Delivering a jolt of enthusiasm to a party reeling from weeks of infighting, Vice President Kamala Harris rallied Democrats on Tuesday in Wisconsin and laid out a fierce argument against former President Donald J. Trump. Ms. Harris vowed, in her first rally as the de facto Democratic presidential nominee, to defeat Mr. Trump by attacking him as a prosecutor would. She walked out to cheers to the tune of Beyoncé’s “Freedom,” which the singer had allowed her to use. As one attendee put it, the moment felt like a release of months of pent-up Democratic energy. She highlighted the $100 million in contributions since Sunday and took a victory lap for effectively wrapping up the Democratic presidential nomination within 48 hours.

CNN —A year ago, NATO heads of state gathered in Vilnius, Lithuania, for their annual summit. He called NATO’s unwillingness to establish a concrete timeframe for Ukraine’s membership “unprecedented and absurd,” causing consternation in the Biden administration and nearly derailing the summit. Several key NATO members, however, haven’t been especially eager to come to the defense of Ukraine. Why would Putin consider a ceasefire or diplomatic settlement with Kyiv if he knew that NATO membership for Ukraine was just around the corner? Biden should tell Zelensky point-blank that NATO membership is a fool’s errand — and while he’s at it, he ought to apologize to all Ukrainians, for waiting so long to state the obvious.

CNN —The Supreme Court on Wednesday sided with the former mayor of an Indiana city accused of accepting a bribe in exchange for a towing contract, the latest decision in which the high court has weakened federal anti-corruption laws. James Snyder, the former mayor of Portage, Indiana, was convicted of accepting $13,000 from a trucking company weeks after it was awarded a contract. The law at issue makes it a federal crime for local officials to “corruptly” take anything valued at over $5,000. Part of the challenge of the case was setting a standard for how to define “corruptly.”In a series of recent decisions, the Supreme Court has adopted a narrow interpretations of federal anti-corruption laws. We’re looking back at the strongest, smartest opinion takes of the week from CNN and other outlets. When Biden and Trump meet in a debate on CNN Thursday, expect part of the audience to be wondering exactly who and what will come next. Biden, who’s battling low approval ratings, is sticking with Vice President Kamala Harris, whose polls are also bleak. There were 28, and we’ve had 11 so far this year, Bridget Johnson noted in the first of a CNN Opinion series about America’s preparedness. “It’s a measure of his hold on American society that he’s still revered a half-century later,” wrote Frederic J. President Emmanuel Macron called the snap elections Sunday after his party lost to the far right in a vote for EU lawmakers, a shock move that rattled markets for French stocks and government bonds. There has been widespread speculation since then that the National Rally, the party of far-right doyenne Marine Le Pen, is poised to become the most powerful force in parliament, unseating Macron’s centrist bloc. The risk of something similar happening in France is real, according to the country’s finance minister, Bruno Le Maire. “This comes down to the (parties’) plans that are on the table, whether we can, yes or no, finance this debt,” Le Maire said.
