CNN —A West African court has found the Nigerian government guilty of human rights abuses during its suppression of the 2020 #EndSARS protests against alleged police brutality. Around two weeks into the 2020 protests, Nigeria’s security forces opened fire on young people demonstrating peacefully at the Lekki Toll Gate in Lagos, killing and wounding several people. Their lawyer, Bolaji Gabari, described the verdict as “a significant victory for the #EndSARS movement.”CNN has reached out to the Nigerian government for comment. But the marches morphed into protests campaigning for police reform and ending bad governance in the oil-rich country. The Judicial Panel of Inquiry and Restitution at the Lagos Court of Arbitration, a government-appointed panel, determined that the incident at the Lekki Toll Gate could be considered a “massacre” after a yearlong investigation.

“China has significantly increased pressure on Taiwan in recent years, stoking fears that tensions could erupt into outright conflict. China’s escalating gray zone tactics were on stark display this week as China Coast Guard vessels clashed with Philippine Navy boats in the South China Sea. In the 24 hours ending at 6 a.m. Friday, 36 Chinese military aircraft crossed into Taiwan’s air defense identification zone, Taiwan’s Defense Ministry says. Meanwhile, a quarantine, rather than a blockade, would not require China to close or restrict access to the Taiwan Strait, the CSIS report notes. Under its claims that Taiwan is Chinese territory, Beijing could require customs declarations to be filed before vessels can call in Taiwan.

The University of Michigan and the City University of New York mishandled complaints of discrimination on campus during widespread protests over the war in Gaza, the Education Department announced on Monday. The department’s Office for Civil Rights has opened dozens of investigations into antisemitism and anti-Arab discrimination as students held rallies and set up encampments in support of Palestinians and called for their schools to divest from Israel. The Michigan and New York cases were only the first to reach a conclusion. More are expected to finish in the coming weeks and months as schools continue to reckon with the limits of free speech in academic settings. Under the terms of the agreements announced on Monday, the schools must step up their reporting of complaints to the Office for Civil Rights and revisit their training of employees, including campus police officers, about their obligations under federal law.

☆ U.C.L.A. Removes Police Chief in the Wake of a Protest Melee

The campus police chief for the University of California, Los Angeles, has been removed from his post in the aftermath of a violent, hourslong attack on a pro-Palestinian encampment at the school, during which security officers did not intervene. The chief, John Thomas, has been reassigned temporarily while the university examines its security processes, according to U.C.L.A. Mr. Thomas had been under intense criticism over the university’s delayed response to the melee on the night of April 30 in which people were beaten with poles or kicked, objects were thrown and chemicals were sprayed into the air. The attack was instigated by dozens of counterprotesters, many of whom did not appear to be students, based on videos of the incident. Even after officers from the Los Angeles Police Department arrived on the scene, no arrests were made that night.
