Strong winds from Kong-rey tore down a roof in Hualien County, eastern Taiwan on October 31, 2024. Kong-rey rapidly intensified to reach super typhoon strength on Wednesday as it barreled toward Taiwan after bashing the Philippines. Kong-rey is the third typhoon to make landfall on Taiwan this year after Krathon and Gaemi. After moving into the northern Taiwan Strait, the storm is forecast to head into the East China Sea and toward Japan.

Typhoon Khanun, categorised by Taiwan's weather bureau as the second-strongest typhoon level, slowly headed towards its northeastern coasts with maximum winds of 209 km (130 miles) per hour. Northern cities including New Taipei, Keelung, Yilan and the capital Taipei will shut businesses and schools on Thursday. Nearly 30 domestic and international flights have been cancelled, and all domestic ferry lines will be suspended on Thursday.

Two lawmakers with knowledge of the exports and two former officials said the approvals reflected Britain’s increased willingness to support Taiwan. One of the lawmakers, who also spoke on the condition of anonymity, said authorising the export licences amounted to giving a "green light" to better equip Taiwan. It shows the government authorised 25 export licences to Taiwan during the first nine months of 2022 under the categories "components for submarines" and "technology for submarines." Taiwan has for decades been unable to buy conventional submarines from other countries because of their concerns of angering China. Asked about the decision to approve the increase in export licences, the official said: "You just don't do something like this without thinking through the implications very carefully."
