New York City declared a drought warning on Monday, its first in 22 years, as the Northeast deals with severe dry conditions and brush fires during a historically dry autumn. The last drought warning in New York City was issued in 2002. Under a warning city agencies adopt drought protocols and voluntary water conservation is encouraged for New Yorkers. New York City's water supply needs almost 8 inches of rain to reach normal levels, officials said. Kathy Hochul also declared a statewide drought watch on Monday citing “a historic shortage of rainfall” and elevated 15 counties in the Mid-Hudson region and New York City, to a drought warning.

A former doctor from Arizona is facing a manslaughter charge in New York for his role in the suicide of a woman who died in a Hudson Valley motel room in November, according to his lawyer and law enforcement officials. The former doctor, Stephen P. Miller, 85, is charged with second-degree manslaughter under a provision of New York State law that makes it a crime for one person to intentionally cause or aid in the suicide of another. Mr. Miller, of Tucson, also faces two assault counts. He pleaded not guilty at an arraignment in Ulster County Court on Friday and was being held at the Ulster County Jail on Monday in lieu of $500,000 cash bail or a $1 million bond. Mr. Miller’s lawyer, Jeffrey Lichtman, said the woman who died in the motel room had contacted his client through a national organization that advocates the legalization of medical aid in dying so that terminally ill patients have some control over how their lives end.

A state judge in Ulster County froze the interim program in August after four service-disabled veterans sued, claiming that they were illegally excluded from applying. They borrowed the argument from a lawsuit filed in March by a coalition of opponents that included four of the state’s medical cannabis companies. The settlement would end both lawsuits. Going forward, 436 retail license holders caught up in the litigation would be able to open shops and begin making deliveries, including 23 dispensaries that were ready to open before the stoppage. It’s not that today’s populists (a few intellectuals aside) favor the restoration of an absolute or Catholic monarchy. Rather, like the original Jacobites, they represent a hodgepodge of somewhat disparate causes, unified mostly by their oppositional and outsider status, their distance from and defiance of the Whiggish metropole. As Frank McLynn points out in his history of the Jacobites, whatever specific designs the Stuarts had in mind, their movement always included a variety of competing ideological and religious tendencies. There were English Jacobites who wanted to see the Stuarts enthroned over all the British Isles. There were also plenty of opportunists, familiar from the grifter politics of our own day — smugglers and privateers seeking relief from a centralizing British state, bankrupt gentry seeking relief for their accumulated debts.

A slow-moving storm system brought heavy rain across a wide section of New York State on Sunday evening, flooding streets and prompting rescues for drivers whose vehicles were stranded on inundated roads, the authorities said.
