CNN —Venezuelan authorities have issued an arrest warrant against former opposition leader Juan Guaido, the country’s attorney general said Thursday. “Juan Guaido used PDVSA resources to finance himself, pay his legal expenses, and forced PDVSA to accept his financing terms.
