CNN —The man accused of stabbing author Salman Rushdie was charged with three federal terrorism-related counts, according to a grand jury indictment unsealed Wednesday. Hadi Matar is charged with committing an act of terrorism transcending national boundaries, attempting to provide material support to a foreign terrorist organization and providing material support to terrorists. Matar has already pleaded not guilty to state charges of second-degree attempted murder and second-degree assault in connection with the stabbing. Matar recently rejected a state plea deal that would have tied in a federal terrorism-related charge and reduced his state prison sentence. Matar will appear in federal court at 2 p.m. Wednesday in Buffalo, New York, according to court records.

Ukraine is using thermal imaging and drones to find mines left by Russian forces. Ukrainian soldiers showed CNN their anti-mine strategy from the trenches on the front line. The outlet filmed soldiers using a drone with a thermal camera, which clearly showed the mines, glowing, on the soldiers' screen. The soldiers told CNN that after locating mines, they use special charges to blow them up so that their colleagues can move through the area. The New York Times reported that some Ukrainian soldiers have been blasted by mines as they try to help fellow soldiers hit by mines.

Cluster munitions, also called cluster bombs, are canisters that carry tens to hundreds of smaller bomblets, also known as submunitions. The US has a stockpile of cluster munitions known as DPICMs, or dual-purpose improved conventional munitions, that it no longer uses after phasing them out in 2016. Ukraine fired cluster munition rockets into Russian-controlled areas in and around the eastern Ukrainian city of Izium last year after Russia invaded Ukraine, Human Rights Watch said, citing interviews with more than 100 residents, witnesses and local emergency personnel. The Ukrainian attacks killed at least eight civilians and wounded at least 15 civilians in Izium, Human Rights Watch said. The group has previously reported that Russia's use of cluster munitions in Ukraine has killed scores of civilians, and the United Nations' Human Rights Council has also documented the use of such bombs by both sides.

"The Ukrainian government’s pledge to investigate its military’s apparent use of banned anti-personnel mines is an important recognition of its duty to protect civilians," Steve Goose, Human Rights Watch's arms director, said in a statement. Russia did not join the treaty and its use of anti-personnel mines "violates international humanitarian law ... because they are inherently indiscriminate," the report said. Anti-personnel mines are detonated by a person's presence, proximity or contact and can kill and maim long after a conflict ends. Those rockets each indiscriminately disburse 312 PFM-1S anti-personnel mines, said the report.
