Two US Navy destroyers came under attack by the Houthis on Monday. The destroyers USS Stockdale and USS Spruance came under fire as they were transiting the Bab al-Mandab Strait, a strategic maritime chokepoint between the Red Sea and the Gulf of Aden. The Navy repelled multiple Houthi attacks involving at least three anti-ship cruise missiles, five anti-ship ballistic missiles, and eight one-way attack drones, Pentagon Press Secretary Air Force Maj. Gen. Pat Ryder told reporters at a press briefing Tuesday. Earlier, the Houthis said they attacked the aircraft carrier USS Abraham Lincoln in the Arabian Sea and two unnamed American destroyers in the Red Sea. The attack against the destroyers on Monday marks the latest Houthi attack on Navy warships off the coast of Yemen.

Read previewCovering aircraft with tires, as Russia has done during the Ukraine war, can confuse weapons that are looking for the plane, a US military official said recently. Multiple Russian military aircraft, including fighter jets and bombers, were spotted last year with tires placed on top of them. While some observers suggested they might be meant to confuse image-matching weapons, others said they might be intended as shields. Russia has turned to several different deceptive practices during the war beyond placing tires on its aircraft. And Russia and Ukraine have both relied on decoy military equipment, such as inflatable tanks, wooden rocket launchers, and fake radar reflectors, among other weapons.

Nuclear EMP pulses can travel hundreds of miles depending on their altitude of detonation, while NNEMP devices only have ranges of about 5 miles. AP Photo/Mohammed ZaatariIran does have a nuclear program, and probably could build a nuclear EMP weapon if it wanted to. But a non-nuclear EMP weapon might enable Iran to sidestep any red lines. But this raises another question: would Iran give EMP weapons to Hezbollah, its most important proxy? Giving EMP weapons to Hezbollah would risk the possibility that Israel and other nations would hold Iran responsible.

Officials are relying on multiple streams of intelligence, and there are divisions among national security officials on how and when Iran’s response might unfold. The relative uncertainty has left the Biden administration in a defensive crouch as it tries to rally allies and pressure Iran not to escalate tensions. For the Houthis to engage in that kind of weapons transaction, moreover, “would demonstrate to us a lack of commitment” by the Houthis to peace talks, the official said. Currently, the Houthis “appear to be drifting further away from a commitment to a negotiated peace in Yemen,” the official said.
