SYDNEY, Australia — Australia’s center-left government on Thursday introduced a bill in Parliament that aims to ban social media for children under 16 and proposed fines of up to $32 million for social media platforms for systemic breaches. Australia plans to trial an age-verification system that may include biometrics or government identification to enforce a social media age cut-off, some of the toughest controls imposed by any country to date. France last year proposed a ban on social media for those under 15, but users were able to avoid the ban with parental consent. The law would force social media platforms, and not parents or young people, to take reasonable steps to ensure the age-verification protections are in place. “Social media has a social responsibility ... that’s why we are making big changes to hold platforms to account for user safety,” she said.

CNN —The avian flu virus isolated from a hospitalized teenager in Vancouver has mutations in key areas that could help the virus spread more easily in humans, scientists say. But scientists say the genetic changes are a reminder of what the virus is capable of if it continues to spread. The H5N1 bird flu virus that infected the teen, who is in critical but stable condition, is not the same strain that is transmitting in dairy cattle in the United States. The three mutations are at positions in the virus’ genome that Bloom and other scientists have determined would allow it to attach more easily to human cells. Most of the human H5N1 infections reported in the United States have had red, inflamed eyes as an early symptom, suggesting that’s where the virus entered the body.

Businesswoman and philanthropist Michele Kang just made a historic donation to women’s soccer. Kang, owner of the professional soccer team Washington Spirit, has pledged $30 million to the girls and women’s programs of U.S. Soccer, the organization announced on Tuesday. CNN —Pioneering travel guidebook writer Arthur Frommer has died at the age of 95, according to a statement from the media brand he founded. He continued to write, travel, publish, speak at conferences and give interviews into his 90s. But for Frommer, travel writing was about more than recommending hotels or providing historical facts about famous attractions. “Throughout his remarkable life, Arthur Frommer democratized travel, showing average Americans how anyone can afford to travel widely and better understand the world,” she wrote in the announcement of her father’s death. He had suffered a heart attack, according to an Instagram story Thorpe posted to Tippet’s page. HONG KONG — They rode for soup dumplings — and a sense of youthful liberation in pressured times. But the band of university students who cycled through the night would ultimately be met by a red light from authorities, after their viral quest grew so popular that it snarled traffic in central China and overwhelmed the ancient capital, Kaifeng. By the weekend, tens of thousands of students had joined this self-proclaimed "night riding army," seeking not just breakfast, but also a way to travel and socialize without spending much money. They rented shared bikes and cycled in groups through the night from Zhengzhou to Kaifeng. Waves of riders propelled by the slogan "youth is priceless" joined this 40-mile journey along a major road beside the Yellow River.

In the spring of 1989, university students in Beijing rode their bikes to Tiananmen Square to join pro-democracy protests that ended in a bloody crackdown by the Chinese military. Their journey quickly went viral, inspiring more Zhengzhou students to follow suit as the hashtag “youth is priceless” trended on social media. Others said local authorities should have been better prepared for the influx of students before they jumped in to promote the trend.
