It didn’t take long for Mayor Eric Adams of New York to articulate what he liked about a welcome center for migrants and asylum seekers that he visited on Sunday in Rocca di Papa, a town about 15 miles outside Rome. “In two months they’re going from migrant to participating in society,” Mr. Adams said after a 30-minute tour of the center, where migrants from countries including Syria and Sudan are processed, take Italian lessons and receive health care before being sent out for job opportunities. The mayor, who has called on the federal government to expedite work permits and relocation assistance for migrants, repeated that appeal after visiting the center, which is run by the Red Cross and receives funding from the Italian government. He said he wanted help from the Biden administration to develop something similar in New York, where more than 190,000 migrants have arrived over the last two years. Mr. Adams’s visit came on the last day of a three-day trip to Rome, where he met Pope Francis at the Vatican and spoke at an international conference on peace.

Congress last month approved the fiscal year 2024 funding level for FEMA’s Shelter and Services Program in the federal funding package, nearly six months into the fiscal year. Rep. Joaquin Castro, a Democrat who represents San Antonio, said that immigration is a federal responsibility. “Funding from the Shelter and Services Program (SSP) has helped Catholic Charities and other groups in my city of San Antonio offer basic migrant services without straining local resources. “Due to the substantial demand that exceeds the limited SSP program funding authorized by Congress, not all requests can be fulfilled,” a DHS spokesperson told CNN. The Migrant Resource Center opened in July 2022 as a temporary place for migrants traveling through San Antonio.

Most of the greeters were Venezuelan, and many had made the same trek just weeks before. Yicel Rondon arrived in New York earlier this year with her partner and two children, after fleeing Venezuela and Colombia. “We came here with nothing — just the clothes we were wearing and our documents,” she said. Many arrive with few connections to New York and have ended up in homeless shelters, which officials have said are past the breaking point. The city has recently stepped up a campaign to encourage migrants to move out of the shelter system — or out of the city altogether.

Officials estimate that as many as half of currently sheltered families are recently arrived migrants from other countries; most have come from Haiti, drawn by word of mouth and the pull of the state’s well-established Haitian community. Maura Healey declared a state of emergency on Aug. 8 in a bid for federal help, joining New York, Chicago and Washington, D.C., which have taken similar steps. The state is also housing migrants on two college campuses and on a Cape Cod military base, and has opened two welcome centers to process arrivals, with many coming from the southern border, advocates said. On average, 10 new families show up at the center each day, staff members said. The goals are to assess their health, help them set short- and long-term goals, sign them up for key state services, and move them to housing elsewhere, all within five days.

By 2011, vandals and a century-plus of weather had rendered the fragile greenhouse a virtual ruin. Many of its badly rotting ground-floor window frames had been kicked in by marauding thieves. Leaking and missing window panes abounded, with repair estimates topping $1 million. Although the hothouse was a city landmark, it was at risk of presiding over its own funeral. But in 2012, Green-Wood Cemetery swooped in to rescue it, buying the decaying treasure for $1.63 million from McGovern Florists, a flower-selling family with deep Brooklyn roots that had owned the place for 41 years.
Jared Polis said Colorado will no longer bus asylum-seekers to New York City and Chicago after the mayors of both cities demanded a halt to the policy. “The majority of migrants have a final destination other than Denver,” Polis' office said in a statement last week. While reversing his decision, Polis also set aside $5 million in state money to help provide assistance to the migrants, Denver officials said Monday. "We respectfully demand that you cease and desist sending migrants to New York City and Chicago."
