WASHINGTON — The Supreme Court on Wednesday allowed Republican officials in Virginia to revive a plan aimed at removing noncitizen voters from the rolls ahead of next week’s election. Virginia has same-day voter registration, meaning that any eligible voter who was removed from the rolls should still be able to vote. The Justice Department said that while states can review its voter rolls, it cannot do so right before an election. States are barred from systematically removing people from voters rolls within 90 days of an election under the National Voter Registration Act. In court papers, the groups said that "the record makes clear that citizens are being removed from the voter rolls."

The Justice Department announced Friday that it is suing Virginia over its efforts to purge voter rolls within 90 days of an election, calling the state's actions a violation of federal voting laws. Glenn Youngkin signed an executive order requiring the state's Department of Elections to conduct daily updates to its voting list, including comparing the list of identified "noncitizens" to the state's existing list of registered voters. According to the Justice Department, some of the people identified as noncitizens are in fact U.S. citizens, leading to some voter registrations being cancelled unnecessarily. In a statement, Youngkin called the lawsuit "politically motivated" and a "desperate attempt" to attack the election's legitimacy. Jim Justice, the businessman-turned-politician governor of West Virginia, has been pursued in court for years by banks, governments, business partners and former employees for millions of dollars in unmet obligations. And for a long time, Mr. Justice and his family’s companies have managed to stave off one threat after another with wily legal tactics notably at odds with the aw-shucks persona that has endeared him to so many West Virginians. But now, as he wraps up his second term as governor and campaigns for a seat in the U.S. Senate, things are looking dicier. Much like Donald J. Manchin never defended the remark but was criticized by West Virginia Republicans for what his party’s nominee said. By 2022, coal mining employees in West Virginia made up nearly 30% of all coal employees in the country. John Deskins, director of the West Virginia University Bureau of Business and Economic Research, said 75% of West Virginia’s coal jobs were disappearing before coal production dropped because of mechanization. West Virginia Democratic Party Chair Mike Pushkin said Trump never fulfilled his promise. He said the state Democratic Party was branded “anti-jobs and anti-coal” because of environmental policies coming from the national party.

RICHMOND, Va. (AP) — Virginia's state House will soon have its first Black speaker in its more than 400-year history after the chamber's incoming Democratic majority on Saturday chose Del. Scott was unanimously elected speaker-designee by the House Democratic Caucus, the group said in a news release. The full House of Delegates will vote to officially confirm him on the first day of the 2024 legislative session. “Virginia voters sent a resounding message on Tuesday that they wanted a Commonwealth that moved forward and that is exactly what I intend to do as your next Speaker,” Scott said in a statement. In the 16 months since the Supreme Court overturned Roe v. Wade, six states have held direct votes on the future of abortion rights within their borders. And on six occasions, the pro-abortion rights side has prevailed — including in traditionally conservative states like Kentucky. CNN —Abortion rights are on the ballot Tuesday as Americans head to the polls for state and local races that will set the stage for next year’s presidential election. (Both oppose abortion rights.) Abortion (literally) on the ballot in OhioThe 2022 midterm elections showed that when abortion rights are on the ballot, voters overwhelmingly favored protecting or expanding access. This is the only abortion rights ballot initiative before voters this year. Though not explicitly on the ballot, abortion has featured prominently in the campaign, with Beshear arguing that Cameron will double down on the commonwealth’s already harsh restrictions.

School board members refuse to cede any ground. One was a discordant school board meeting in September that stretched over nearly five hours. Glenn Youngkin, who is not on the ballot but is stumping hard for his fellow Republicans. This makes a certain political sense: Joe Biden won this county in 2020, as did Mr. Youngkin’s Democratic rival in 2021. But the fact that Mr. Youngkin is aggressively campaigning in blue areas is not only a sign of his popularity, it differentiates him from Mr. Trump, who largely sticks to safe conservative spaces. Mr. Youngkin’s sales pitch casts the G.O.P. It’s revealing about Mr. Youngkin’s brand of politics, but it’s also about as edgy as the guy gets.
