A sharp drop in mortgage rates brought homebuyers off the fence in October after a slow summer. Sales were 2.9% higher than October of last year, marking the first annual increase in more than three years. While mortgage rates remain elevated, they are expected to stabilize.”There were 1.37 million units for sale at the end of October, an increase of 19.1% from October 2023. That is still high historically, but lower mortgage rates likely caused that share to drop. Mortgage rates are much higher now, at 7.05% on the 30-year fixed.

The Consumer Financial Protection Bureau on Thursday issued a finalized version of a rule saying it will soon supervise nonbank firms that offer financial services likes payments and wallet apps. That would include payments services from Apple, Google and Amazon, as well as fintech firms including PayPal and Block and peer-to-peer services Venmo and Zelle. While the CFPB already had some authority over digital payment companies because of its oversight of electronic fund transfers, the new rule allows it to treat tech companies more like banks. “Digital payments have gone from novelty to necessity and our oversight must reflect this reality,” said CFPB Director Rohit Chopra. The CFPB said the rule will take effect 30 days after its publication in the Federal Register.

Two of the biggest Harry Potter fan communities, MuggleNet and The Leaky Cauldron, denounced Rowling’s views and severed ties with the author’s future projects. On Sept. 10, she posted the U.K. open casting call for the roles of Harry Potter, Hermione Granger and Ron Weasley to her 14.2 million followers on X. “Every time we sit down to have a fun conversation about Harry Potter, the conversation becomes angry and depressing, and so we end up not publishing,” she says. “There are so many fans who deeply disagree with what Rowling is saying, but still want to engage in the Harry Potter fandom.”Ironically, while Rowling’s actions have undermined many Potter fans’ dedication to her, they also appear to have strengthened those fans’ solidarity with each other. The International Criminal Court issued arrest warrants Thursday for Israeli Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant, as well as Hamas military chief Mohammed Deif, for alleged crimes against humanity and war crimes. The ICC accused Netanyahu and Gallant of a string of human rights abuses in the Gaza Strip, where local health officials said the death toll from the Israeli military's yearlong assault on the Palestinian enclave had now passed 44,000. Both Israel and the United States do not recognize the jurisdiction of the ICC, which has no police to enforce its warrants. But the warrants do put the Israeli officials at risk of arrest in other countries, including much of Europe. In its announcement Thursday the ICC rejected challenges from Israel to its jurisdiction.

A volcano near Iceland’s capital erupted late on Wednesday for the seventh time in a year, spewing fountains of lava and smoke, the country’s meteorological office said, but there were no disruptions to air traffic or infrastructure. The eruption started with little warning at 11:14 p.m. local time Wednesday and created a fissure just under two miles long. The activity is estimated to be considerably smaller than the previous eruption in August, Iceland’s meteorological office that monitors seismic activity said. The first signs of an eruption were recorded just 45 minutes before a massive ground fissure was opened by magma forcing its way through the earth’s crust, Iceland’s meteorological office said. However, there had been no noticeable increase in seismic activity in recent weeks, the meteorological office said.

Former billionaire investor Sung Kook “Bill” Hwang was sentenced to 18 years in prison on Wednesday over the collapse of Archegos Capital Management, which cost Wall Street banks more than $10 billion. Hwang was sentenced by U.S. District Judge Alvin Hellerstein in Manhattan, where a jury convicted Hwang in July on 10 criminal charges including wire fraud, securities fraud and market manipulation. Before sentencing Hwang, Hellerstein asked the defendant’s lawyer, Dani James, how she thought Hwang compared to Sam Bankman-Fried, who was sentenced in March to 25 years in prison for stealing $8 billion from users of the now-bankrupt FTX exchange. While Archegos eventually managed $36 billion, Hwang’s borrowing helped him amass $160 billion of exposure to stocks. Hwang’s co-defendant, former Archegos Chief Financial Officer Patrick Halligan, was convicted at the same trial on three criminal charges.
