CNN —European officials are looking toward Russia after two submarine internet cables in the Baltic Sea were suddenly disrupted in an apparent sabotage operation, just weeks after the United States warned that Moscow was likely to target critical undersea infrastructure. A cable between Lithuania and Sweden was cut on Sunday, according to Telia Lithuania, the telecommunications company that runs the link. Separately, the state-controlled Finnish telecoms company Cinia said one of its cables, which connects Finland and Germany, was disrupted on Monday. ”Nobody believes that these cables were accidentally severed,” he told reporters on Tuesday morning ahead of a ministerial meeting in Brussels, Belgium. The extent of the disruption, if any, caused by the damage to the cables is unclear.

Neumann noted the latest Europol data showed “the number of attacks and planned attacks has more than quadrupled” since 2022. The apparent uptick in the recruitment of young radicals to carry out acts of terror comes as European security officials express worries at a potential resurgence of organized – or “directed” - terror attacks. The group has built a remarkable presence in Turkey over the past three years, according to court documents and analysts. Swiss police in March arrested a 15-year-old Swiss boy and a 16-year-old Italian boy for ISIS support and plotting bomb attacks, according to a police statement. Yulia Morozova/ReutersThe extent of ISIS-K’s use of Turkey as a transit hub is acknowledged by officials in the Turkish indictment.

Hong Kong CNN —China’s top diplomat Wang Yi has had a busy week in which two devastating conflicts have loomed large. Kuleba’s visit was the first time in the nearly 29 months of Russia’s war on Ukraine that a high-level Ukrainian official has visited China. Official statements from Beijing and Kyiv after Wednesday’s Wang-Kuleba talks gave no indication that the Ukrainian diplomat had swayed Beijing toward Kyiv’s vision for peace. Observers say Beijing could, at some point, play a role in any potential future talks, but is unlikely to shift its relationship with Russia. But it was met with some skepticism from observers in the region given the failure of past attempts at unity.

CNN —Kamala Harris has spent much more of her life as a prosecutor than as a senator or vice president – and that is exactly how she is now going to run against Donald Trump. The vice president had expected that to be part of her role making the case for Biden. “As a former prosecutor, Vice President Harris has a lot of experience holding convicted felons accountable,” said Massachusetts Sen. Elizabeth Warren, a former primary opponent in the 2020 Democratic race who quickly endorsed Harris after the news of Biden’s decision broke. “The prosecutor approach is really about just deconstructing an issue,” Harris told CNN in an exclusive interview after a campaign stop in Las Vegas in April. Considered a pariah by the West, Putin is looking to boost economic ties with friendly countries and show that Western isolation is not having an impact. Vietnam was among several Southeast Asian countries that abstained from joining a global summit on Ukraine in Switzerland last week. Last week, Vietnam sent a delegation led by its Deputy Minister of Foreign Affairs to attend the BRICS Foreign Ministers’ Summit in Russia. Analysts say Russia is likely to get more out of the visit than Vietnam, and Hanoi may even suffer reputational damage by hosting Putin following his trip to North Korea. “If no substantive deals are made, the visit will mainly be symbolic and a means for Putin and Russia to show the world that Western sanctions against Russia are not working,” said Le.

Pyongyang – which has an economy almost entirely dependent of China – is believed by Western governments to be aiding Russia with war supplies. Xi has ramped up his calls for Europe and other countries to help the world avoid a “Cold War,” suggesting they resist what Beijing sees as US efforts to contain China. They have also criticized Israel and the United States – converging with mounting global backlash, especially across the Global South against Israel’s war. The conflict has also impacted how China and Russia view their relations with countries there, he added. China “wants to use Russia” for its aims, but Russia is making China weak, he said.

Today, NATO's naval power is far superior to Russia's. NATO may dominate the oceans, but that may not be much help if Russian tanks invade the Baltic States or Poland. Or more specifically, use naval power to scare Moscow into allocating its scarce resources to defending its huge coastlines rather than invading neighbors. "Rather than naval combat per se, the purpose of Russian sea power is to ensure that the Russian state can compete and engage in conflict safely and effectively," the essay said. In 2024, the fear is that NATO ships could launch long-range guided missiles at the Russian heartland.

As snow continues to spread across California, so will strong winds and blizzard conditions. Snowfall rates are expected to reach extreme levels of 3 to 5 inches an hour from Friday through Saturday – especially along the Sierra Nevada. Putin and Xi, who frequently refer to their close friendship, have met 40 times in the past decade, including twice since the start of the war in Ukraine. “And for China, having an important international player like Putin to join the BRI summit is also politically important,” he added. Xi and Putin are expected to discuss the conflict in their upcoming meeting – where Russia’s war in Ukraine will also likely feature.

El Niño is one of three phases of the El Niño Southern Oscillation, which tracks water temperature changes in the equatorial Pacific Ocean that can have rippling effects on weather patterns around the globe. A wetter southern tier and a drier northern tier in an outlook for this winter from the Climate Prediction Center have all the fingerprints of an El Niño winter. El Niño winter patterns are less regular in California, the Southwest and the Northeast. The Northeast doesn’t have a well-defined set of expectations during an El Niño winter. A very strong El Niño during the 2015-2016 winter contributed to the warmest winter on record for the US mainland, according to NOAA.

But his focus was on Ukraine’s Western backers and NATO – a mutual defense organization formed in the aftermath of World War II to defend Western nations from the Soviet Union. The Russian Foreign Minister also shut down the possibility of Russia returning to the Black Sea grain deal, saying the Kremlin felt it had been deceived. Russia withdrew from the UN-brokered deal in July, after saying for some time that it had been prevented from adequately exporting its own foodstuffs. The now-collapsed deal had allowed Ukraine to export much-needed grain by sea, with ships bypassing a Russian blockade in order to reach global markets. But as one of those so-called P5 countries, Russia has also significantly benefited from the existing structure, notably vetoing resolutions about its war in Ukraine.

Kim Jong Un and Vladimir Putin shake hands as they begin their talks at the Vostochny Cosmodrome, Amur region, Russia, on September 13. Providing this technology to North Korea would be in violation of international sanctions, aimed at hampering Pyongyang’s ability to build a fully functioning nuclear weapons and ballistic missile force. After the talks, Kremlin spokesperson Peskov said “North Korea is our close neighbor,” according to state media. The two ballistic missiles fired by North Korea Wednesday morning each traveled about 650 kilometers (400 miles) before falling into the sea, according to the JCS. North Korea may be intending “to show that the military maintains readiness with uninterrupted command and control,” Easley said.

The summit was the largest the BRICS have ever held, with more than 60 countries attending alongside member nations Brazil, Russia, India, China and South Africa. “This makes China the clear winner,” said Steve Tsang, director of the SOAS China Institute at the University of London. Helena Legarda, lead analyst at the Mercator Institute for China Studies, a think tank in Berlin, said it is unclear to what extent the BRICS expansion will increase the value and influence of the group. The BRICS expansion is also likely to fuel competition – and potential friction – between China and India, whose ties have already been strained by a simmering border conflict. “Sino-Indian competition for the leadership of the Global South is now bound to sharpen with China having a clear advantage,” said Jacob in New Delhi.

The group of Brazil, Russia, India, China and South Africa has never been more prominent on the world stage. Russia’s leader can’t attend the summit because host country South Africa would be obliged to arrest him for alleged war crimes. But nonetheless that family is now entertaining formal bids from nearly two dozen countries to join their bloc of major emerging economies. It held its first summit in 2009 with four members and then added South Africa the following year. An expansion, instead of making the group more potent, could also make it “more unwieldy and ineffective” with more contrasting positions between members, he added.

CNN —X, formerly known as Twitter, has reinstated Kanye West’s account on the social media platform. West will not be able to monetize his account, and no ads will appear next to his posts, the company told the Wall Street Journal on Saturday. The musician’s account was suspended in December for violating the platform’s rules on inciting violence. It’s not clear whether West submitted an appeal, or if something else prompted his account’s reactivation. CNN has reached out to Twitter and a representative for West but has not received a response.

They include:— A war of words between Ukraine and Russia over the Zaporizhzhia nuclear power plant after Ukrainian President Volodymyr Zelensky accused Russia of readying a bomb attack. The back-and-forth is raising fears of another alarming new dimension to a war already marred by alleged war crimes and terrible suffering among civilians. In response, Kremlin spokesman Dmitry Peskov warned that the potential for “sabotage” by Ukraine at the plant was high. Given Russia’s previous nuclear rhetoric and fog of war misinformation, many Western observers are likely to give Zelensky the benefit of the doubt. Zelensky argued in the interview that the uprising exposed splits inside Russia over the war and an erosion of Russians’ positions.

China's Xi Jinping has formed close ties with Vladimir Putin's regime in Russia. But the Wagner rebellion exposed that Putin's authority is shakier than Xi realised, an analyst told Insider. If Russia loses against Ukraine, Xi would face global humiliation. If there are further signs Putin's grip on power is weakening, and chaos could engulf Russia, Xi faces a tough choice. "It's unlikely that Xi will go out of his way to support Putin's regime if that entails significant risks to China itself.

CNN —The world awoke Wednesday morning to the latest threat from Russia’s former president and prime minister Dmitry Medvedev. He’s like the fictional figure who appears out of nowhere, stares ahead with a blank face and slowly runs his finger across his throat: a none-too-subtle message from the boss. Or is he speaking for the Russian president? Shortly before he died, he had called Russia’s war against Ukraine “a fascist invasion.” The cause of death remains unexplained. With the war in Ukraine – a pivotal moment in Russia’s history – Putin remains at the center of the mafia-like government he has built.

Adidas and Yeezy staff were told to carry on as usual after Kanye West made antisemitic comments. A new Bloomberg report sheds light on the unraveling of the Adidas-Yeezy partnership. One unnamed source told Bloomberg that after Kanye West – now known as Ye – made antisemitic comments that led him to be suspended from Twitter and Instagram, Adidas was slow to react. Yeezy and Adidas workers were reportedly told "to keep working as if nothing unusual was happening," Bloomberg's Eugene Kim and Tim Loh wrote. "I can say antisemitic things and Adidas can't drop me.
CNN —The United States and Papua New Guinea are poised to sign a new bilateral defense cooperation agreement – a move that has sparked controversy in the Pacific Island nation and comes as Washington and China jostle for influence in the region. Those concerns were heightened last year after Beijing signed a security pact with the Solomon Islands – and tried, but failed, to win support for a sweeping, regional trade and security communique with Pacific Island nations. “Papua New Guinea does not have enemies but it pays to be prepared. Blinken is expected to meet with leaders of the Pacific Island Forum regional body in Port Moresby on Monday, the forum has said, taking Biden’s place at the gathering. That bid has included opening embassies in the Solomon Islands and Tonga this year, while Biden hosted Pacific Island leaders in Washington for a summit in September and released the first-ever national strategy on engaging the Pacific Islands.

The US dollar has dominated global trade and been the leading reserve currency for nearly 80 years. But rival countries – including China and Russia – are trying to change that. But a growing list of countries – including Brazil, China, and Russia – are trying to unseat the greenback. Rival countries China and Russia are spearheading the effort to wean the world off the buck. "There is a lot of inertia in reserve currency status," a team of strategists led by Kamakshya Trivedi said.
