mountains to climb. He was detained by Russian soldiers on April 2 of that year, the RIA state news agency quoted the prosecutor as saying last month. Russian state media said Hubbard had pleaded guilty to the charge. He stood up, seemingly with difficulty, to hear the judge in the Moscow City Court pronounce him guilty, removing his hat to reveal a shaved head. He never learned Russian or Ukrainian, and had few connections to locals, she said.

VORONEZH, Russia — A Russian court on Monday sentenced U.S. citizen and ex-Marine Robert Gilman to seven years and one month in prison for assaulting a prison official and a state investigator, the local prosecutor’s office said. Gilman, 30, is already serving a 3-1/2-year sentence for attacking a police officer while drunk, a charge he was convicted of in October 2022. Prosecutors in Voronezh, a city about 300 miles (500 km) south of Moscow where Gilman is incarcerated, said he had attacked a prison employee and a state investigator on separate occasions in the autumn of 2023. The U.S. Embassy in Moscow did not immediately reply to a request for comment. Russian state news agency RIA said Gilman, whose lawyers have previously told the TASS state news agency that he had come to Russia to study and obtain citizenship, had pleaded guilty to all the charges.

However, many are renting in their retirement years. Most older adults, those at least 65 years old, own their homes, according to the Joint Center for Housing Studies at Harvard University. Renting in retirement years can be a positive because older people can avoid costly maintenance associated with the upkeep of a home. "Renting often offers more amenities, less maintenance, more accessibility," said Jennifer Molinsky, director of the housing an aging society program at the Joint Center for Housing Studies. And unlike younger renters, adult renters in retirement years could be especially vulnerable to rent hikes because they are on fixed income, experts say.

Russia said it has launched a major counteroffensive to retake large areas of its Kursk region that were seized by Ukrainian forces in the border incursion that began last month. Russian Major General Apti Alaudinov, who commands special forces fighting in Kursk, said that Russian troops took back control of about 10 settlements in Kursk, which borders northeastern Ukraine. "Russian forces began counterattacks along the western edge of the Ukrainian salient in Kursk Oblast and reportedly seized several settlements northeast and south of Korenevo on September 10 and 11. The ISW noted that visual evidence suggested that Russian forces deployed in Kursk were operating in company-sized units of 100-250 soldiers and may be using more combat-experienced units to conduct the counteroffensive. The incursion prompted regional authorities to evacuate 150,000 people living in the region, as well as neighboring Belgorod.

However, Russia's birth rate remains dismal, prompting a politician to suggest that the country launch a "special demographic operation." Russia's birth rate was 8.3 per 1,000 people for the first half of this year — down from 10 per 1,000 people in 2019. The latest data from the US showed the country's birth rate was 11 per 1,000 people in 2022. In mid-December 2005, back when U.S.-Russia relations remained on relatively friendly terms, a new media channel called Russia Today began broadcasting English-language news. “It’s a very good start,” Russian President Vladimir Putin was quoted as saying of Russia Today at the time. In subsequent years, Russia Today would rebrand to RT, expand into other languages, and even open a studio in Washington, D.C. in 2010. The Tennessee company was not named in the indictment but appears to be Tenet Media, according to a review by NBC News of details included in the indictment. Instead of shuttering, the state media organization found alternate ways to distribute content, including a social media bot farm, the DOJ said in a July news release outlining its efforts to remove the content.

The DOJ said it was seizing 32 Internet domains "used in Russian government-directed foreign malign influence campaigns colloquially referred to as 'Doppelganger,' in violation of U.S. money laundering and criminal trademark laws." Those alleged efforts include the use of RT, the English-language media network backed by Russia, to influence U.S. opinion. The Biden administration on Wednesday announced sanctions targeting Russian government-backed efforts to manipulate American opinion leading up to the 2024 election. An unidentified Russia Today anchor prepares to go on the air in the RT TV studio in Moscow, June 8, 2018. Investigations later found that there was a coordinated effort by Russia to support his candidacy over the then-Democratic nominee, Hillary Clinton.

The head of the U.N. nuclear watchdog has pushed back against Moscow's calls for further objectivity, following an inspection at the nuclear facility in the embattled Russian region of Kursk. Last week, Russia accused Ukraine of attempting a drone strike at the Kursk nuclear plant during a lightning cross-border incursion that has been under way since early August and which Moscow is still trying to repel. "The spokesperson of the Russian ministry of foreign affairs rightly says, be objective. We are saying here that this nuclear power plant ... is within range of a potential artillery strike, which means that the danger exists. On Thursday, Grossi explained that the Kursk nuclear plant contains reactors of the Soviet RBMK-type, similar to the ones present in the Chernobyl facility, which suffered one of the worst nuclear disasters in history in 1986.

A man convicted in the killing of Russian opposition politician Boris Nemtsov has been discharged from jail after signing a contract to join the military operation in Ukraine, state-run news agencies TASS and RIA Novosti reported on Saturday. In 2017, a Russian court sentenced five men to prison terms ranging from 11 and 20 years for his murder. Among them was Tamerlan Eskerkhanov, who was convicted as an accomplice and jailed for 14 years. “Eskerkhanov signed a contract with the defense ministry in March 2024, was pardoned, and then released from his penal colony,” TASS cited a source in law enforcement agencies as saying. Russia’s defense ministry has since adopted the tactic, forming its Storm-Z units partly out of convict volunteers recruited directly from prisons.
