CNN —The North Carolina Court of Appeals on Tuesday unanimously rejected a Republican bid to have election officials segregate overseas ballots cast by people who have never resided in the state for additional checks of the voters’ eligibility. The court’s decision is the latest blow to Republican efforts to attack overseas ballots in critical battleground states. Earlier Tuesday, a federal judge in Pennsylvania dismissed a challenge to the vetting procedures for overseas ballots in that state. And last week, a state judge in Michigan sided against the GOP in a case targeting ballots cast by people who had never lived there but were eligible to vote in the state because of familial ties to it. Though North Carolina’s policy of accepting ballots from overseas voters has been on the books for several years, starting in 2016, civilian voters abroad began outnumbering the military vote overseas – which itself is not as conservative as it once was.

An FBI agent sought the warrants in the days after the shooting to search Qi’s phone, apartment and car. Qi's student visa prevented him from legally possessing a firearm, the warrants state. The firearm-related tips received by the anonymous reporting system included potential school shootings, observing someone in possession of a weapon, bullying, and harassment or intimidation, according to the study. The Sandy Hook Promise’s Say Something Anonymous Reporting System serves more than 5 million students in sixth through 12th grade in 23 states, according to the study. Other areas use the StopIt anonymous reporting system or unique apps for students in a particular school district for students to report threats. While the topic of gun control can be politically polarizing in the US, improving mechanisms for anonymous reporting of threats by students has been met with bipartisan support.

RALEIGH, N.C. — Four people pleaded guilty on Monday to misdemeanors for their roles in absentee ballot fraud in rural North Carolina during the 2016 and 2018 elections. It is generally against the law in North Carolina for anyone other than the voter or a family member to handle someone’s completed ballot. The state investigation also led to charges of similar absentee ballot activities in Bladen for the 2016 general election and 2018 primary. Each of the four originally had been indicted on charges of conspiracy to commit felony obstruction of justice and possessing illegally an absentee ballot that belonged to someone else.
