The Pentagon’s latest public report on China’s military modernization, released in October 2023, noted a naval version of the Z-20 was under development. A Ukrainian drone attack on a Russian missile facility early Wednesday threw up towering fireballs visible from space and thundering detonations that triggered earthquake monitors. Officials on both sides said it was the result of a large Ukrainian drone attack on Toropets, a town in the Tver region around 230 miles from the Russian capital. Russian state media has previously reported that the military was building an arsenal for storing missiles and other explosives there. Russia’s air defense systems destroyed some 54 drones launched overnight against five western Russian regions, Russian state news agencies said, citing a report from Moscow’s defense ministry. Kyiv has increasingly been hitting back with drone attacks on what it says are military targets on Russian soil.

Tokyo CNN —America’s two most powerful allies in the Pacific are taking their defense ties to new heights amid increasing concerns over China’s assertiveness in the region and North Korean threats, Japan’s top general said Thursday. Yoshida called on Japan, South Korea and the United States to “demonstrate our strong unity domestically and globally to ensure regional peace and stability.”But bilateral cooperation between Japan and South Korea is the most noteworthy result of this week’s meeting in Tokyo. Kim said he and Yoshida “share a lot of the same thoughts,” an acknowledgment of the mutual perspective on the regional threat posed by China and North Korea. Tokyo CNN —One in 10 young people in Japan – the vast majority women – have been groped on trains and in other public places, a government survey has found, highlighting an often unreported crime that has long plagued the country despite official efforts to fight it. Women accounted for nearly 90% of those who said they were assaulted, according to the survey released this month. “For some reason, I cry more now when I remember it than when it happened,” they told the survey. But some survey respondents urged authorities to do more. “We need to continue to educate people that molestation is a serious crime,” a Japanese government spokesperson told CNN, adding that public groping should always be reported.

“It’s an intimidation on the part of the China Coast Guard,” Tarriela said during a forum on Saturday, according to a Reuters report. Powell and other analysts say intimidation is one of the main jobs of the CCG-5901, which is larger than any regular coast guard ship in the world (a specialty US Coast Guard icebreaker is bigger) and even outsizes US Navy destroyers. The US Coast Guard, for instance, is part of the US Department of Homeland Security, not the Defense Department, although US Coast Guard vessels can come under US Navy control in certain scenarios. The China Coast Guard is part of the country’s People’s Armed Police, which is under the command of the Central Military Commission. The China Coast Guard “doesn’t want to be outdone thus this monster came along to show who’s got a bigger set of muscles,” Koh said.

Hong Kong CNN —The Philippines has accused China’s Coast Guard of launching a “brutal assault” with bladed weapons during a South China Sea clash earlier this week, a major escalation in a festering dispute that threatens to drag the United States into another global conflict. A Philippine Navy serviceman on the rubber boat lost his right thumb when the Chinese Coast Guard rammed it, Torres said. China’s Coast Guard also deployed tear gas, “blinding” strobe lights and continuously blared sirens, the AFP said. “The Chinese Coast Guard personnel had bladed weapons and our personnel fought with bare hands. This is the closest China’s Coast Guard has come to the BRP Sierra Madre, Koh noted.

More than 2,000 such weapons were tested during the 20th century, leaving behind generational fallout that affects human beings, public health and the environment. Hennigan details in his latest for Times Opinion’s “At the Brink” series, the United States, Russia and China are all modernizing their testing facilities. None of the nations have conducted an underground nuclear test since they all signed the 1996 Comprehensive Nuclear Test Ban Treaty. But the United States and China never ratified the document into force, and Russia rescinded its ratification in November, a step backward for international arms control.
