A federal grand jury on Wednesday indicted Phillips 66 on charges of violating the Clean Water Act by dumping nearly 800,000 gallons of contaminated wastewater into the Los Angeles County sewer system and failing to report the incident to authorities. The Houston-based oil company was charged with releasing wastewater that contained excessive amounts of oil and grease from a refinery in Carson, Calif., in 2020 and 2021, the Justice Department said Thursday. “Protecting our environment is key to protecting our community,” Martin Estrada, the U.S. attorney for the Central District of California, said in a statement. “Just like the rest of us, corporations have a duty to follow the law, so when companies contaminate, they must be held accountable.”The Justice Department charged Phillips 66 with two counts of negligently violating the Clean Water Act and four counts of knowingly violating the act. The company faces up to five years of probation on each count and a maximum of $2.4 million in fines.

Gutierrez Reed was found guilty of involuntary manslaughter in March in relation to the death of cinematographer Halyna Hutchins. Along with facing the maximum time in prison, Gutierrez Reed also faces a $5,000 fine as part of the sentence. Like Gutierrez Reed, Baldwin, who was holding the weapon, is now also facing an involuntary manslaughter charge in Hutchins’ death. Prosecutors in New Mexico defended their handling of the involuntary manslaughter case against Alec Baldwin on Friday, filing court papers in which they accused the actor of negligently failing to make sure the gun he was handed before the fatal “Rust” shooting was not loaded with live ammunition. Mr. Baldwin’s lawyers had filed a motion last month seeking to get the charge dismissed, calling the prosecution of the actor an “abuse of the system” and accusing prosecutors of having failed to give the grand jury evidence that could have helped his case. Xcel Energy facilities "appear to have been involved in an ignition" of a giant wildfire that's been blazing across the Texas Panhandle since last month, the company said in a statement Thursday. The cause of the Smokehouse Creek Fire — the biggest in state history, burning well over 1 million acres — is still under investigation by Texas officials, but the utility company said it is also conducting its own review. "Xcel Energy disputes claims that it acted negligently in maintaining and operating its infrastructure; however, we encourage people who had property destroyed by or livestock lost in the Smokehouse Creek fire to submit a claim to Xcel Energy through our claims process," the statement said. Claims filed to the company will be handled expeditiously, prioritizing those who lost their homes in the fire, the company said. The Texas A&M Forest Service said the ongoing Smokehouse Creek Fire is the largest blaze in state history, burning more than 1,059,570 acres.

ALBANY, N.Y. (AP) — A federal judge on Wednesday permanently banned a Florida gun retailer from selling or delivering certain gun parts in New York that officials say can be used to assemble untraceable ghost guns and sold without background checks. It also found that the retailer made at least $3.9 million in illegal profits and would likely continue to violate local, state, and federal laws. The retailer is permanently barred from selling, delivering, or giving away any unfinished frames or receivers in the state of New York, according to the judgment. Indie Guns, which advertises some of its products on its website as “UNSERIALIZED UNREGISTERED UNTRACABLE,” must also pay approximately $7.8 million to the state. Report for America is a nonprofit national service program that places journalists in local newsrooms to report on undercovered issues.

FCC Chairwoman Jessica Rosenworcel last month wrote to nine large automakers and three telecom providers seeking more information about their policies involving internet-connected car technology and domestic abuse. The federal Safe Connections Act gives the FCC authority to help domestic abuse survivors securely access communications, the letter said. In an interview with Reuters this week, Rosenworcel said issues involving connected cars and domestic abuse "seemed extraordinarily similar" to the work the FCC had already done implementing the Safe Connections Act. Meanwhile, Toyota said if a domestic abuse survivor on the title requests that connected services be disabled for another person, the company may ask for verification from law enforcement that the customer was a victim. "Through these steps, Toyota works to respond promptly to requests from domestic abuse survivors while also focusing on appropriate authentication in order to screen out fraudulent or abusive requests that could further harm the abuse survivor," the company said in its response.

According to the complaint, Halep used Schinoussa supplements during the 2022 US Open tournament in New York. The International Tennis Integrity Agency (ITIA) has said Halep’s suspension is backdated and will run from October 7, 2022, until October 6, 2026. CNN —The FBI’s “repeated and continued failures, delays and inaction” allowed Jeffrey Epstein to continue his sex trafficking operation for more than 20 years, 12 alleged victims claimed in a lawsuit filed Wednesday. The lawsuit also says they support the unredacted release of FBI documents regarding Epstein, claiming the files are still largely sealed. “During the FBI investigation, the FBI was complicit in permitting Epstein and coconspirators to continue to victimize Jane Does 1-12 and other young women,” the lawsuit said. The FBI was notified the bank handled more than $1.1 million in payments from Epstein to women or girls, the lawsuit claimed. However, the FBI allegedly received additional tips and reports concerning sex abuse following the 2008 plea deal.

CNN —A medical examiner on Tuesday released the manner of death for a baby whose mother accused a Georgia hospital and others of decapitating during delivery, ruling it a homicide. The Clayton County, Georgia Medical Examiner’s office said the baby died from a broken neck and the baby’s head was detached, according to a news release shared with CNN. Ross went into labor on July 9 and her doctor attempted to deliver the baby using various methods, including “applying traction to the baby’s head,” the lawsuit says. Ross says the doctor “grossly” and “negligently applied excessive traction” on her baby’s head and neck, the complaint says. Everyone we have consulted has never seen a situation like this before,” Clayton County Medical Examiner’s Director Brian Byars told CNN on Tuesday.

The company learned about the attack after stolen customer data was advertised on Reddit, as well as on the darkweb forum BreachForums, per the filing. (AP) — An Oregon jury awarded $85 million Tuesday to nine victims of wildfires that ravaged the state in 2020, the latest verdict in a series of legal proceedings that are expected to put the utility PacifiCorp on the hook for billions of dollars over its liability for the deadly blazes. “The 2020 wildfires were undeniably tragic,” it said. “PacifiCorp has settled and will continue to settle all reasonable claims for actual damages under Oregon law.
