Generative AI, the technology underlying the viral ChatGPT chatbot, runs on algorithmic language models trained on vast amounts of online data. “We think 2023 will be the year that generative AI will become prevalent and a key component of modern office work,” he said. On Tuesday, the company launched a $250 million investing fund targeting generative AI startups. Yet despite assurances from the enterprise market’s biggest players, most corporate tech chiefs are taking a wait-and-see approach to ChatGPT-like generative AI technology, analysts said. Steve Santana, chief information officer at educational-testing company ETS, said he is more open to working with large enterprise-technology firms on generative AI capabilities, rather than small niche providers.
An ETS sets a cap on the amount of CO2 emissions that a sector, or group of sectors, can produce. The system creates CO2 permits, called EU Allowances (EUAs) for those emissions, which companies must buy for each tonne of CO2 they emit. CO2 permits are traded on the open market, meaning companies, traders and investors buying them pay the same price. Critics say by making it cheaper to pollute, free permits have reduced the incentive for industries to reduce their emissions. Companies that already pay CO2 costs in the country where the goods were produced can be exempted from the EU levy.
The more emitters have to pay for EU carbon permits to cover each tonne of C02 they produce, the greater the incentive to invest in low carbon technologies and switch to less polluting fuels. Still, rising carbon prices are a cause of political tensions in the EU and breaching the 100 euro threshold is likely to reignite debates over prices. Spanish Prime Minister Pedro Sanchez last year called for a CO2 price cap to help tackle soaring inflation. Other EU countries view a robust carbon price as vital to meeting climate goals. Years of weak prices followed until CO2 prices began to recover in 2018 when the EU agreed to remove surplus permits from the market.

London CNN —European Union governments have reached a deal on the world’s first major carbon border tax, as part of an overhaul of the bloc’s flagship carbon market that aims to make its economy carbon-neutral by 2050. EU ministers finalized details of the Carbon Border Adjustment Mechanism early Sunday after reaching a provisional agreement earlier on in the week. The landmark measure adds a pollution price on certain imports to the European Union. She added that certifying carbon emissions in producing countries remains a “challenge.”Climate policy overhaulThe carbon border tax is part of a wider deal agreed to Sunday that reforms the EU carbon market to cut its emissions 62% by 2030, compared to 2005. The Carbon Border Adjustment Mechanism will be phased in at the same time, in that way protecting domestic firms from being undercut by foreign competitors.
The EU wants to cut greenhouse gas emissions by at least 55% by the year 2030, compared to 1990. Plans for the European Union's Carbon Border Adjustment Mechanism took a significant step forward Tuesday morning after a provisional deal between the Council of the EU and members of the European Parliament was reached. The European Parliament's statement described the new bill as being "the first of its kind." "CBAM will be a crucial pillar of European climate policies," Mohammed Chahim, a member of the European Parliament, said. In its own statement, the Council of the EU (government ministers from each EU country) said Tuesday's agreement still had to be confirmed by the European Parliament, EU member states' ambassadors, and then "adopted by both institutions before it is final."

LONDON, Nov 9 (Reuters) - Global securities regulators proposed closer scrutiny of carbon trading on Wednesday to deepen liquidity and prevent greenwashing in markets used by companies to offset their emissions to drive the transition to a net-zero economy. The International Organization of Securities Commissions (IOSCO), which groups securities regulators from across the world, made recommendations to improve 'compliance' carbon markets, and asked whether regulators should be more involved in 'voluntary' carbon markets. Compliance refers to regulated markets for trading permits on exchanges like ICE and EEX with the EU emission trading scheme (ETS). The unregulated voluntary market refers to companies buying credits from emission reducing projects like renewable energy or planting trees to offset their own emissions. "Some vulnerabilities in voluntary carbon markets have thus far prevented these markets from scaling to their full potential, while others can be of concern for regulators in their efforts to counter the risk of greenwashing," IOSCO said.
