Some internal proposals to support election officials’ efforts to combat disinformation have made little headway. Jen Easterly, director of the US Cybersecurity and Infrastructure Security Agency, in an interview in Washington, DC, on October 2, 2024. Ben Curtis/APThe agency has advised election officials on how to communicate clearly with voters and to prepare for security incidents. Some election officials interviewed by CNN were skeptical about the federal government’s ability to debunk election lies that are part of a broader rise of misinformation in America. The agency now has a team of former election officials who provide physical and cybersecurity services to election offices around the country.

Election officials in pivotal battleground states including Pennsylvania, Michigan and Arizona have all tried – and largely failed – to fact-check Musk in real time. Election officials say they are simply outmatched up against Musk’s followers and the X algorithm. “Election officials, they have a very hard job – their job is to be election officials not to be Tweeters,” said Renée DiResta, an expert in disinformation and an associate research professor at Georgetown University’s McCourt School of Public Policy. Election officials in Pennsylvania are similarly attempting to fact-check Musk’s false claims on X but acknowledge those efforts are unlikely to stymie the spread of election lies. In Georgia, election officials see little point in trying to engage with Musk directly, instead turning to the method they relied on in 2020 to beat back misinformation: Regular press conferences with election officials rebutting the latest election falsehoods.

The hackers also targeted prominent Democrats including the staff of Senate Majority Leader Chuck Schumer, another source briefed on the matter told CNN. There are no indications anyone was able to access data related to Jared Kushner or his devices, a person familiar with the matter told CNN. The Trump campaign is operating under the assumption that the hackers could still have access to the phone communications they targeted that belong to Trump and Vance, two of the sources said. Given how pervasive the Chinese hacking campaign has been in US telecom networks, some US allies are checking their own computer networks for signs of compromise. The ongoing Chinese hacking campaign means that the next administration — whether Trump or Harris wins — will likely inherit another major cybersecurity incident with big implications for national security.

The Chinese hackers also targeted people affiliated with the Harris-Walz campaign, another source familiar with the matter told CNN. US officials informed the Trump campaign this week that Trump and Vance were among a group of people whose phones were targeted by the Chinese hackers, one of the sources said. In a statement, Trump campaign spokesperson Steven Cheung attacked the Harris campaign for allegedly emboldening China. The activity is part of a much broader Chinese hacking campaign that has infiltrated multiple US telecommunications firms in the last several months. US officials have briefed members of the House and Senate intelligence committees on the Chinese hacking campaign.

Instead, Biden’s campaign unraveled over the course of the next 24 days. It’s a high-risk, high-reward gamble for Democrats, resetting a campaign Biden was losing with a new nominee just 107 days before the election. Dunn and her husband, Bob Bauer, were among Biden’s debate prep team and had faced the ire of the president’s family in the aftermath of the debate. Several news outlets, including CNN, reported that Pelosi and former President Barack Obama had privately expressed concerns about the future of Biden’s campaign. That same day, ABC News reported that Schumer told Biden in their Saturday meeting that it would be best if he bowed out of the presidential race.

“I want you to know that despite all the speculation in the press and elsewhere, I am firmly committed to staying in this race, to running this race to the end, and to beating Donald Trump,” Biden wrote in the letter, obtained by CNN. Any weakening of resolve or lack of clarity about the task ahead only helps Trump and hurts us,” Biden concluded. More than a handful of top House Democrats told Minority Leader Hakeem Jeffries on Sunday that Biden needs to step aside amid concerns about down-ballot Democratic races. Biden offered a confusing response to a question about his letter to Hill Democrats calling for unity and lambasted Trump for being on the golf course after the debate. The turmoil surrounding Biden’s future is creating a grim mood inside the White House, CNN’s MJ Lee reported. • If that happens, would senior party leaders be willing to go to the president and argue that his position is unsustainable? There is an almost surreal quality to the frenzied political debate as Biden digs in. Mr. Manchin has said he will not run for re-election to the Senate or for governor — a role he previously held for two terms — but rumors persist on Capitol Hill that he could change his mind. West Virginia’s deadline for independent candidates to declare their candidacies is not until Aug. 1. Since Mr. Manchin said he would not run again, Senator Chuck Schumer, Democrat of New York and the majority leader, has been pleading with him to formally leave the Democratic Party and seek re-election as an independent. If he did so, Mr. Manchin would face Jim Justice, a Democrat-turned-Republican second-term governor with whom he has a storied rivalry. Mr. Justice is popular in the state, and his decision to enter the Senate race was seen as a key factor in Mr. Manchin’s decision not to seek re-election.

CNN —The Senate will vote Thursday on a border security bill that is dividing the Democratic caucus and failed earlier this year, exposing rifts within the party even as they try to shift the narrative on border security. Sources say those talks included reviving the stalled border security measure that initially failed after former President Donald Trump told GOP lawmakers to knock it down. “I will not vote for the bill coming to the Senate floor this week because it includes several provisions that will violate Americans’ shared values. Senate Majority Leader Chuck Schumer acknowledged over the weekend that not every Democrat may vote for the bill in a letter to colleagues. They think we’re nuts.”But Republican Sen. James Lankford, a key negotiator on the border bill, said he’ll vote against the measure Thursday.

Washington CNN —A pair of recent ransomware attacks crippled computer systems at two major American health care firms, disrupting patient care and exposing fundamental weaknesses in the US health care system’s defenses against hackers. Health care lags other industries such as big financial institutions and energy providers when it comes to IT security, according to some experts. The two ransomware attacks hit different nerves of the health care system. Momentum is also growing on Capitol Hill to force health care organizations to meet basic cybersecurity standards. More broadly, the Justice Department last week announced a task force to examine “health care monopolies and collusion” that will guide the department’s approach to “civil and criminal enforcement in health care markets,” where warranted.

TikTok sues to block prospective US app ban

If it loses, TikTok could be banned from US app stores unless its Chinese parent company, ByteDance, sells the app to a non-Chinese entity by mid-January 2025. But Virginia Democratic Sen. Mark Warner, an advocate for the TikTok legislation, said in remarks on the Senate floor in April that the briefings provided critical insight into the risk TikTok poses. US policymakers have described the law at issue as a forced divestiture of TikTok, not an outright app ban. Some US officials have been trying to ban TikTok from the United States since 2020, when former President Donald Trump moved to block the app by executive order. (Trump has since reversed his position, saying a TikTok ban would only help Meta, a company Trump blames for his 2020 election defeat.)

Washington CNN —The Biden administration has finalized a new rule bolstering protections for career federal workers, marking a move to preemptively halt or significantly slow any efforts by former President Donald Trump, should he win in November, to reduce or alter the federal workforce. Critics warned that the order would allow the president to fill the federal workforce with his loyalists. Trump’s executive order created a new classification of federal employees titled “Schedule F” for employees serving in “confidential, policy-determining, policy-making, or policy-advocating positions” that typically do not change during a presidential transition. It strengthens and clarifies existing rights for career civil servants by making clear that civil service protections cannot be taken away from employees unless they give them up voluntarily. “The threat of a politicized civil service is too great, and too real, for this to be the end of our efforts,” he said in a statement.

CNN —There is still no clear path to avert a partial government shutdown at the end of the week, with just four days until Congress runs into a key funding deadline. Lawmakers had hoped to release the text of a bipartisan spending deal Sunday evening, but the bill has yet to be unveiled. As the clock ticks down to the deadline, Senate Democrats expressed anger and frustration Monday at the growing risk of a shutdown as many criticized House Republicans over the impasse. “Right now, the Republicans can’t seem to get themselves organized just to sign off on the basic work they’re supposed to do. In the Senate, agreement would need to be reached with the consent of all 100 senators to swiftly move any legislation before the deadline to avert a partial shutdown.

The company also has promised to wall off U.S. user data from its parent company through a separate entity run independently from ByteDance and monitored by outside observers. TikTok says new user data is currently being stored on servers maintained by the software company Oracle. The AP-NORC poll shows TikTok users — about 170 million in the U.S., most of whom skew younger — are less likely to be worried about the app sharing American users' data, reflecting a previously felt generational divide. The Biden campaign has said it is using a separate cellphone for TikTok to isolate the app from other communications and was taking additional steps for protection. The poll also found that about 6 in 10 U.S. adults — and 41% of daily TikTok users — are “extremely or very concerned” about the amount of time children and teenagers spend on TikTok.

WASHINGTON (AP) — The Senate early Tuesday passed a $95.3 billion aid package for Ukraine, Israel and Taiwan, pushing ahead after months of difficult negotiations and amid growing political divisions in the Republican Party over the role of the United States abroad. But a bipartisan deal on border security struck by Republican Sen. James Lankford fell apart just days after its unveiling, a head-spinning development that left negotiators deeply frustrated. After the border bill collapsed, the two leaders abandoned the border provisions and pushed forward with passing the foreign aid package alone — as Democrats had originally intended. In an unusually raw back-and-forth, GOP senators who support the aid challenged some of the opponents directly on the floor.
