Hong Kong CNN —China says it successfully fired an intercontinental ballistic missile into the Pacific Ocean on Wednesday, a rare public test that comes amid growing tensions with the United States and its regional allies. An ICBM carrying a dummy warhead was launched at 8:44 a.m. Beijing time and fell into a designated area in the high seas of the Pacific Ocean, the Chinese Defense Ministry said in a statement. This is the first time China has publicly announced a successful ICBM test in the Pacific Ocean in more than four decades. In 1980, China celebrated the successful test of its first ICBM, fired into the South Pacific from the Jiuquan Satellite Launch Center in the country’s northwestern desert. China held more than 500 operational nuclear warheads as of 2023 and will probably have over 1,000 warheads by 2030, the Pentagon said in its annual report on Beijing’s military last year.

Personnel were treated for minor injuries, including smoke inhalation, but none were “seriously hurt,” the official said Saturday. All were stable as of Tuesday, a defense official said. US officials have long blamed Iran-backed militia groups for attacks on troops in Iraq and Syria. The discovery at the presidential office Wednesday came after South Korean authorities warned the public to beware of falling objects as suspected North Korean trash balloons moved south toward the northern area of Gyeonggi province. “While monitoring trash balloons sent by North Korea in cooperation with the Joint Chiefs of Staff today, we identified trash that fell in the presidential office area in Yongsan,” the presidential security service said later in a statement. “North Korea’s actions clearly violate international law and seriously threaten the safety of our citizens,” JCS said in a statement after an earlier balloon incident. Despite repeated North Korean warnings, the South Korean activists were “not stopping this crude and dirty play” she said. The South Korean Defense Ministry said the US planes will join with South Korean F-15, F-16 and FA-50 fighters in exercises that will end August 8.

CNN —US Secretary of State Antony Blinken on Friday said that Iran’s breakout time – the amount of time needed to produce enough weapons grade material for a nuclear weapon – “is now probably one or two weeks” as Tehran has continued to develop its nuclear program. “Iran, because the nuclear agreement was thrown out, instead of being at least a year away from having the breakout capacity of producing fissile material for a nuclear weapon, is now probably one or two weeks away from doing that,” he said. Blinken said the policy of the US is to prevent Iran from getting a nuclear weapon, and that the administration would prefer to stop that from happening through diplomacy. The State Department also said that there is no anticipation that the recent election in Iran will change the country’s behavior. “We have no expectations that this election will lead to a fundamental change in Iran’s direction or its policies,” State Department spokesperson Matthew Miller said earlier this month.

A European rival to HIMARS takes shape

Europe is building a multiple rocket launcher that resembles America's HIMARS, the ground-fired weapon that took on the precision strike missions that Ukraine's battered air force couldn't. Many, such as France's LRU and Germany's MARS 2, are based on the U.S. M270, a tracked mobile rocket launcher, and its Guided Multiple Launch Rocket System rockets. One HIMARS launcher can carry six GMLRS rockets or one longer-range ATACMS ballistic missile. HIMARS rockets destroyed Russian ammunition depots and headquarters, disrupting logistics and command and control, and spurring Russian forces to move vital facilities deeper behind their lines. Collectively, such trends are prompting some militaries to consider possible alternatives to the US HIMARS system, though certainly that remains a major player in this competition for contracts."

CNN —The US appears to have expanded its agreement with Ukraine to strike over the border inside Russian territory wherever Russian forces are engaging in cross-border attacks into Ukraine, not just in the Kharkiv region as was previously determined. CNN —A US soldier arrested in Russia on suspicion of theft, Staff Sgt. Gordon Black, has appeared in court in the Russian city of Vladivostok, as his trial got underway on Monday. Black did not admit to charges of threatening to kill a Russian woman, but partially admitted guilt to theft charges, according to Russian state news agency RIA Novosti. Black was arrested in May on charges of theft in Vladivostok, where he traveled to visit the woman, believed to be his girlfriend. CNN —The US has reached an agreement with Niger to withdraw its military forces from the African nation by September 15, according to the US Defense Department and the Nigerien Ministry of National Defense. Niger’s military government announced in March that it had ended an accord with the US that allowed military personnel and civilian staff from the Department of Defense to operate in the country. The US delegation met with Niger’s ruling military junta last week to try to reach an agreement that would allow for the secure withdrawal of US forces and for clearances for military flights. The delegations also established procedures to facilitate the entry and exit of U.S. personnel, including overflight and landing clearances for military flights,” the joint statement said. Rebuffing the calls, the military junta instead began partnering more with Russia, whose forces are now operating at the same base from which US forces are withdrawing.

Houthi fighters have deployed underwater drones in the Red Sea, the Defense Department said. Underwater drones are an "extremely lethal" threat to the US Navy, an admiral told the AP. Seoul, South Korea CNN —Russian President Vladimir Putin plans to visit Kim Jong Un soon, North Korean state media reported Sunday, the latest sign of increasing cooperation between the two authoritarian leaders as war rages in Ukraine and military tensions increase in East Asia. Putin thanked Kim for an invitation to visit Pyongyang and pledged to go there “at an early date,” the report from the Korean Central News Agency (KCNA) said. Kremlin spokesperson Dmitry Peskov said the dates for Putin’s visit to North Korea were still being discussed through diplomatic channels and would be announced later, Russian state-run news agency TASS reported. During that visit, Kim praised Russia for standing up to “hegemonic forces” with its war in Ukraine, while Putin signaled a willingness to assist North Korea in developing its space and satellite programs. According to the US Defense Department, Russia has twice in the past month fired North Korean-made missiles at targets in Ukraine.
