Simpler regulations would promote private research spending, she added. Even though Germany has nothing to compare with the U.S.'s tech behemoths, its number of AI startups has doubled in 2023, but that still only puts Germany in ninth place globally, Stark-Watzinger acknowledged.

The German cabinet approved a new hydrogen strategy, setting guidelines for hydrogen production, transport infrastructure and market plans. Produced using solar and wind power, green hydrogen is a pillar of Berlin's plan to transition away from fossil fuels. "A domestic supply that fully covers demand does not make economic sense or serve the transformation processes resulting from the energy transition as a whole," the document said. But Germany's limited renewable energy space will make it heavily dependent on imported hydrogen, experts say. We simply need space for wind and photovoltaic to be able to produce the hydrogen," Philipp Heilmaier, an energy transition researcher at Germany energy agency, told Reuters.

Wang made the remarks at a meeting with German Foreign Minister Annalena Baerbock, who is visiting China until Saturday, adding that China once supported Germany's reunification. Taiwan's Foreign Ministry said in a statement on Saturday it strongly approved of Baerbock's comments. "The Foreign Ministry thanks many high-level officials in the executive departments of various countries, including Germany, for their solidarity with Taiwan," it said.

The politically sensitive visit is taking place as Berlin is reviewing its previously close ties with China. In January, a visit to Taiwan by a delegation of high-ranking lawmakers from the liberal Free Democrats (FDP), the smallest party in Chancellor Olaf Scholz's three-way coalition, also led to protests from Beijing. "It is a great pleasure and honour for me to be the first minister heading a specialist government department to visit Taiwan in 26 years," she added. Given the sensitivity of the trip, Stark-Watzinger is not scheduled to meet Taiwan President Tsai Ing-wen.

Bettina Stark-Watzinger, also of the FDP, will begin her visit early next week, a ministry spokesperson said. Speaking at a regular news conference in Berlin, the education ministry spokesperson said the agenda during Stark-Watzinger's visit will also include battery research and supply chains. Last year, China condemned a visit to Taiwan by then-U.S. House of Representatives Speaker Nancy Pelosi, the highest-level U.S. visit in 25 years, as a threat to peace and stability in the Taiwan Strait.
