The day after President Vladimir V. Putin of Russia raised the stakes in tensions with the West, many Russians awoke on Friday feeling anxious that the prospect of nuclear war had come slightly closer. But in Russia’s tightly controlled news media and pro-government social media channels, there were only fawning reactions to the Russian leader’s new round of saber-rattling and promises that Moscow’s enemies would “tremble in fear.”Mr. Putin announced late Thursday that Russia had launched a new intermediate-range ballistic missile at Ukraine, in response to Kyiv’s first use of U.S. and British missiles against targets inside Russia this week. Russia, he said, also has the right to strike nations “that allow their weapons to be used against our facilities.”In the West, Thursday’s launch of the nuclear-capable Oreshnik missile and Mr. Putin’s remarks were perceived as a threat against Ukraine and its allies, and drew widespread condemnation as an escalation. In Russia, the events were billed as an important sign that the Kremlin would enforce its red lines, with the implication that enforcement could include nuclear weapons.

The teenager practiced driving from his apartment in San Diego down to Tijuana and back, on the orders of the criminals he was working for in Mexico. He rehearsed how he would respond to questions from U.S. border officers. The men who were paying him had cut a secret compartment into his car big enough to fit several bricks of fentanyl. When they loaded it up for the first time and sent him toward the border, Gustavo, who was only 19 at the time, began to tremble. At the checkpoint, he steadied himself like he had practiced, and calmly told the border officers that he was just heading home.

Russia is open to "comprehensive" security talks with the U.S., so long as they include the war in Ukraine, Kremlin spokesperson Dmitry Peskov said Friday. "We are open to dialogue, but to a broad, comprehensive dialogue that covers all dimensions, including the dimension related to the conflict around Ukraine, the involvement of the United States in this conflict," Peskov said, according to a Google-translated report by Russian state news agency Tass. His comments came in response to the possibility of holding talks with Washington on nuclear risks apart from the Ukrainian conflict. Russia has so far been largely isolated from West-led diplomacy to resolve the conflict with Kyiv — and was most recently not invited to the Summit on Peace in Ukraine of June 15-16. Kyiv has solicited membership but cannot accede to the coalition while an active conflict wages on its territories.

Opinion | When Churches Cancel Their Own

To the Editor:Re “The Day My Old Church Canceled Me,” by David French (column, June 10):Mr. French’s discussion of the day his church canceled him is a stunning exposition of the extreme polarization in our society. What has happened to the right to think differently, to disagree and to engage in reasoned discourse? To the Editor:I enjoy reading David French’s thoughtful columns even though I, an atheist, don’t always agree with him. He has helped teach me to keep my heart open to those I might consider political opponents. So I was heartbroken to read his recent piece about the attacks and abandonment his family suffered at their former church.

The eastern Ukrainian city of Soledar fell to Russia in January after months of brutal battle. It would be another five months before the eastern Ukrainian city, located 10 miles northeast of Bakhmut, would fall to Russia as the new year dawned. A smartphone with a displayed NVIDIA logo is placed on a computer motherboard in this illustration taken March 6, 2023. The chip industry newsletter SemiAnalysisas reported earlier that Nvidia plans to release new artificial intelligence chips aimed at the Chinese market less than a month after the U.S. tightened rules on selling high-end AI chips to China. The new rules put a cap on how much computing power a chip can pack into a small size. SemiAnalysis said the new Nvidia chips are called the HGX H20, L20 PCIe and L2 PCIe and the company could announce them on Nov. 16. "It is not difficult to imagine that as long as Washington remains committed to 'choking' China, the game of 'catch me if you can' will continue indefinitely," the newspaper said.

When Your Workout Stops Working

The first weeks of a new exercise routine can be hard — your muscles tremble, your lungs burn, your heart races. But after a month or two, it gets easier: You’re running faster and longer, or lifting weights with more ease. You’ve hit a workout plateau. After just a few training sessions, the brain can become more skilled at telling muscles to move. For example: “The heart gets stronger and better at pumping blood to the muscles,” said Jeff Horowitz, an exercise physiologist at the University of Michigan.

Yelling at Michael Barr, the Federal Reserve’s top banking regulator, has never been particularly effective, his friends and co-workers will tell you. That hasn’t stopped America’s biggest banks, their lobbying groups and even his own colleagues, who have reacted to his proposal to tighten and expand oversight of the nation’s large lenders with a mix of incredulity and outrage. The proposal would push up the amount of easy-access money that banks need to have at the ready, potentially cutting into their profits. Lawmakers sent worried letters to the Fed and peppered its officials with questions about what the proposal would contain. The Bank Policy Institute, a trade group, recently rolled out a national ad campaign urging Americans to “demand answers” on the Fed’s new capital rules.

US President Joe Biden is embraced by Hawaii Governor Josh Green (C) after delivering remarks as he visits an area devastated by wildfires in Lahaina, Hawaii on August 21, 2023. Rebuilding hasn't even started after a deadly wildfire destroyed the historic town of Lahaina, Hawaii, last month, but residents are already angry and frustrated with recent moves by Gov. Now, they say, that pattern could be repeated with the aid of an emergency proclamation signed by Green that could erode their hard-won rights, despite his reassurances that rebuilding would reflect the needs of Maui residents. "It is a real slap in the face when we still have to deal with the aftermath of this fire." Green reinstated the water rules last week, but residents are wary that future proclamations could jeopardize their efforts to restore Maui's streams and wetlands.

CNN —A state agency delayed a water management company’s request to make more water available to fight the devastating wildfires in Maui earlier this month, according to letters obtained by CNN. Mark Cuban and Amazon Are Shaking Up Generic Drugs

Americans tremble at the idea of losing their health coverage, but bypassing giant insurers saves some people serious money on prescriptions in a topsy-turvy system. Consider the story of Ohio pharmacist Nate Hux. Since 2016, his Pickerington Pharmacy has accepted many types of insurance. But, due to his frustration with the way middlemen, known as pharmacy-benefit managers, pocket large profits through opaque pricing methods, he decided to open another pharmacy right next door that takes no insurance. It sells generic drugs for their cost plus a markup, sometimes saving customers hundreds of dollars.
