CNN —Israel’s parliament has voted to ban a nearly eight-decade-old United Nations agency that provides essential services for Palestinian refugees, a move that could have devastating consequences for millions of Palestinians living under Israeli occupation. The move is expected to severely restrict the UN Relief and Works Agency for Palestine Refugees (UNRWA) from operating in territories Israel occupies. In the Gaza Strip, which has been ravaged by a devastating Israeli war for more than a year, UNRWA serves some 1.7 million Palestinian refugees. Omar Al-Qattaa/AFP/Getty ImagesThe agency provides a wide range of aid and services to Palestinian refugees and their descendants, including shelter, healthcare, food and education. It is unclear who would assume assistance for the millions of Palestinian refugees who rely on UNRWA, if it wasn’t able to.

The Israeli government has claimed that some of the UN Relief and Works Agency’s (UNRWA) staff are affiliated with Hamas. UNRWA has strongly denied the allegations, but several governments suspended funding for the agency earlier this year while the allegations were investigated. The MP, Yulia Malinovsky, told CNN that US Ambassador Jacob Lew has contacted several opposition leaders, including Avigdor Lieberman, Yair Lapid and Benny Gantz, in an effort to get the legislation stopped. The US State Department told CNN that as a matter of policy, it would not comment on private diplomatic conversations. Malinovsky told CNN that she is determined UNRWA should no longer receive “five-star treatment” in Israel.

The investigation was launched in January after Israel accused some UNRWA employees of participating in the attack that left 1,200 people in Israel dead. “The evidence obtained by OIOS indicated that the UNRWA staff members may have been involved in the armed attacks of 7 October 2023,” OIOS said in a statement. "Ultimately, I don't control what the final language of the total funding bill will be," said Higgins. Higgins voted against the bill, despite securing $2.3 million in federal funding for an emergency operations center at the port in Morgan City, Louisiana. He was one of 20 House members — 15 Republicans and 5 Democrats — who voted against Friday's government funding bill despite securing so-called "earmarks," known officially as congressionally directed spending. Related storiesThe other 30% was contained in a separate funding bill passed roughly two weeks ago, but that bill contained far more earmarks, especially for House members. Nonetheless, 42 House members who secured earmarks voted against it anyway, 40 of whom were Republicans.

With Palestinians in Gaza in dire need, any aid is welcome, but aid groups say maritime and air-dropped aid should be complementary to land deliveries, not a substitute. Tel Aviv, Israel CNN —The UN agency for Palestinian refugees on Monday accused Israel of detaining and torturing some of its staffers, coercing them into making false confessions about the agency’s ties to Hamas. “Some of our staff have conveyed to UNRWA teams that they were forced to (make) confessions under torture and ill-treatment. These false confessions were in response to questioning about relations between UNRWA and Hamas and involvement in the 7 October attack against Israel,” UNRWA spokeswoman Juliette Touma said in a statement. UNRWA estimates that at least 4,000 Gazans have been detained by the Israeli military since the start of the war. According to the UNRWA report, some detainees reported being stripped, handcuffed and held in the cold with no access to toilets, food or water for over 24 hours.

The suspension means teams will not work on humanitarian missions in areas where the Israeli military is present in Gaza, PRCS told CNN. Despite prior coordination with the Israeli military, PRCS said its staff and patients have repeatedly been mistreated by troops. Health care and aid workers have reported being detained and abused by Israeli forces in the strip. In the wake of the strike on February 5, the UN Relief and Works Agency for Palestine Refugees decided to stop sending convoys to northern Gaza. A large-scale expansion of the flow of assistance to northern Gaza is urgently needed to avoid disaster,” the statement said.

CNN —The Israel Defense Forces (IDF) is “expanding ground operations” in the Gaza Strip, IDF spokesman Rear Admiral Daniel Hagari announced Friday, as intense airstrikes rocked the besieged enclave and with communications links reportedly severed. Gaza residents told CNN the strikes were the most intense they have experienced since Israel began to retaliate against Hamas’ October 7 terror attack nearly three weeks ago. A huge wall of heavy smoke that lasted 15 to 30 minutes also blew from Gaza into southern Israel earlier Friday evening. “We have, of course, certainly seen Israel undertake varied operations on the ground in the last couple of days,” National Security Council spokesman John Kirby told reporters Friday. He also declined to say if the Biden administration has confidence that Israel has fully considered the ramifications of a ground incursion.
