"We urge the UK to abide by the one-China principle and stop using trade cooperation as an excuse to engage in official exchanges or enhance substantive relations with Taiwan," it added. Britain and Taiwan both maintain de facto embassies in each other's capitals, but London does not officially recognise the democratically elected government in Taipei. Britain approved a sharp increase in exports of submarine parts and technology last year to Taiwan as it upgrades its naval forces, Reuters reported in March. Because of its diplomatic isolation and pressure from China, chip powerhouse Taiwan has few formal foreign trade agreements, though it is a member of the World Trade Organization and has free trade agreements with Singapore and New Zealand.

Taiwan has repeatedly called for progress on a Bilateral Investment Agreement (BIA) with the EU. The EU included Taiwan on its list of trade partners for a potential bilateral investment agreement in 2015, but has not held talks with Taiwan on the issue since. "In that regard of course we have long been promoting a bilateral investment agreement between the EU and Taiwan. However, we know that's a long shot," said Chen, who visited the European Commission in June. Taiwan Semiconductor Manufacturing Corp (2330.TW), the world's largest contract chipmaker, announced last month a 3.5 billion euro ($3.75 billion) investment in Germany for the company's first factory in Europe.

Taiwan says chip companies in talks about Europe investment

TAIPEI, Sept 28 (Reuters) - Some Taiwanese chip companies are in talks with European countries about investments there, a government minister said on Wednesday, adding the administration was "pleased" to see efforts by local companies to work with democratic allies. While Taiwan and the EU held-high level trade talks in June, less than a week after that meeting Taiwan Semiconductor Manufacturing Co Ltd (TSMC) (2330.TW) said it had no concrete plans for factories in Europe. "To my knowledge, the European Commission and member states are talking to some of our companies, which is purely a commercial decision for the companies to make," Taiwan Deputy Economy Minister Chen Chern-chyi told reporters in Taipei, responding to a question on potential Taiwanese chip investment in Europe. Sitting next to him, Filip Grzegorzewski, the EU's de facto ambassador in Taiwan, said he was pleased to hear a government minister encouraging Taiwanese investment in Europe. "It's one of the highlights of my stay in Taiwan when I hear a representative of a Taiwanese government at a press conference encouraging Taiwanese companies to 'go Europe', to invest in Europe."
