On Monday, a California man became the first in the nation to be arrested and charged with smuggling the powerful gases into the United States, a felony offense, according to the United States Attorney’s Office for the Southern District of California. Mr. Hart then posted the refrigerants for sale on OfferUp, Facebook Marketplace and other sites, and sold them for a profit, federal agents say. Mr. Hart pleaded not guilty. He faces charges of conspiracy, importation contrary to law and sale of merchandise imported contrary to law. Attempts to reach lawyers for Mr. Hart were unsuccessful.

CNN —A California man was arrested and charged Monday with allegedly smuggling potent, planet-heating greenhouse gases from Mexico, marking the first such prosecution in the US, according to a statement from the US Attorney’s Office for the Southern District of California. He is then alleged to have sold them for a profit on sites including Facebook Marketplace and OfferUp. These greenhouse gases are short-lived in the atmosphere, but powerful — some are thousands of times more potent than carbon dioxide in the near-term. “The illegal smuggling of hydrofluorocarbons, a highly potent greenhouse gas, undermines international efforts to combat climate change,” said David M. Uhlmann, the assistant administrator for the EPA’s Office of Enforcement and Compliance Assurance. In 2016, nearly 200 nations including the US agreed to the Kigali Amendment to reduce planet-heating pollution from these greenhouse gases.

But industry experts say governments need to offer incentives for companies to bring sustainable AC technologies to market and scale up. Removing humidity requires cooling air to the point at which water vapour becomes a liquid to be drained. This inability to get rid of humidity without first cooling the air makes conventional ACs less efficient. The company's AC prototype uses these materials to dry out air, aiming to produce fewer emissions than traditional ACs. More than 1 billion people living in warm climates still lack access to cooling, according to nonprofit Sustainable Energy for All.

But in a new study published Tuesday, some scientists claim it may not be recovering at all, and that the hole may even be expanding. In a paper, published by Nature Communications, they found that ozone levels have reduced by 26% since 2004 at the core of the hole in the Antarctic springtime. They used historical data to compare that behavior and changing ozone levels, and to measure signs of ozone recovery. “Altogether, our findings reveal the recent, large ozone holes may not be caused just by CFCs,” Kessenich said. “Those events have been shown to have strongly decreased the ozone hole size,” he said, “so including those events would probably have nullified any long-term negative trend.”

(AP) — The U.S. Environmental Protection Agency on Monday proposed banning the cancer-causing chemical trichloroethylene, which can be found in consumer products including automobile brake cleaners, furniture care and arts and crafts spray coating. “Today, EPA is taking a major step to protect people from exposure to this cancer-causing chemical.”Massachusetts Sen. Edward Markey, who has led the effort to ban TCE, welcomed the move. The Global Cooling Pledge – set to be announced at the upcoming United Nations climate summit, COP28 – represents a tough request given the cooling industry is only expected to grow. The emissions from both the refrigerants and the energy used in cooling now account for about 7% of global greenhouse gas emissions, and are expected to triple by 2050 as temperatures continue to rise. "We need cooling, but it has to become more efficient," UNEP Cool Coalition global coordinator Lily Riahi said. Another 13 commitments outlined in the draft pledge include establishing minimum energy performance standards for air conditioning by 2030, and including cooling emissions in countries' overall climate action plans, called Nationally Determined Contributions. The UNEP estimates that global efforts to tackle cooling emissions could have a significant impact by 2050, avoiding the release of up to 86 billion metric tonnes of carbon dioxide equivalent.

Refrigerants used in fridges, freezers and cars change from a fluid to a gas to transport heat away from the place you want cooled. In refrigerators, the refrigerant starts as a liquid and expands into a gas, which forces it to cool down. The refrigerant then flows through condenser coils where it releases its heat out and cools back into a liquid. The cycle starts over when the refrigerant enters the expansion device, where the fluid spreads out, cools, and once again turns into a gas. Methane, the second most important greenhouse gas after carbon dioxide is 28, or 28 times worse.

A startup making air conditioning systems more efficient has just raised a $12.5 million seed round co-led by VC funds At One Ventures and Fifth Wall, which invests in real estate tech. California-based Mojave has developed an air conditioning system that uses 50% less energy and 20% less refrigerant than existing systems, it claims. A heating, ventilation, and air conditioning (HVAC) system's footprint is mainly split between the energy used to control the temperature and what it takes to remove humidity, the research found. The "big breakthrough" was finding a way to cool the desiccant with cool air, Farese said. The company said it obtained a Russian patent for its proprietary technology called "Arctic Mix" for large-scale natural gas liquefaction using mixed refrigerants. Novatek also said the production process has been developed to implement the company's large-scale projects on gravity-based structures with a production capacity of more than 6 million tonnes per year for one producing line. Russia lacks LNG production technologies following withdrawal of Western companies with their know-how last year over Moscow's actions in Ukraine. "This innovation is an important step towards the localization of liquefaction process trains in alignment with the Company's strategic objective to develop LNG technologies in Russia," Novatek said.
