The Philippine police said Friday it has launched a search after gunmen reportedly abducted an American national, who was shot in the leg as he tried to resist before being spirited away from a southern Philippine coastal town by speedboat. Police in Sibuco town in the southern province of Zamboanga del Norte tried to pursue the suspected abductors and their victim, who they identified as Elliot Onil Eastman, 26, from Vermont, after the reported abduction on Thursday night. “We confirm that there was a report of the alleged abduction of an American national,” the regional police said in a statement. The southern Philippines has bountiful resources but has long been hamstrung by stark poverty and an array of insurgents and outlaws. CNN —Microsoft and Google will offer free or discounted cybersecurity services to rural hospitals across the United States to make them less vulnerable to cyberattacks that have disrupted patient care and threatened lives, the White House and Microsoft said Monday. Microsoft said in a statement to CNN that it would provide free security updates for eligible rural hospitals, as well as security assessments and training for hospital staff. Google will provide free cybersecurity advice to rural hospitals and start a pilot program to match the firm’s cybersecurity services with the needs of rural hospitals, Anne Neuberger, the top cyber official at the White House National Security Council, told reporters on Sunday. Federal prosecutors on Tuesday announced criminal charges against a Russian national, Dimitry Yuryevich Khoroshev, for allegedly creating, developing, and administrating the LockBit ransomware-as-service group. The U.S. State Department at the same time offered a $10 million reward for information leading to the apprehension and arrest of Khoroshev, a 31-year-old from Voronezh, Russia. The Treasury Department also imposed sanctions on Khoroshev, blocking all property and interests he holds in the United States or are in the possession of Americans. Washington CNN —Cybercriminals extorted a record $1.1 billion in ransom payments from victim organizations around the world last year despite US government efforts to cut off their money flows, crypto-tracking firm Chainalysis said in a report released Wednesday. The surge in ransom payments, which nearly doubled the $567 million by Chainalysis in 2022, coincided with a “major escalation in the frequency, scope, and volume of attacks,” the New York based-firm said. After the FBI announced an operation that thwarted $130 million in ransom payments for several months in 2022, a variety of cybercriminal groups have struck US casinos, hospitals and schools in 2023, and have sometimes collected big payouts. (AP) — A ransomware attack has prompted a health care chain that operates 30 hospitals in six states to divert patients from at least some of its emergency rooms to other hospitals, while putting certain elective procedures on pause, the company announced. They said disruptions could hit millions of products, ranging from washing machines to toys, cybersecurity products, as well as vital components for heat pumps, cooling machines and high-tech manufacturing. "We risk creating a COVID-style blockage in European supply chains, disrupting the single market and harming our competitiveness," the companies said. They also want more flexibility to self-assess cybersecurity risks.

That was one of the findings of a comprehensive United Nations report published on Wednesday. "Gangs are getting stronger, richer, better armed and more autonomous," according to a 156-page report from a U.N. experts panel. The report concluded that gangs frequently use rape to terrorize and extort victims, demand money and control food supplies. The Caribbean nation's gangs have significantly expanded their influence in recent years, driving mass-migration and internal displacements while plunging millions into severe hunger.

NEW YORK, Sept 13 (Reuters) - Rating agency Moody's has warned that a recent data breach at gaming company MGM Resorts International (MGM.N) could negatively impact the company's credit. Moody's said that while casino floors were back in action, the incident "highlights key risks related to (MGM's) business operations' heavy reliance on technology and the operational disruption caused when systems need to go offline or are inoperable." Messages seeking comment from MGM, the FBI and the U.S. cybersecurity watchdog agency CISA were not immediately returned. MGM Resorts' website was "currently unavailable," according to a holding message posted to the group's homepage. A spate of retailers have been hit by bomb threats in recent months, The Wall Street Journal reported. Retailers affected included Walmart, Kroger, and Whole Foods, the Journal reported. Walmart, Krogers, and Whole Foods stores across the country are among those targeted with threats and ransom demands this year. Whole Foods recently told managers to go over bomb threat protocols with employees, according to a memo seen by the newspaper. A group of Target stores across several states were evacuated earlier this month after bomb threats were sent to local news outlets.

CNN —Millions of people in Louisiana and Oregon have had their data compromised in the sprawling cyberattack that has also hit the US federal government, state agencies said late Thursday. The breach has affected 3.5 million Oregonians with driver’s licenses or state ID cards, and anyone with that documentation in Louisiana, authorities said. The hackers exploited a flaw in a popular file-transfer software known as MOVEit made by Massachusetts-based Progress Software. Hundreds of organizations across the globe have likely had their data exposed after the hackers used the flaw to break into networks in recent weeks. US officials described the cyberattack as an opportunistic, financially motivated hack that has not caused disruptions to agency services.
