CNN —Ukrainian President Volodymyr Zelensky presented his long-anticipated “Victory Plan” to Ukrainian parliament on Wednesday, after failing to drum up additional, tangible support last week during meetings with European allies. It also outlines provisions to strengthen Ukraine’s defense, implement a non-nuclear strategic deterrence package and grow Ukraine’s economy. The Ukrainian president first presented the victory plan to US President Joe Biden during a September visit to the White House. Ukraine's plan includes a new proposal for deploying a non-nuclear strategic deterrence package on its soil. Zelensky’s final pillars for peace are to grow Ukraine’s economic potential and look ahead to a post-war plan.

Ukraine CNN —The spluttering roar of a propeller punctuates the perfect silence. Serge said he had personally overseen more than 500 long-range drone attacks into Russia since its full-scale invasion of Ukraine in February 2022. CNN spent two days traveling across the country with the drone unit as it prepared to launch more than 100 drones overnight into September 29 on a mission into Russia. Sources told CNN in September that Tehran had recently completed the delivery of short-range ballistic missiles to Russia. In September, the unit’s drones hit a Russian ammunition depot between Moscow and St. Petersburg, in Tver region.

CNN —Ukraine’s incursion into Russia’s Kursk region is now entering its third month, with scores of settlements still firmly under its control. Displaced people in an undisclosed location in the Kursk region are housed in a shelter on August 29, 2024, following Ukraine's cross-border incursion. Russia is trying to avoid diverting any resources from the frontlines of its full-scale invasion of Ukraine to fight in Kursk. Ukraine has maintained control of about 300 square miles in Russia's Kursk region, according to the latest assessment by ISW. KYIV, Ukraine — Russian troops on Wednesday took charge of the eastern Ukrainian town of Vuhledar, a bastion that had resisted intense attacks since Russia launched its full-scale assault in 2022. Russian Telegram channels, however, published video of troops waving the Russian tricolor flag over shattered buildings. Russia has been using pincer tactics to trap and then constrict Ukrainian strongholds. Russian bloggers said Russia could now try to push towards Velyka Novosilka, just over 20 miles to the west. Russian forces currently control 98.5% of the Luhansk region and 60% of the Donetsk region.

CNN —Russia has captured the key eastern Ukrainian town of Vuhledar, ending months of resistance and underscoring the scale of Kyiv’s challenge as it heads into its third wartime winter. While not a transport and logistics hub like Pokrovsk, Vuhledar was heavily fortified and viewed as a crucial bastion at the intersection of Ukraine’s eastern and southern fronts. Just like Avdiivka, another strategic eastern town which fell in February, Vuhledar is a victim, not of Russian strategic prowess, but brute force attrition. For two years Ukraine had put up a formidable defense there, as Russia tried and failed several times to take the town. “It’s painful, Vuhledar or rather those who settled there, drank a lot of blood,” he said.

CNN —Ukrainian prosecutors have launched an investigation into an alleged Russian execution of a Ukrainian soldier found dead with a sword inscribed with “for Kursk” in his body, in an apparent act of revenge for Kyiv’s recent incursion into the Russian border region. His office later confirmed it had opened a criminal investigation into the alleged execution. “Footage of an alleged execution by sword of an unarmed Ukrainian serviceman with taped hands is spreading on the web,” he wrote on X. Thursday’s image comes as Russia is stepping up its efforts to expel Ukrainian forces from Kursk. The Kremlin has not commented on the alleged execution.

Russia’s invasion of Ukraine has long conjured images of war that Europe thought had been consigned to the history books. Several Ukrainian military units have shared videos of these drones in action in recent days. Ukraine’s 108th separate mountain assault battalion shared another video over the weekend, saying that its drone pilots had flown the “dragon drones” over Russian positions. Video purportedly shows a Ukrainian "dragon drone" shared on Telegram by Zelenskyy's chief adviser Andriy Yermak on Monday. They also include at least one instance of the fiery drones being used in Russia’s border Kursk region, which Ukrainian troops invaded last month, he said.

Things seemed to be going so well for Vladimir Putin — at home and on the battlefield. Now Russia is the battlefield, after Ukraine’s stunning assault across the border turned the tables on Putin’s war and left his army scrambling to retake its own land. Putin convened a meeting with governors from the border regions as well as top defense and security officials on Monday. “One of the justifications that he routinely uses for the invasion of Ukraine is the security of the Russian state. The fact that Ukraine has launched this incursion into Russian territory, I think, is absolutely humiliating for him,” Fraser told NBC News.

They first appeared as a cloud of dust on the horizon. A few seconds later, the motorcycles carrying Russian soldiers sped into view, zigzagging across a field, kicking up dust, attempting a noisy, dangerous run at a Ukrainian trench. “They moved fast, they spread out and they swerved,” said Lt. Mykhailo Hubitsky, describing the Russian motorcycle assault he witnessed. It’s a type of attack that has been proliferating along the frontline this spring, adding a wild new element to the already violent, chaotic fighting. These nonconventional vehicles have been turning up with such frequency that some Ukrainian trenches now overlook junk yards of abandoned, blown up off-road vehicles, videos from reconnaissance drones show.

Russia’s fighters are waging bloody battles in Ukraine’s east to add to its captured territory. Moscow supports this war effort with soldiers from outside the regular army, including some from a training camp in Chechnya. Some join for the money, others to escape everyday drudgery. Soldiers trained in Chechnya sign up to fight for Russia for a variety of reasons: money, boredom patriotism. Mayhem awaits them, as evident in the devastation of the city of Bakhmut.

In the north, Moscow’s troops are aiming to bring its troops within tube artillery range of Kharkiv city. The nearby Russian city of Belgorod, for instance, has increasingly come under Ukrainian attack in recent months. Since then, Russian troops have made steady progress westwards in the direction of Pokrovsk, which serves as a vital military hub in Ukraine’s war effort. Both Russian military bloggers and Ukraine’s DeepStateMap report small Russian advances into a pocket of recaptured Ukrainian territory. It was first captured by Russian forces in early March 2022 and Moscow again claimed control over it earlier this month, something denied by Ukraine.

It serves as an example of how Russia has been exploiting Ukraine’s main vulnerabilities: insufficient manpower, artillery shortages, sparse air defenses and inadequate defensive fortifications. The Ukrainian army has increasingly used U.S.-supplied long-range missiles to target Russian airfields and warships deep inside Russian-occupied Ukrainian territory, but it has been barred by Washington from extending its attacks into Russia proper, limiting its ability to repel enemy assaults. In the past week, Kyiv’s forces launched three attacks using Army Tactical Missile Systems, known as ATACMS. Ukraine hopes that the strikes, by hurting Moscow’s ability to conduct military operations, will ultimately help relieve troops struggling to contain Russian advances on the ground. But the United States and other Western allies have permitted only the firing of Western weapons into Russian-occupied territory in Ukraine, not into Russia itself, for fear of escalating the war. Ukrainian officials have complained that the policy allows Moscow to launch attacks from inside Russia without risk and handcuffs Ukraine’s ability to repel them.

CNN —President Vladimir Putin has ordered Russian forces to rehearse deploying tactical nuclear weapons, as part of military drills to respond to what he called “threats” by the West. Since invading Ukraine in 2022, Putin has repeatedly made veiled threats to use tactical nuclear weapons against the West, but Monday marked the first time Russia has publicly announced drills. “During the exercises, a set of measures will be carried out to practice the issues of preparation and use of non-strategic nuclear weapons,” Russia’s defense ministry said. Non-strategic, or “tactical,” nuclear weapons can be used in battlefield situations, carrying less power than strategic nuclear weapons, which have the potential to level entire cities. Putin said Russia would not be the first to test nuclear weapons, but would do so in the event of a US test.

Russian troops have captured or entered around a half-dozen villages on Ukraine’s eastern front over the past week, highlighting the deteriorating situation in the region for outgunned and outnumbered Ukrainian forces as they wait for long-needed American military aid. “The situation at the front has worsened,” Gen. Oleksandr Syrsky, Ukraine’s top commander, said in a statement on Sunday in which he announced that his troops had retreated from two villages west of Avdiivka, a Ukrainian stronghold in the east that Russia seized earlier this year, and another village further south. Military experts say Moscow’s recent advances reflect its desire to exploit a window of opportunity to press ahead with attacks before the first batch of a new American military aid package arrives in Ukraine to help relieve its troops. Congress recently approved $60 billion in military aid for Ukraine, and President Biden signed it last week, vowing to expedite the shipment of arms.

Meanwhile, around Chasiv Yar, about 40 kilometers to the north, both Ukrainian and Russian reports suggest Ukraine has succeeded in stopping Russian advances, at least for the moment. The Ukraine aid bill, passed in the United States’ House of Representatives on Saturday, is now due to go to the Senate on Tuesday. At the top: artillery shells and air defense systems. “To win, we need ammunition… our artillery is starving,” an artillery reconnaissance commander with the 110th mechanized brigade, callsign “Teren,” told CNN after the vote on Saturday. While Ocheretyne itself is of no strategic value, it sits on a ridge, making it a desirable military target. “We need front-line air defense as much as we need protection for our cities and villages,” Zelensky said.

Its towering smokestacks once puffed out clouds of steam. In gigantic machine rooms, turbines whirled around the clock. CNN —Ukrainian forces would have to cede further territory to Russia if US military aid does not arrive soon, President Volodymyr Zelensky has warned, in his latest appeal to Congress to pass a multibillion-dollar package. President Joe Biden’s administration is struggling to push a $95 billion international aid package – which includes $60 billion for Ukraine – through the House of Representatives more than month since it was passed in the Senate. Zelensky warned that the lack of aid was urgent, and could endanger Ukraine’s major cities. Meanwhile, Zelensky said, Ukraine is scrambling “to find some way not to retreat.”The goal for Ukraine so far is to keep the frontline situation stable, according to Zelensky. “If the front remains stable, Ukraine can arm and train new brigades in the rear to conduct a new counteroffensive later this year,” he said.

WASHINGTON (AP) — For over a month, House Speaker Mike Johnson has sat on a funding package that would send desperately needed ammunition and weaponry to Ukraine, mulling how best to gain a grasp of what is expected to be a difficult lift in the House. The Republican speaker has indicated he will attempt to push for approval of tens of billions in wartime funding for Ukraine, as well as Israel, once the House returns in April. “We'll turn our attention to it and we won't delay on that,” the Louisiana representative said of the Ukraine package at a news conference last week. Rep. Marjorie Taylor Greene, a far-right Republican from Georgia, has filed a motion to vacate Johnson as speaker and warned him not to put Ukraine funding on the House floor. Before becoming speaker, Johnson was deeply skeptical of approving funding for Ukraine and voted repeatedly against it.
