Berlin is considering approaching Kenya, Ghana, Senegal, Morocco and others to house some asylum seekers while they await approval of their applications, a process that can sometimes take years, according to several German officials familiar with the discussions.
The plans, which are still being negotiated, could include permanently resettling those that fail to win refugee status in those countries, officials said, as well as incentivizing those with some right to protection in Germany to settle in third countries.
