CNN —Ukraine launched the British-French-made Storm Shadow missiles at targets inside Russia for the first time on Wednesday, according to a Russian military blog and Reuters, a day after Ukraine fired US-made ATACMS missiles into Russia. When Umerov was asked if Ukraine used the Storm Shadow missiles to hit a target inside Russia, he replied, “we are using all the means to defend our country, so we’ll not go into detail. A weapons expert who reviewed the video for CNN said there are no indications the explosions are from a different type of munition, but it’s not possible to definitively say they are from Storm Shadow missiles. The UK and France have previously supplied the long-range Storm Shadow missiles for Ukraine to use inside its own borders. Ukraine used eight long-range US missiles to successfully hit an ammunition depot deep inside Russia, according to two US defense officials.

President Joe Biden has authorized Ukraine to use U.S.-provided long-range weapons inside Russia for limited strikes, according to two U.S. officials. The easing of longtime restrictions comes as North Korea has deployed thousands of troops to the Kursk region of Russia to support Russian troops fighting Ukrainian forces. The new authority applies to Army Tactical Missile Systems, or ATACMS, which Ukrainian officials have sought from the Biden administration. Andrew Harnik / Getty ImagesBut the change comes after Biden officials have condemned the North Korean deployment as a possible expansion of the war. In May, Biden secretly gave Ukraine permission to use American weapons to strike Russia just over the border.

CNN —Russia has launched one of the largest aerial attacks on Ukraine, Ukraine’s foreign minister said, hitting energy infrastructure across the country, killing at least two people, and causing widespread damage. Strikes were reported in several major cities, from Odesa in the south, Dnipro in the east to RIvne in the west. Ukraine’s President Volodymyr Zelensky said approximately 120 missiles and 90 drones were launched overnight in the Russian attack. Unfortunately, some facilities sustained damage from direct hits and falling debris,” Zelensky said Sunday morning. The Ukrainian leader added that some areas remain without power, which authorities are working to restore.

I’m tripping over their bodies,” said Sydney Seiler, the U.S. national intelligence officer for North Korea from 2020 to 2023. “Kim Jong Un is selling North Korean soldiers as cannon fodder mercenaries,” South Korean Defense Minister Kim Yong-hyun said last month. It’s an entirely new environment for the North Korean soldiers, who live in one of the most isolated and repressive countries in the world. The Russian military is teaching the North Korean soldiers about 100 key military terms, but “North Koreans are having a difficult time learning Russian,” South Korean lawmakers Lee Sung-kwon and Park Sun-won said last month. North Korean soldiers’ inexperience could be another point of friction and a major factor in how they are deployed.

CNN —A small number of North Korean troops are already inside Ukraine, according to two western intelligence officials, and officials expect that number to grow as the North Koreans complete training in eastern Russia and move toward the front lines of the war. The North Korean troops’ presence inside Ukraine goes a step beyond what NATO and the Pentagon confirmed on Monday, which is that roughly 10,000 North Korean troops are training in eastern Russia with some en route to Russia’s Kursk region. A US official said the US can not yet corroborate reports that North Koreans troops are already inside Ukraine. The Russians have been teaching North Korean soldiers basic Russian commands in training, like “fire” and “in position,” South Korean lawmakers told reporters on Tuesday. ‘The number may rise’South Korean intelligence has put the number of North Korean troops inside Russia right now at about 13,000, higher than the US and the UK.

Kyiv, Ukraine CNN —The Russian Defense Ministry claimed Tuesday it had taken the Ukrainian town of Selydove, southeast of the key city of Pokrovsk in the Donetsk region. Russian forces have been advancing on Selydove in the last several weeks, according to frontline reports. Selydove was an important staging area for Ukraine’s defenses and a key foothold to prevent Russia’s advance toward Pokrovsk. On Sunday, a spokesman for a Ukrainian national guard brigade fighting in Selydove told CNN the town had been “constantly attacked from several directions” for a week. Kyiv CNN —Russian soldiers have been heard raising concerns about how North Korean soldiers will be commanded and provided with ammunition and military kit, leaked intercepts obtained by the Defense Intelligence of Ukraine and released on Friday show. The intercepts also reveal plans to have one interpreter and three senior officers for every 30 North Korean men, which the Russian soldiers are heard in the audio condemning. Ukrainian President Volodymyr Zelensky said Friday that he received a report on the deployment of North Korean military personnel from Ukraine’s commander-in-chief. “According to intelligence, on October 27-28, Russia will deploy its first North Korean troops in combat zones. NATO officials say they are preparing for the US to take on a lesser role. “I’m very worried,” the NATO official said. But that mechanism, known as NATO Security Assistance and Training for Ukraine, is not yet fully operational and won’t be for several more months, another NATO official said on Friday. Russia alone is producing around 3 million munitions per year, while NATO collectively is producing less than 2 million annually, NATO officials said on Thursday. NATO Secretary General Mark Rutte said on Thursday that he was confident the alliance “will not lose” its unity when it comes to Ukraine.

CNN —Ukrainian President Volodymyr Zelensky presented his long-anticipated “Victory Plan” to Ukrainian parliament on Wednesday, after failing to drum up additional, tangible support last week during meetings with European allies. It also outlines provisions to strengthen Ukraine’s defense, implement a non-nuclear strategic deterrence package and grow Ukraine’s economy. The Ukrainian president first presented the victory plan to US President Joe Biden during a September visit to the White House. Ukraine's plan includes a new proposal for deploying a non-nuclear strategic deterrence package on its soil. Zelensky’s final pillars for peace are to grow Ukraine’s economic potential and look ahead to a post-war plan.

Still, morale may be Ukraine’s only hope in Pokrovsk as Russian forces zero in on the town. Russian forces are only 8 kilometers (5 miles) away, according to a map dated September 10 from DeepState, a group that monitors the progress of Russian forces in Ukraine that has links to Ukraine’s security services. Pokrovsk is coming under increasingly heavy bombardment by Russian forces as they advance as close as 8km to the town. CNNPokrovsk is a vital supply town for eastern Ukrainian forces fighting back the tides of Russian soldiers. Russia’s invasion of Ukraine has long conjured images of war that Europe thought had been consigned to the history books. Several Ukrainian military units have shared videos of these drones in action in recent days. Ukraine’s 108th separate mountain assault battalion shared another video over the weekend, saying that its drone pilots had flown the “dragon drones” over Russian positions. Video purportedly shows a Ukrainian "dragon drone" shared on Telegram by Zelenskyy's chief adviser Andriy Yermak on Monday. They also include at least one instance of the fiery drones being used in Russia’s border Kursk region, which Ukrainian troops invaded last month, he said.

CNN —Russian forces are inching toward the strategically important city of Pokrovsk in eastern Ukraine, threatening a vital Ukrainian supply line as Moscow continues its slow, grinding offensive. Russia has been stretching Ukrainian defenses across the entire eastern front line for months, trying to capture as much territory as possible before new Ukrainian recruits and fresh batches of Western weapons start arriving on the battlefield. Ukrainian President Volodymyr Zelensky acknowledged the difficult situation in his nightly address to the nation on Sunday, saying Ukrainian troops were facing “extremely challenging” realities in that area. But it serves as a key hub for the Ukrainian military, thanks to its easy access to Kostiantynivka, another military center. The Russian Defense Ministry said its forces captured the Ukrainian villages of Lozuvatske over the weekend and Vovche on Monday.

CNN —The Biden administration announced on Monday a new lethal aid package for Ukraine totaling about $1.7 billion and largely consisting of missiles and ammunition for missile, artillery and air defense systems the US has previously provided to Ukraine. The administration says this is their 20th “USAI package and sixty-second tranche of equipment to be provided from DoD inventories for Ukraine and since August 2021,” according to the release. The USAI package includes missiles for Ukraine’s National Advanced Surface-to-Air Missile Systems (NASAMS), a key air defense platform. It also includes ammunition for Ukraine’s High Mobility Artillery Rocket System (HIMARS), a weapons platform that Ukraine has recently been using to strike effectively in Russian territory. The package also includes artillery ammunition, one of Ukraine’s top requests.

Hong Kong CNN —Ukraine’s Foreign Minister Dmytro Kuleba urged Hong Kong to prevent Russia from using the Asian financial hub to bypass Western sanctions during a visit to the city on Thursday. Kuleba “called on the Hong Kong administration to take measures to prevent Russia and Russian companies from using Hong Kong to circumvent the restrictive measures imposed for Russia’s aggression against Ukraine,” according to a statement from Ukraine’s Foreign Affairs Ministry issued after the minister met with Hong Kong leader John Lee. “These restrictive measures are necessary to weaken Russia’s capacity to wage war and kill people in Ukraine,” it added. In a statement, a spokesperson for the Hong Kong government told CNN on Friday that it “implements and strictly enforces” United Nations Security Council (UNSC) sanctions. However, international companies based in Hong Kong, including Chinese banks, have generally adhered to US sanctions to avoid any risk of being frozen out of the dollar dominated global financial system.

Hong Kong CNN —China’s top diplomat Wang Yi has had a busy week in which two devastating conflicts have loomed large. Kuleba’s visit was the first time in the nearly 29 months of Russia’s war on Ukraine that a high-level Ukrainian official has visited China. Official statements from Beijing and Kyiv after Wednesday’s Wang-Kuleba talks gave no indication that the Ukrainian diplomat had swayed Beijing toward Kyiv’s vision for peace. Observers say Beijing could, at some point, play a role in any potential future talks, but is unlikely to shift its relationship with Russia. But it was met with some skepticism from observers in the region given the failure of past attempts at unity.

The United States has approved the $360 million sale of more than 1,000 small armed drones to Taiwan, as the self-ruled island claimed by China aims to strengthen its asymmetrical warfare abilities with an eye on successful tactics used on the battlefield in Ukraine. The proposed sale comes as China increases military pressure on Taiwan, with extensive military exercises around it and almost daily warplane flights near the island. In a statement Wednesday, Taiwan’s presidential office thanked the US for its security commitments, adding this was the Biden administration’s 15th weapons sale to the island since 2021. That includes $6.1 billion in asymmetrical weapon systems, including Harpoon missiles, PAC-3 missile interceptors and MQ-9B aerial drones, Cato said. Many analysts have urged Taiwan to pursue more asymmetrical weapons, which they say would be harder for China to counter than conventional arms in any invasion of the island.

CNN —When Russian President Vladimir Putin arrives in North Korea on Tuesday, it will kick up yet another gust in the recent swirl of diplomatic activity surrounding Russia’s all-out war against Ukraine.
