CNN —NATO officials are discussing taking action to reclaim some Chinese-owned infrastructure projects in Europe should a wider conflict with Russia break out in the east of the continent, three officials involved in the discussions told CNN. CNN —France’s snap parliamentary election is one of the most momentous in decades, for both the country and the rest of Europe. Politicians rarely call an election when their party trails in the polls and there is no need to do so. Although Macron was elected to a second presidential term in 2022, his party failed to win an outright parliamentary majority. One theory about why Macron called an election now is that France might soon have been forced to the polls anyway. With Le Pen seeming increasingly likely to succeed him as president in 2027, this election may force her party to take up responsibility beforehand.

The National Security Agency collected the intelligence that gave US officials insights into China and Iran’s capabilities in producing deepfakes, one of the sources said. At a briefing last week, FBI officials warned that AI increases the ability of foreign states to spread election disinformation. US officials have maintained a high level of visibility into the AI and deepfake advancements made by countries including China, Iran and Russia since the 2020 election. Nearly 70% of Republicans and Republican-leaners said that President Joe Biden’s 2020 election win was not legitimate, according to a CNN poll released in August. The 2024 US election will present new opportunities for foreign influence operations.

CNN —Russian President Vladimir Putin has replaced his defense minister Sergei Shoigu with a civilian, Andrey Belousov, citing the country’s rising military spending and the need for “innovation.”Shoigu had been “relieved” of his post of Minister of Defense by presidential decree and been appointed Secretary of Russia’s Security Council, Kremlin spokesperson Dmitry Peskov said on Sunday night local time. Shoigu would also become Putin’s deputy in Russia’s Military-Industrial Commission, Peskov said, while Nikolai Patrushev, the previous Secretary of the Security Council, would “transfer to another job.”Belousov, who previously served as first deputy prime minister, is a civilian. “Today on the battlefield, the winner is the one who is more open to innovation,” Peskov said. Peskov added that the new appointment did not signal a shift in Russia’s current military system. In his new role, Shoigu will oversee Russia’s military industrial complex, Peskov said.

CNN —US intelligence officials are watching closely to see if the United States’ support for Ukraine will lead the Russian government to take more risks in potentially interfering in the 2024 presidential election, a senior FBI official told reporters Thursday. “We’re certainly… keeping our eye out to make sure that that’s not increasing [their] risk taking.”The FBI briefed reporters on the condition that the senior FBI officials not be named. The FBI official’s comments on Thursday echo those made by a senior National Security Agency official in March. “Russia can use their access to those government networks to undermine confidence in the US election integrity and bolster influence operations,” the second FBI official said. The FBI officials also singled out China and Iran as other governments that could be willing to interfere in or influence the 2024 US election.

CNN —A Russian missile strike killed and injured more than 70 people in the city of Chernihiv in northern Ukraine – an attack that could have been prevented if Ukraine was provided with better air defenses, President Volodomyr Zelensky said. At least 14 people were killed in the strike and 61 others were injured, including two children, Ukraine’s emergency services said. Russia’s strike comes after Zelensky has for months warned that Ukraine lacks the air defenses necessary to protect its skies. “This would not have happened if Ukraine had received a sufficient number of air defense systems and if the world’s determination to counter Russian terror had been sufficient,” Zelensky said. There must be equally sufficient determination from our partners and, as a result, sufficient support.”More than 70 people were killed and injured in the Russian strike.
