London CNN —An art historian has identified a missing portrait of King Henry VIII after spotting it on social media. It showed a gathering at a reception in Warwick’s Shire Hall, where Warwickshire County Council is based. The distinctive frame was one of the features that helped identify the painting as the missing portrait of Henry VIII. His focus was on the background where, hanging on a wall, was what he suspected was a missing portrait of the Tudor monarch Henry VIII. In a telephone call with CNN, Busiakiewicz revealed that this was not the first discovery he had made thanks to social media.

He called NATO’s unwillingness to establish a concrete timeframe for Ukraine’s membership “unprecedented and absurd,” causing consternation in the Biden administration and nearly derailing the summit. Several key NATO members, however, haven’t been especially eager to come to the defense of Ukraine. Why would Putin consider a ceasefire or diplomatic settlement with Kyiv if he knew that NATO membership for Ukraine was just around the corner? Biden should tell Zelensky point-blank that NATO membership is a fool’s errand — and while he’s at it, he ought to apologize to all Ukrainians, for waiting so long to state the obvious.

Instead, Moscow could target foreign holdings that remain in Russia, making Western companies vulnerable to costly expropriation risk. That's on top of previous measures Russia introduced in retaliation to Western sanctions, such as the freezing of bank accounts owned by "unfriendly" non-residents. Taking the Kremlin at its word, $290 billion worth of Western assets are liable for seizure. A determined American journalist, let’s call her Gillian, is sleuthing away at a story about India’s nuclear weapons program. Though Gillian is based in London, when she finally gets to publish her story, the Indian government is bent on revenge. Is Washington going to stand idly by and meekly accept the possibility of an American journalist languishing in an Indian jail? The clue is in the inverted commas around “journalist.” To my mind, Julian Assange is in some ways recognizably a journalist. However, to many journalists Assange is not a proper “journalist,” and they can’t really see what his fate has to do with theirs.

Columbia University President Minouche Shafik tried to avoid the firestorm of controversy that pushed out two of the three university presidents who testified on Capitol Hill in December. While the other university presidents provided lawyerly answers that went viral, Shafik and her three Columbia colleagues all unequivocally stated that such calls would violate the code of conduct at Columbia. For instance, the Columbia president was asked by Rep. Lisa McClain whether mobs shouting “from the river to the sea” or “long live the intifada” qualify as antisemitic comments. CNN —The policy-making body of the federal judiciary is clamping down on the system that conservatives have successfully used in recent years to hamstring President Joe Biden’s agenda and other federal policies, including those concerning reproductive rights. The new policy seeks to curb “judge-shopping,” the strategy where litigants strategically file lawsuits in courthouses where the cases will be guaranteed to be heard by judges perceived to be sympathetic to their arguments. While the strategy has long been used in patent cases, there been a concerted uptick for politically charged, wide-reaching cases that have been filed in Texas by Republican state attorneys general or conservative, private-sector parties. Under the new policy, such cases seeking nationwide or state-wide orders will go into the lottery system used by the entire district. “The current issue relates to nationwide injunctions or statewide injunctions,” Sutton said at a news conference Tuesday.

Oklahoma and Kentucky are also taking steps to clarify their abortion bans, though in both states the attorneys general, not physicians, are the ones dictating the terms. Since the U.S. Supreme Court overturned the constitutional right to abortion in 2022, states have been free to enact their own restrictions. “It’s not going to deal with hard calls,” said Greer Donley, an associate professor at the University of Pittsburgh School of Law who is an expert on abortion law. As some states mull how to clarify — without weakening — their abortion bans, abortion rights advocates in several states continue to challenge the bans with lawsuits. Frustrated with the board's inaction, Amy and Steven Bresnen, a couple who are lawyers and lobbyists, filed a petition in January asking it to clarify what circumstances qualify as medical exceptions to the state's abortion ban.

The sheer persistence of the equity rally, with the S & P 500 up 16 of 18 weeks and refusing to succumb to supposed late-February seasonal weakness, has converted the cautious. Still, by some lights, stocks' valuation is one of the better sentiment indicators, and by that measure the investment community is pretty enthusiastic. More simply, we continue to see elevated but not alarming P/Es in the S & P 500 broadly while the median P/E of the top 10 names in the index remains close to past peaks." Coming at a time when the S & P 500 is more than 13% above its 200-day moving average — pretty stretched — and we haven't had even a 3% pullback since October. The "right" cyclical sectors are leading (industrials and consumer discretionary in addition to tech), and the equal-weight S & P 500 is nosing toward its old high.
