Voting systems: How we know the election is secure
  + stars: | 2024-11-04 | by ( Zachary Wolf | ) edition.cnn.com   time to read: +14 min
Musk has used X to spread unfounded allegations about voting systems, laying groundwork to question the election before it happens. To better understand the security of US voting systems and why there’s no indication that they’re not secure, I talked to CNN’s Zachary Cohen, who covers national security, and Sean Lyngaas, who covers cybersecurity. There are three large election equipment vendors in the US: Dominion; ES&S, or Election Systems and Software; and Hart InterCivic. Dominion Voting Systems ballot-counting machines are lined up at a Torrance County warehouse during testing of election equipment with local candidates and partisan officers in Estancia, New Mexico, on September 29, 2022. COHEN: We know people, these pro-Trump operatives and lawyers, have already gotten access to election software – voting software, voting systems in Georgia, copied the entire election database from several counties.

In practice, whoever the presidential nominee chooses as their running mate is typically accepted by the delegates. What happens to the money raised for Biden’s reelection? Biden’s reelection efforts had raised a total of $240 million at the end of June. Those funds are split across the DNC, allied committees and Biden’s campaign committee itself. While no US president has been pressured out of a reelection campaign due to concerns over his mental fitness, it is not unprecedented for an incumbent president to abandon his reelection campaign — but it is rare.

Now she has lost the primary in her home state of South Carolina, where she was a two-term governor. Fellow Floridian Jeb Bush, a former governor, dropped out earlier, after a disappointing finish in nearby South Carolina. Former Rep. Here’s what to know:Who is running in the South Carolina Republican primary? South Carolina’s primaries are open, which means any registered voter can take part in either the Republican primary or the Democratic primary, but not both. When Trump won the South Carolina primary with more than 32% of the vote in 2016, just about 1% of the GOP primary voters were Black. Only once since 1980 have South Carolina Republican primary voters not supported the ultimate nominee. The only recent election in which South Carolina did not pick the ultimate Democratic nominee was in 2004, when then-Sen. John Edwards, who was born in South Carolina and represented North Carolina in the Senate, beat then-Massachusetts Sen. John Kerry.

CNN —There are emerging signs of a deep schism in the Republican Party over how or even whether the US should stand up to authoritarianism in Russia. With a not-so-subtle nod to Trump’s failure to criticize Russia for Navalny’s death, she compared elections in democracies to those in autocracies. Compare it with House Speaker Mike Johnson, who, at Trump’s behest, is refusing to bow to pressure to allow a vote on US aid to Ukraine. If it is clear where Haley and Trump stand on opposing Russia and helping Ukraine, what’s in Johnson’s mind is a secret. “If there is a Mike Johnson plan, there aren’t any House Republicans that are aware of its existence.” Read their full report.

We got a preview of this unprecedented criminal trial mixed with a presidential campaign on Thursday at a key hearing in the New York criminal case. Claiming violent crime in cites, especially those run by Democrats, is one of Trump’s favorite talking points. The idea that violent crime is at an “all-time high” is completely untrue, as CNN’s Daniel Dale wrote last October. But the judge in Manhattan has filled Trump’s calendar at the end of March, when that federal trial could theoretically have taken place. But as The New York Times notes, despite the rising number of migrants in the city, violent crime has dropped.

CNN —The immigration and border crisis is quickly morphing into the dominant issue of American politics – and Democrats are pivoting faster than Republicans at the moment. It took two tries, but House Republicans made their point and voted by the narrowest possible margin to impeach Homeland Security Secretary Alejandro Mayorkas, the first impeachment of a Cabinet secretary since the 1870s. He tacked to the middle specifically on the issue of immigration, hammering Republicans for refusing to work with Democrats on an immigration compromise. Except voters concerned about immigration told CNN reporters that it was also dysfunction on Capitol Hill – Republicans rejected even the idea of a bipartisan immigration deal last week – that drove their votes. Democrats and Republicans in the Senate joined together to pass a foreign aid package this week after it was decoupled from the border compromise.

CNN —While the 2024 presidential race seems set in stone as a rematch between President Joe Biden and former President Donald Trump, it’s also true that things happen. Back in November 1872, for instance, the newspaper publisher and Democratic presidential candidate Horace Greeley died after Election Day but before the casting of Electoral College votes. No one knows for sure what would happen if a candidate died or for some reason needed to withdraw from the race. The process of replacing a presidential candidate very much depends on when the vacancy occurs – during the primary process and before the party convention; during the convention or after the convention; or before or after people vote in November. When he dropped out of the presidential race, it set off a chaotic dash to replace him.

An independent special counsel poured kerosene on concerns about Joe Biden’s age with pointed language about the president’s poor memory after concluding Biden had willfully mishandled classified documents – and that his failing memory makes him impossible to convict. ► He appears poised for a win at the Supreme Court. Feeding the frenzy about Biden’s ageIn concluding Biden should not be prosecuted, Special Counsel Robert Hur, a former Trump-appointed US Attorney in Maryland, offered a political indictment of the president’s fitness. Still, larger Trump-related questions loom for the Supreme Court, such as whether Trump enjoys absolute immunity from prosecution. CNN —A plague on both these houses:The Senate seems to lack the political will for a bipartisan border deal. The House lacks an effective majority for a partisan impeachment effort as GOP leaders scramble for votes. Except, as the vote approached, they seemed to realize they might not have the votes to impeach Mayorkas after all. The only other time a Cabinet member was impeached, back in 1876, it was with a unanimous House vote. With hours to go before the Mayorkas impeachment vote is set to occur, there is a real possibility it could fail, and it can only pass by the slimmest of margins.

Evidence of a strong economy has so far been lost on a general public that still feels the pinch of inflation and worries about the uncertainty of life in 2024. Signs of a thaw in public opinion, but pessimism still dominatesA new CNN poll shows Biden still has a lot of convincing to do: Perception of the economy remains deep under water. However, if hiring remains strong and inflation keeps falling, it may become easier for Biden to convince voters he’s doing a good job strengthening the economy. CNN’s polling editor Ariel Edwards-Levy notes that about half the country, 48%, thinks the economy remains in a downturn. Their letter is proof that the fact of a strong economy is felt, if at all, in different ways.

CNN —While former President Donald Trump’s path through Republican primaries is clearing up, he faces looming unanswered questions in multiple different courts. Engoron had already ordered the dissolution of Trump’s New York real estate empire, which is on hold pending Trump’s appeal. The US Supreme Court has, for now, declined to take up the case, because justices wanted this particular appeals court panel to weigh in. Trump will remain on the ballot for Colorado’s primary pending the Supreme Court decision. While the situation is unlikely, at least for now, to kill the case against Trump, Willis’ position at the helm is very much in question.

The duck stamp act incident of early 2024 sets up two new funding deadlines on March 1 and March 8. Short-term funding bills that keep the lights on are clearly not how the massive US government is supposed to be run. There’s been least one short-term spending bill in all but three fiscal years since 1977, according to the Congressional Research Service. Why use the duck stamp bill to fund the government? Spending bills are supposed to begin in the House, and so to make this latest stopgap measure work, senators substituted the spending bill into a House-passed bill originally having to do with the duck stamp, making it possible for duck hunters to carry an electronic as opposed to paper duck stamp during the “taking of waterfowl.”Fear not for the duck hunters.

These presidents would presumably argue that in their capacities as president, they must expect some legal immunity to pursue policy and lead the country. EVEN EVENTS THAT ‘CROSS THE LINE’ MUST FALL UNDER TOTAL IMMUNITY, OR IT WILL BE YEARS OF TRAUMA TRYING TO DETERMINE GOOD FROM BAD. In arguing for total immunity, his lawyer said a president could only be prosecuted if he or she was convicted by the Senate in an impeachment trial. ALL PRESIDENTS MUST HAVE COMPLETE & TOTAL PRESIDENTIAL IMMUNITY, OR THE AUTHORITY & DECISIVENESS OF A PRESIDENT OF THE UNITED STATES WILL BE STRIPPED & GONE FOREVER. Trump has also baselessly questioned whether Vice President Kamala Harris, whose parents are immigrants, was eligible. Sen. Marco Rubio, the Florida Republican who Trump also bested in that 2016 primary with taunts of “Little Marco,” also again endorsed Trump this week. It is actually Trump who faces more legitimate questions about his eligibility under the 14th Amendment. Two-thirds of Republican voters don’t think President Joe Biden’s 2020 victory was legitimate, despite all evidence to the contrary. Iowa caucusgoers, unlike most of the country, overwhelmingly support banning most or all abortions nationwide. Iowa voters could be asked on the general election ballot to make clear there is no right to abortion guaranteed in their state’s constitution. On the Democratic side, Barack Obama won the Iowa caucuses in 2008 and went on to win the White House. And Trump, although he’s the favorite in pre-caucus polling this year, lost the Iowa caucuses in 2016 to Cruz. Weren’t there some problems with the Iowa caucuses? This is the first time since 1972 that the Iowa caucuses will not be the first event on Democrats’ presidential nomination calendar. President Joe Biden, who placed fourth in the 2020 Iowa caucuses, pushed Democrats to change up the calendar.

The broad outlines of the government spending fight as it stands in November are the same as they were in October. Funding expires after Friday, November 17, and lawmakers do not have a definitive plan to pass a stopgap government funding bill. A procedural vote Tuesday will identify how many Democrats Johnson will need to pass his version of the bill. CNN has identified eight House Republicans currently opposed to Johnson’s laddered approach, and he can only afford to lose four. If Johnson opts to pass the bill without a majority built only of Republicans, it would require a large number of Democrats to set aside House rules.
