Washington state is reeling following a powerful “bomb cyclone” that left two dead, knocked out power to half a million at its peak and downed trees and power lines. The Pacific Northwest was battered by the storm, which formed off the coast Tuesday and brought high winds, rain and heavy mountain snow to Washington. ET Thursday, there are over 320,000 customers without power in Washington, according to PowerOutage.Us. Meanwhile, a strong atmospheric river event is also impacting Northern California and southwestern Oregon, with flood watches in effect for 2 million people. This will lead to storm totals of 12 to 16 inches by the time the storm winds down by the weekend.

Widespread rainfall of 3 to 5 inches with isolated totals of more than eight inches are possible across the region. Combined with rainfall from Wednesday, a potentially record-breaking 16 inches or more of rainfall is possible through Thursday. This low is expected to “bomb out” or undergo “bombogenesis,” which is the decrease in pressure of 24 millibars in 24 hours. Even without making landfall, bomb cyclones can be deadlyAlthough the first storm never made landfall, historic bomb cyclones can still bring devastating effects. At least two people were killed in Washington state from strong winds that pushed down fallen trees.

It more than doubled the criteria needed to be designated a bomb cyclone from Monday night to Tuesday night. A storm off the Northwest coast strengthens rapidly Tuesday, earning the bomb cyclone designation. Gusts up to 60 mph slammed western Oregon and Northern California endured gusts up to 80 mph. Another bomb cyclone? Another bomb cyclone could develop and rapidly strengthen just off the West Coast on Friday.

Instead, they agreed upon a 32-hour workweek, in which employees retain their full-time positions with benefits but can enjoy reduced hours and schedule flexibility. The couple both work for the county, and say the shortened workweek has improved their quality of life. Ingman, a park manager in the county, said the 32-hour workweek made his job easier by attracting a better applicant pool. His wife’s employer recently adopted its own 32-hour workweek — using San Juan County as a template. Not all county employees are formally eligible for the 32-hour workweek; right now it only applies to the roughly 155 positions represented by the union.

A 15-year-old was charged Thursday with the murders of his parents and three siblings and in the attempted murder of another sibling who survived Monday’s attack at the family’s Washington state home. The 15-year-old was taken into custody on the day of the shooting and was being held in a detention facility for juveniles Thursday. One child in the home survived the attack and was hospitalized, the King County Sheriff’s Office said earlier this week. The 11-year-old told investigators the teen shot her and then left the room, and that she heard someone shouting, "stop" and "help," before she escaped, the detective wrote. Our thoughts are with his surviving family, friends, and colleagues during this difficult time.”

A Navy aircraft with two crew members on board crashed east of Mount Rainier in Washington state Tuesday evening, and a search for the pair was ongoing, the Navy said. The Navy EA-18G Growler, which is an electronic attack aircraft that is part of the F/A-18 family of aircraft, was on a routine training flight when it crashed, the Navy said in a statement. The search included a Navy MH-60S helicopter launched from Naval Air Station Whidbey Island, which is north of Seattle, the Navy said. The plane was from Electronic Attack Squadron 130, also known as VAQ-130, which is based at Naval Air Station Whidbey Island. The squadron is nicknamed the “Zappers.” The Navy says it is the oldest electronic warfare squadron in the Navy.

For years, Jeff Sharp often relied on the same refrain when he came upon an addict. The only reason Bailey wasn’t charged in Hilbert’s murder, Zois told “Dateline,” is because she is dead. A lawyer for Bischoff disputed this account, telling “Dateline” that his client had nothing to do with Hilbert’s murder. Bailey Sharp, 23, was killed weeks after Justin Hilbert's murder. A woman sustained serious injuries this week after falling and tumbling more than 150 feet down an embankment at a Washington state waterfall popular with hikers, authorities said. The fall at Racehorse Falls near Deming, Washington, on Tuesday afternoon was the fifth one at the attraction this year, Whatcom County Fire District 14 said in a statement Wednesday. A woman tumbled and fell more than 150 feet down an embankment at Racehorse Falls, Wash., on Tuesday. Though the lush waterfall near the U.S.-Canada border and about 100 miles north of Seattle is a draw for hikers, its rainy climate and rocky environment can make for a perilous trek. Wildfires that have burned dozens of mountain homes near Los Angeles slowed on Thursday with cooler temperatures but authorities warned the blazes still threatened suburbs. Driven by triple-digit heat, gusting winds and tinder-dry vegetation, the three fires burned at speeds firefighters have never witnessed, scorching over 110,000 acres — an area twice the size of Seattle. The Bridge Fire, California’s largest current wildfire, swept through communities in the San Gabriel Mountains less than 40 miles (65 km) northeast of central Los Angeles, where people priced out of the city have built homes. The 51,000-acre blaze destroyed over 40 houses and cabins in Mount Baldy and Wrightwood as well as damaging lifts at the Mountain High ski area, authorities said. Fire growth eased as the high for Los Angeles fell to 81F, a cooling trend expected to last through the weekend.

Nobody was injured, and the ship was ultimately undamaged, a Carnival spokesperson told Business Insider. A spokesperson for Carnival, however, said the ice was not an iceberg, in fact, but an "errant piece of drifting ice." The federal minimum wage, which has been stuck at $7.25 an hour for 15 years. Given the situation, here's an idea: Why not raise the federal minimum wage right now? Getting anything done legislatively is always a challenge, especially in an election year, but polls indicate a higher minimum wage is broadly popular. More specifically, they're taking aim at a widespread rule that requires almost every new apartment building in the US to include at least two separate stairwells. This part of local codes, they say, is an outdated safety measure that really just makes apartment units smaller, more expensive, and darker (yes, darker). City planners there sometimes call these single-stair buildings "Seattle Specials" — they simply wouldn't be possible in pretty much any other city. Almost all of Europe, as well as Asia, Mexico and South America, allows single-stair buildings of six stories or higher. Germany allows single-stair buildings to stretch to about 20 stories, while Switzerland has no such limit.

At the heart of the plan is Starbucks' "Siren Craft System," a series of processes that aim to make baristas' jobs easier and speed up service times for customers. Starbucks said more than 10% of its 10,000 stores have already implemented the system, which includes changing the production order for hot and cold drinks. Starbucks reported rates of incomplete mobile app orders in the mid-teens and said occasional customers came in less. Losing customers because of slow orders and other store frustrations could cost Starbucks at a particularly vulnerable time. The company plans to train existing workers for the role or potentially add new baristas, if needed.
