Other surveillance and rescue operations are underway Sunday along the entire Pas-de-Calais coast amid stormy weather conditions and agitated sea, French maritime authorities said. In July, four migrants died while attempting the crossing on an inflatable boat that capsized and punctured.

Gunmen killed 14 people in a Shiite-majority area in central Afghanistan, the Taliban said Friday, in one of the deadliest attacks in the country this year. A machine gun was used in the assault, the ISIS group said. The U.N. mission in Afghanistan said the attack resulted in numerous deaths and injuries to members of the Shiite community. A U.N.-appointed rights expert for Afghanistan, Richard Bennett, said he was alarmed by the spate of IS-claimed attacks. The “appalling killings” of Shiite Hazara bore the hallmarks of international crimes, said Bennett, whom the Taliban have barred from Afghanistan.

Michael Proctor, the Massachusetts state trooper suspended over his conduct while he was investigating Karen Read, will not testify in another high-profile case on which he was a lead investigator, prosecutors said. The department devoted dozens of additional officers to investigating the case, the filing says. The filing cites Proctor’s testimony in the Read case, in which he testified that he made derogatory comments about Read to his family, friends and supervisors, and it says the prosecutor’s office is reviewing data extracted from the trooper’s cellphone. The agency had opened an internal affairs investigation into allegations of "serious misconduct" raised at trial, a state police official said at the time. He pleaded guilty to wire fraud, interstate transportation for a scheme to defraud and unlawful monetary transaction, the prosecutor's office said.

District Attorney Linda Stanley announces an arrest in the case of missing Colorado woman Suzanne Morphew on May 6, 2021. The Office of Attorney Regulation Counsel first brought the case in October. The defense attorney for Barry Morphew, husband of Suzanne Morphew, whose remains were found last year, praised the order. New York CNN —The arrest of Telegram CEO Pavel Durov in France over the weekend has thrust the popular messaging service and its enigmatic founderinto the spotlight. Durov’s arrest comes as the app has faced growing scrutiny for its use by terrorist groups and far-right extremists. Telegram is an encrypted messaging service that was launched in 2013 by Durov and his brother, Nikolai. And earlier this month, the messaging app began actively removing calls to violence from the platform following reports that the app was being used to organize far-right, anti-immigrant riots in the United Kingdom. In addition to running Telegram, Durov has become something of an online influencer, sharing images on Instagram of his world travels (and, often, shirtless photos).

CNN —Authorities in Italy have opened a manslaughter investigation into the sinking of a superyacht, which killed British tech tycoon Mike Lynch and six others off the coast of Sicily earlier this week. Seven bodies have been recovered over the past four days, with divers working nearly 50 meters (160 feet) underwater to retrieve them. Italian authorities have confirmed who was missing from the Bayesian, but have not yet released a coroner’s report to formally name those found. While the reasons for the sinking of the Bayesian superyacht remain unconfirmed, many believe the yacht was struck by a waterspout — one of several types of tornadoes. The coast guard reported the yacht was struck by a tornado, and a waterspout was reported to the European Severe Weather Database around the same time.

BERLIN — German prosecutors have issued a first arrest warrant in their investigation into the undersea explosions in 2022 that damaged the Nord Stream gas pipelines between Russia and Germany, according to a media report Wednesday. Swedish and Danish authorities closed their investigations in February, leaving the German prosecutors’ case as the sole probe. The blasts happened as Europe attempted to wean itself off Russian energy sources following the Kremlin’s full-scale invasion of Ukraine. They ruptured the Nord Stream 1 pipeline, which was Russia’s main natural gas supply route to Germany until Russia cut off supplies at the end of August 2022. They also damaged the Nord Stream 2 pipeline, which never entered service because Germany suspended its certification process shortly before Russia invaded Ukraine in February of that year.

PARIS — Olympic boxing champion Imane Khelif has filed a legal complaint in France for online harassment after a rain of criticism and false claims about her sex during the Paris Olympics, her lawyer said Sunday. The complaint was filed Friday with a special unit in the Paris prosecutor’s office for combating online hate speech, alleging “aggravated cyber-harassment” targeting Khelif, lawyer Nabil Boudi said. In a statement, he described it as a “misogynist, racist and sexist campaign” against the boxer. As is common in French law, the complaint doesn’t name an alleged perpetrator but leaves it to investigators to determine who could be at fault. False claims that Khelif was transgender or a man erupted online, and the International Olympic Committee defended her and denounced those peddling misinformation.

The judge’s ruling, at the request of California Attorney General Rob Bonta, gives the Alameda County prosecutor’s office 60 days to retry 71-year-old Curtis Lee Ervin or let him go free. Bonta conceded the Alameda prosecutors in the Ervin case illegally excluded Black jurors. Alameda County now must make a decision by September 30. Before dawn on the day of the opening ceremony of the Paris Olympics, arsonists on Friday sabotaged three critical high-speed rail lines, stranding thousands of travelers, heightening security fears and blighting what President Emmanuel Macron hoped to be a moment of national glory. Around 4 a.m., the arsonists cut through and burned cables used for signaling and security near three rail divides, the French authorities said. The carefully placed strikes snarled end-of-week travel plans for more than a million people, including Parisians leaving for vacation and international travelers en route to the opening ceremony of the Games. Parts of the prized rail system came to a standstill. The Paris prosecutor’s office, which handles major organized crime cases, said it had opened an investigation into what it called criminal vandalism and criminal conspiracy.

Neumann noted the latest Europol data showed “the number of attacks and planned attacks has more than quadrupled” since 2022. The apparent uptick in the recruitment of young radicals to carry out acts of terror comes as European security officials express worries at a potential resurgence of organized – or “directed” - terror attacks. The group has built a remarkable presence in Turkey over the past three years, according to court documents and analysts. Swiss police in March arrested a 15-year-old Swiss boy and a 16-year-old Italian boy for ISIS support and plotting bomb attacks, according to a police statement. For 10 months, Britain’s Conservative government had moved almost in lock step with the United States in its response to Israel’s war in Gaza. Now, under its new Labour government, Britain is edging away from its closest ally on the conflict. By the end of this week, Prime Minister Keir Starmer is expected to drop the previous government’s objections to the International Criminal Court prosecutor’s pursuit of an arrest warrant for Prime Minister Benjamin Netanyahu of Israel, two people briefed on the government’s deliberations said. Taken together, these steps show a government that is willing to pile more pressure on Mr. Netanyahu for Israel’s harsh military response in Gaza. It also shows that Mr. Starmer, a former human rights lawyer, is paying more heed to international legal institutions than the United States.

CNN —France’s Interior Ministry rejected around 5,000 security accreditation requests for Olympics volunteers and workers, with roughly 1,000 of those cases blocked due to suspicions of meddling or espionage. The Ministry outlined in a statement on Tuesday that it conducted “about a million” administrative investigations into various staff for the 2024 Paris Games. Of those checks, varying threats were identified, including meddling and espionage, convicted criminal records, illegal alien statuses, radical Islam, and ultra-right and ultra-left ideologies. The statement re-iterated that this will be the first Opening Ceremony taking place outside of a stadium for the Summer Games, creating significant security challenges. However, the ministry expressed its confidence, stating that it’s “now ready” after final rehearsals took place on Tuesday evening.

Charlotte, North Carolina CNN —Donald Trump will step out onto the campaign trail Wednesday to an entirely new race and a political landscape once again irrevocably altered by an unprecedented election year. Meanwhile, Trump and his campaign are working to reimagine a playbook and operation launched to take on an unpopular 81-year-old incumbent. He predicted that Harris would start “gaining on or even leading President Trump” in the polls, though he also insisted that the “honeymoon” period would end. Trump’s appearance in Charlotte will provide his first opportunity to contrast himself with Harris before voters in a battleground state. But it was left off the list of states that the Biden campaign viewed as most winnable in a sobering post-debate assessment of the race.
