As well as drastically increasing the number of strikes, Russia has begun to fire decoy drones without warheads to overwhelm Ukraine’s air defenses. These cheaper drones confuse Ukraine’s air defenses, which may shoot down decoy drones instead of ones carrying a lethal warhead. Decoy drones now account for as many as half of all Russian drones fired at Ukraine, Ihnat said. In the capital, there has only been one night without a drone attack since September 1. Ukraine's F-16 pilots have had to get up to speed on a different fighter jet quickly. And more broadly, Ukraine's air force is having to rapidly undergo a wider transition that its international partners took significantly longer to do. Those older jets have hydraulic systems, while F-16 jets are fly-by-wire, which means computers process the input by pilots. Read previewA top US Air Force general said that Ukraine is not using its F-16s for the most dangerous missions because the pilots flying them are still new to the fighter jet. Given the vulnerabilities of more offensive missions, it was thought that Kyiv would use the fighter jets in an air-defense role. Before Ukraine received its long-sought-after F-16s from NATO, one of the big questions surrounding the much-hyped transfer of the fighter aircraft was how Kyiv would actually go on to use them in combat. The revelations about Ryan Wesley Routh emerged Monday, a day after a Secret Service agent rousted him from a hiding place at the West Palm Beach, Florida, golf course where Trump had been playing. Trump was on the fifth fairway and not in Routh’s line of sight when the agent “engaged” the suspect, said Ronald Rowe, acting director of the Secret Service. In 2002, court records show, Routh was convicted of illegally possessing a machine gun. Court records for a person named Ryan Routh also show a 2003 divorce, along with multiple civil judgments after contractors and individuals sued a roofing company he helped run. Routh disparaged Trump as a “fool” and a “buffoon,” but he credited him for reaching out to North Korean leader Kim Jong Un.

On Tuesday, Kyiv took badly needed resources and fresh troops and launched them well inside Russia. That could mean fewer gliding bombs hitting Ukrainian frontline troops and fewer missiles terrorizing Ukraine’s urban communities. Russia may be invited to attend the next peace conference held by Ukraine and its allies. It is unclear if Ukraine’s move into Kursk is motivated by that, or a simple move to inflict damage where the enemy is weak.

The newly granted permission by the United States and other allies to use Western weapons to strike inside Russia has had a huge impact, Bankir said. While Kyiv hasn’t managed to reclaim large swathes of territory, it has successfully averted what could have been a disaster: The occupation of Kharkiv, Ukraine’s second city. “(Russia) knew that Ukraine did not have the capacity to strike these targets on the Russian territory,” Melnyk said. While Ukraine was previously able to strike targets inside Russia using Ukraine-made drones, ATACMS make these strikes far more efficient. However, Ukraine can still use the F-16 to deny Russia control over the skies – and push away Russian aircraft delivering bombs.

Eastern Ukraine CNN —Russian President Vladimir Putin’s signaling this week that he is open to peace talks should be viewed with vast, overshadowing caveats, and the weight of Ukraine’s - and the West’s - past experience of Russian diplomacy. The missile strikes were the latest in what have been constant Russian attacks in recent weeks on the Kharkiv region of northeastern Ukraine, where Russian troops have launched an offensive. Rescuers said the initial strike was followed by a second strike around 20 minutes later, targeting emergency crews at the scene in a so-called "double tap". Local governor Oleh Syniehubov said Russian forces shelled two villages of the district with a self-propelled multiple rocket launcher. Much of the war in Ukraine has gone poorly for Russia. But Russian President Vladimir Putin's war machine looks very different today than it did at the start of the conflict. The Russian military continued to suffer from other problems in the first year of fighting, racking up troop and equipment losses while failing to capture significant amounts of Ukrainian territory. AdvertisementThe following month, a top US official and general said, respectively, that the Russian military was "almost completely reconstituted" and had "grown back" to its pre-war strength. The employment of glide bombs to support ground maneuver is the primary example of how Russia's military is successfully learning from its past shortcomings, Barros said.

Russia’s strike comes after Zelensky has for months warned that Ukraine lacks the air defenses necessary to protect its skies. “This would not have happened if Ukraine had received a sufficient number of air defense systems and if the world’s determination to counter Russian terror had been sufficient,” Zelensky said.
