The plots to steal the weaponry and equipment were disrupted by Ukraine’s intelligence services and it was ultimately recovered, according to the report, titled “DoD’s Accountability of Equipment Provided to Ukraine.” CNN obtained the report via a Freedom of Information Act request. In late October, the US resumed on-site inspections of Ukrainian weapons depots as a way to better track where the equipment was going. The personnel did not provide the IG with corroborating paperwork by the time the investigation concluded, however, the report notes. Ukraine’s intelligence service disrupted the plot, according to the report. The Pentagon inspector general wrote that some larger items like missiles and helicopters were easier to track through intelligence mechanisms.

At the heart of NATO is the tenet that an attack on one member is an attack on all members. Finland and Sweden both applied to join NATO last May, prompted by Russia's invasion of Ukraine, and their membership bids were fast-tracked. The Pentagon is working to shore up efforts to track weapons provided to Ukraine, according to three senior U.S. officials, including discussing whether to send a small number of additional U.S. troops to Ukraine. The Pentagon has a couple dozen U.S. troops in Ukraine at present, including a very small number already assigned to making sure weapons reach their intended recipients. While the U.S. troops do not travel to the front lines, they would travel outside Kyiv to scan barcodes on weapons and equipment to track supplies. The State Department also imposes caps on how many U.S. government officials — civilian and military — can live and work in other countries and that limit is low in Ukraine, officials say. “That’s ridiculous,” a U.S. defense official said, explaining that this is an “extremely limited” additional presence with a “very specific” mission.

American military personnel are now in Ukraine to help keep track of the billions of dollars’ worth of weapons and equipment the United States has sent since the start of the Russian invasion, a senior U.S. defense official and senior U.S. military official said. “There have been several of these inspections,” according to the senior defense official, who declined to give details on the locations of the on-site inspections. The inspections come after Russia and some Republicans in Congress have alleged that weapons and military equipment sent to Ukraine may have ended up on the black market. Pallets of ammunition, weapons and other equipment bound for Ukraine are processed at Dover Air Force Base, Del., on Jan. 21. “The Ukrainian government has committed to appropriately safeguarding and accounting for transferred defense equipment,” State Department spokesperson Ned Price said in a statement last week.

The officials said that the U.S. relationship was too critical to American interests in the Middle East to change the overall course and that the U.S. was determined to continue its strategic cooperation with Riyadh that is central to combating Iran. But there could be a decline in some areas of defense cooperation.
