Scientists with the National Weather Service and the National Hurricane Center began sounding the alarm as early as Sept. 23. In a YouTube video posted that morning, the National Hurricane Center’s deputy director, Jamie Rhome, described a tropical cyclone that would “briskly develop” into a hurricane. Monday night, the National Weather Service posted on X that heavy rain and powerful wind gusts would hit the Southeast later in the week. “It is not common for the National Weather Service to use words like ‘catastrophic’ to describe forecasts,” Buncombe County Manager Avril Pinder said at a news conference Thursday morning. That has made even apolitical groups like the National Oceanic and Atmospheric Administration (NOAA) and the National Weather Service a target of some Republicans.

CNN —Venezuelans across the country took to the streets on Monday to protest a disputed election, clashing with police as uncertainty swirls around the results amid allegations of election fraud. Venezuelan President Nicolás Maduro after the presidential election results were announced in Caracas on July 29, 2024. Though Maduro supporters celebrated his win in parts of Caracas, Monday was marked by wider protests by the opposition. Many regional and world leaders have cast doubt on the results, including the United States – though some of Venezuela’s partners have stood by Maduro. CNN —Authorities in the city of Moscow are offering a record signing-on bonus for new recruits to fight in Ukraine, in the latest sign of a scramble to boost Russian troop numbers. Moscow Mayor Sergey Sobyanin introduced the one-time signing bonus of 1.9 million rubles (about $22,000) for city residents who join the military, according to a statement on Tuesday. Putin initially ordered an immediate “partial mobilization” of Russian citizens in September 2022 following a string of defeats that caused recriminations in Moscow. Russia has recruited as many as 15,000 Nepalis to fight its war in Ukraine, with many of them left traumatized, while an unknown number remain missing or possibly dead. A Nepali soldier who spoke to CNN said Afghan, Indian, Congolese and Egyptian recruits were among those being trained in Russia’s military academies for foreign fighters.

CNN —What sounds like an enticing historical thriller mostly falls flat in “Manhunt,” an Apple TV+ series about the frantic search for John Wilkes Booth after he assassinated Abraham Lincoln. Anthony Boyle as John Wilkes Booth in "Manhunt." That’s especially true of Booth, through no fault of Boyle’s, who as written possesses less depth than his flamboyantly villainous mustache. “Manhunt” sounds promising on paper, only to mirror Apple’s even-splashier World War II series “Masters of the Air” by offering a meticulously produced window into the past that only fitfully gets off the ground. “Manhunt” premieres March 15 on Apple TV+.
