BRUSSELS, Belgium — The European Union is imposing duties on imports of electric vehicles from China starting Wednesday after talks between Brussels and Beijing failed to find an amicable solution to their trade dispute. According to the commission, which manages trade disputes on behalf of the 27 E.U. member countries, sales of Chinese-built electric cars jumped from 3.9% of the EV market in 2020 to 25% by September 2023, in part by unfairly undercutting E.U. Other EV manufacturers in China, including Western companies such as Volkswagen and BMW, would be subject to duties of 20.7%. The measures were published in the bloc’s legal Official Journal late Tuesday, meaning duties entered into force as of midnight, said E.U.

The European Union took the next step on Thursday toward collecting new tariffs on Chinese electric cars, telling automakers to obtain guarantees from banks that they would be able to pay the taxes set to be made final in October. The bloc had said on June 12 that it would impose additional tariffs of 17 to 38 percent on electric vehicles imported from China. An investigation by the European Union had found what officials in Brussels describe as unfair subsidies by the Chinese government for electric car manufacturers. The EU and China have reportedly agreed to start talks on the planned imposition of tariffs on Chinese-made EVs. Germany's Economy Minister Robert Habeck said he had been informed by EU commissioner Valdis Dombrovskis that there would be concrete negotiations on tariffs with China. The minister had said earlier on Saturday that the European Union's door was open for discussions regarding EU tariffs on Chinese exports. Proposed EU tariffs on Chinese goods are not a "punishment", Habeck told Chinese officials earlier in Beijing. Proposed EU duties on Chinese-made EVs would hurt both sides, Zheng added.

London CNN —Money generated by Russian financial assets frozen in Europe will soon start flowing to Ukraine, giving Kyiv a boost as it struggles to counter an advance by Moscow’s troops. The plan “would essentially bring forward that flow of interest proceeds from the assets… (through a loan) given to Ukraine,” Yellen told broadcaster Sky News in an interview this week. “Ukraine has substantial needs, and being able to marshal significant resources to help Ukraine is important,” she said. Most of the frozen Russian money is held in Europe, and the euro is the world’s second-most important currency after the US dollar. This would give Kyiv access to a much larger amount of money than using future or current windfall profits from Russian assets.

The European Union's investigation into state subsidies given to Chinese electric vehicle makers is progressing and should deliver its results within nine to 11 months, Valdis Dombrovskis, executive vice president of the European Commission, told CNBC on Wednesday. The probe was launched by the European Union in September to address alleged market distortion from the price of Chinese EVs being kept artificially low. "What we are assessing when launching this investigation, whether there is a threat of injury for EU industry," Dombrovskis said. EU's Eastern Members Demand Import Duties on Ukraine Grains

BUDAPEST (Reuters) - The European Union's eastern states are demanding the EU impose import duties on Ukraine grains, citing unfair competition, Hungary's agricultural ministry said on Monday. "One of these [measures] could be introducing import duties on the most sensitive agricultural products." Ukraine's larger farm sizes make the country's grain exports cheaper and that is pushing EU farmers out of their traditional export markets, the ministers said. Farmers in Bulgaria, Poland, Hungary, Romania and Slovakia "have suffered significant damages" since the EU suspended import quotas and customs on grain from Ukraine last year, they said. Ukraine responded by complaining to the World Trade Organization against the three countries, while other EU members condemned the unilateral moves.

Canberra — Australia has rejected European Union proposals for a free trade agreement, and a deal is now unlikely to be reached for several years, Australian government ministers said Monday. “I came to Osaka with the intention to finalize a free trade agreement,” Farrell said in a statement. “We just weren’t able to see the EU increase its offer for things like beef, sheep, dairy, sugar enough for us to think that this deal was in Australia’s national interest,” he told ABC Radio. AMSTERDAM, Oct 25 (Reuters) - Several Dutch lawmakers on Tuesday challenged the Netherlands' Trade Minister over whether the U.S. has acted correctly in unilaterally imposing new rules regulating the export to China of another chipmaking machine made by ASML Holding (ASML.AS). The U.S. last week announced new rules giving Washington the right to restrict the export of Veldhoven-headquartered ASML's Twinscan NXT1930Di machine if it contains any U.S. parts at all. The deep ultraviolet (DUV) lithography machine can be used to help make both relatively advanced computer chips as well as mid-range and older chips. The U.S. has pressured the Dutch government not to export any of its most advanced machines to China since 2019, and in June the Dutch government introduced its own licensing requirement for slightly less advanced machines. ASML dominates the market for lithography equipment, used by chipmakers such as TSMC (2330.TW), Samsung (005930.KS) and Intel (INTC.O) to help create the circuitry of chips.
