Minister Orazio Schillaci, a technocrat with no party affiliation, said in January he would crackdown on smoking, including of e-cigarettes, which are being widely used by teenagers. The government passed a ban on smoking indoors in 2003, which came into force two years later. Health association Fondazione Umberto Veronesi estimates at least 43,000 people die in Italy every year for smoke-related reasons.
But protocols failed to match reality at the Niagara Falls plant, according to more than a dozen workers.
