Tesla shares jumped on Monday following a report that President-elect Donald Trump's transition team are planning to make a federal framework to regulate self-driving vehicles a top priority for the U.S. Transport Department. ET, Tesla stock was up 7.98% in U.S. premarket trading after the release of the Bloomberg News report, which cited unnamed sources familiar with the matter. CNBC could not independently verify the report and has requested comment from the Trump team and from the National Highway Traffic Safety Administration, a Transportation Department unit tasked to oversee self-driving technologies. Full Self-Driving, or FSD, is Tesla's premium driver assistance system, currently available in a "supervised" version for Tesla electric vehicles. Trump's transition team is reportedly looking for policy leaders for the Transportation Department to develop a federal regulatory framework for self-driving vehicles, according to Bloomberg.

CNBC's Jim Cramer made the case for owning Tesla stock, saying it's worthwhile not because President-elect Donald Trump reportedly wants to relax U.S. self-driving rules, but because of CEO Elon Musk himself. "While I don't buy the national self-driving mandate, I think nothing truly dulls the case for owning Tesla," he said. "The Musk premium will work its magic in other ways, perhaps favorable municipalities and Tesla rentals next to federal highways." But Cramer suggested that the Trump team's plans for autonomous vehicles might be easier said than done. Cramer also stressed that Tesla stands apart from its EV peers because of its tech focus.

Bela Karolyi, one of the United States' most eminent gymnastics coaches alongside wife Márta, has died at age 82, a spokesperson for USA Gymnastics said Saturday evening. In an interview with USA Gymnastics in 2016, Retton described her first American Cup competition under the Karolyis. In 2016, USA Gymnastics purchased Karolyi Ranch and celebrated the couple’s influence on American competitors. In 2018, USA Gymnastics terminated its contract with Karolyi Ranch and closed the facility in Walker County, Texas. Comăneci said on Instagram that Bela Karolyi was a "big impact and influence in my life."

WASHINGTON — The Small Business Administration said on Tuesday it has exhausted funds for its disaster loan program following increased demand from Hurricane Helene, with Congress being in recess. “Until Congress appropriates additional funds, the SBA is pausing new loan offers for its direct, low-interest, long-term loans to disaster survivors,” the SBA said in a statement. “However, SBA is encouraging individuals and small businesses to continue to apply for loans given assurances from congressional leaders that additional funding will be provided upon Congress’ return in November.”The devastating Hurricane Helene killed more than 200 people in six U.S. states, nearly half of the victims in North Carolina alone. President Joe Biden has said he believes Congress, whose members are currently in recess, should come back into session to address disaster relief funding needs. Members of the House of Representatives and Senate are not scheduled to return to Washington until after the Nov. 5 election.

The White House is pressing Congress to extend a subsidy program that helps one in six U.S. families afford internet and represents a key element of President Joe Biden's promise to deliver reliable broadband service to every American household. “It seems to be a bipartisan issue — internet access and the importance of it,” Johnson said. Biden has likened his promise of affordable internet for all American households to the New Deal-era effort to provide electricity to much of rural America. At least one person, state Sen. Cleo Fields, a Black Democrat from Baton Rouge, has already said he will be a candidate in the new district. It is not clear how the lawsuit will affect that district or the 2022 litigation, which is still ongoing. Louisiana's Legislature drew a new map in 2022 that was challenged by voting rights advocates because only one of six U.S. House maps was majority Black, even though the state population is roughly one-third Black. As the case was appealed, the U.S. Supreme Court issued an unexpected ruling in June that favored Black voters in a congressional redistricting case in Alabama.

Peter Tarnoff, a seasoned diplomat whose work behind the scenes for presidents Jimmy Carter and Bill Clinton included establishing a secret channel to Fidel Castro and helping arrange the escape of six U.S. Embassy officials from Iran, an escapade later depicted in the 2012 movie “Argo,” died on Nov. 1 at his home in San Francisco. His wife, Mathea Falco, said the cause of death was complications of Parkinson’s disease. Mr. Tarnoff was part of a cohort of Foreign Service officers who, inspired by the words of President John F. Kennedy, joined the American diplomatic corps in the early 1960s. Many of them cut their teeth on assignment in South Vietnam, and several — among them Mr. Tarnoff, Anthony Lake, Frank Wisner II and Richard Holbrooke — went on to play leading roles in the U.S. foreign policy establishment. But while outsize personalities like Mr. Holbrooke, a frequent contender for secretary of state, and Mr. Lake, a national security adviser under Bill Clinton, became famous, Mr. Tarnoff preferred to wield his influence out of the public eye.

REUTERS/Ajeng Dinar Ulfiana Acquire Licensing RightsNov 13 (Reuters) - Juul Labs said on Monday it has raised about $1.3 billion in funding, months after the e-cigarette maker revealed plans to lay off about 250 people in a bid to reduce its operating costs. Juul disclosed in a regulatory filing it had raised $1.27 billion in funding from a total offering amount of $1.6 billion. The company did not immediately respond to a request for comment on how it plans to use these funds. Marlboro maker Altria (MO.N) also exited its stake in Juul earlier this year, days before announcing a purchase of e-cigarette startup Njoy Holdings for about $2.8 billion.
