WASHINGTON — As president, Donald Trump slashed a lucrative tax break enjoyed by coastal donors and suburban swing-state voters. What shifted more than the economy is Trump's needs, said Caroline Bruckner, managing director of American University's Kogod Tax Policy Center. The reversal is one of a flurry of freebies that Trump and his rival, Vice President Kamala Harris, are offering voters in the stretch run before Election Day. Trump’s proposal to repeal the SALT cap, which is set to expire next year if Congress takes no action, would reduce federal revenue by $1.2 trillion over a decade, according to CRFB’s estimate. But many voters in those counties would stand to benefit considerably from a repeal of the SALT cap.

A 20-year-old Russian hacker was part of a campaign that worked to extort tens of millions of dollars from more than 1,400 victims, federal prosecutors said Thursday. Astamirov allegedly deployed ransomware called LockBit to steal sensitive data from the servers of businesses, then lock those systems and demand payment of hundreds of thousands of dollars. Department of Justice prosecutors allege Astamirov was directly responsible for five different attacks against U.S. businesses in Florida and Virginia, as well as international businesses based in France, Japan and Kenya. LockBit-powered attacks account for 16% of ransomware attacks against state and local governments, according to the Department of Homeland Security. Astamirov will face a federal judge Thursday, prosecutors said in a release announcing his arrest.

U.S. President Joe Biden hosts debt limit talks with U.S. House Speaker Kevin McCarthy (R-CA) in the Oval Office at the White House in Washington, U.S., May 22, 2023. Yet in Denmark — the only other democracy with a similar type of nominal debt ceiling — barely anybody knows it exists. Separation of church and state While the U.S. debt ceiling restricts government borrowing to a particular figure, most other economies set debt limits as a percentage of GDP. The Danish debt ceiling, or "gældsloft," was implemented as a constitutional requirement in 1993 after a restructure of the country's government, and set at 950 billion Danish kroner ($137.5 billion). Denmark is the only other country in the world with a debt ceiling comparable to that of the U.S., but it never causes the same political crises that Washington frequently faces.
Three baby chimpanzees are being held for ransom, said founders of a primate rescue sanctuary in Africa. That's about 3,000 to 5,000 chimps killed every year in the DRC alone, per France Info. But this is the first time that a primate has been held for ransom, and they have received death threats. An endangered pangolin was also held for ransom earlier this year in another area of the country. The two incidents have experts worried that the tactic may become widespread among criminals in the DRC, per the Times.
