Biden sought to kickstart SAF production with a $1.25 per gallon production tax credit in the IRA. In the first eight months of 2023, Chinese exports of used cooking oil (UCO) to the U.S. totalled almost 384,000 metric tons, customs data shows. Used cooking oil can be refined into fuels such as biodiesel and SAF, which can be blended with conventional fuels to reduce carbon emissions. State-run Chinese oil majors Sinopec and PetroChina, which are among those shipping UCO cargoes to the U.S., according to Kpler, did not respond to requests for comment. Used cooking oil can be one-third the price of fresh vegetable oil, and has lower carbon intensity than non-waste feedstocks such as palm or canola oil.

The International Energy Agency's (IEA) medium-term oil market report, released on Wednesday, forecast that Asia, and particularly China, was the engine of crude oil and refined product demand growth up until 2028. Reducing fuel's carbon intensity is critical to Canada's efforts to curb greenhouse gas emissions by at least 40% from 2005 levels by 2030. But Canada's location bordering the United States makes it especially vulnerable to a possible future flood of cheaper U.S. biofuels, said Ian Thomson, president of Advanced Biofuels Canada. The lobby group estimates there are some C$10 billion worth of Canadian projects at early stages of development, not counting more advanced ones by Imperial Oil (IMO.TO) and others. Canada offers nothing similar, but unlike the United States, has negative incentives such as a carbon tax. The legislation, modeled off of California's Low Carbon Fuel Standard, aims to reduce carbon intensity from the on-road transportation sector in New York by 20% by 2031. If passed, it would be the second-largest clean fuel standard in the United States, surpassed only by California's. The New York Senate passed the Clean Fuel Standard on Thursday, the first time it had done so despite similar legislation being produced in prior sessions. California's Low Carbon Fuel Standard led to a boom in investments in fuels made from non-petroleum feedstocks. Canada has also implemented a Clean Fuel Standard which is set to take effect later this year.

WASHINGTON, May 17 (Reuters) - Boeing Co (BA.N) said on Wednesday it is rolling out a data modeling tool aimed at helping airlines and policymakers determine the quickest, most efficient path to reducing aviation emissions to zero by 2050. Boeing unveiled a beta version of Cascade in July 2022 but it was not publicly available. The public launch of Cascade comes just days after U.S. Transportation Secretary Pete Buttigieg met with counterparts from Canada, the United Kingdom and Singapore at the Asia-Pacific Economic Cooperation forum to discuss investments in sustainable aviation fuel. On Tuesday, Reuters reported that European Union countries are set to finalize SAF targets for airports despite some pushback from airlines. “Our intent is to scale SAF and help it scale by first ... examining what has to change in an airplane to be 100% compatible with (SAF),” Raymond said.
