Carter and Trump could hardly have been more different and, despite the president-elect’s gracious tribute on Sunday, swapped fierce public criticism. CNN —President-elect Donald Trump over the weekend suggested the US should retake the Panama Canal, an idea that was immediately rejected by the government of Panama, which has controlled the passage for decades. The US-built canal was opened in 1914 and controlled by the United States until a 1977 agreement provided for its eventual handover to Panama. The canal was jointly operated by both countries until the Panamanian government retained full control after 1999. Speaking to a crowd of young conservatives in Phoenix on Sunday, Trump said if the spirit of that agreement is not followed, “then we will demand that the Panama Canal be returned to the United States. “As President, I want to express precisely that every square meter of the Panama Canal and its adjacent area belong to PANAMA, and will continue to be,” President José Raúl Mulino said in a statement Sunday.

Homicide rates are nearly four times as those in the United States, according to Mexico’s National Institute of Statistics and Geography. In the United States, you can apply at the Netherlands embassy in Washington or at the consulates-general in Miami, New York or San Francisco. In addition, as with Costa Rica, Panama also does not have a tax treaty with the United States. It’s also a long way away from the United States, which can be tricky for visits to see loved ones. Cons: As is the case in Mexico and other countries with large expat communities, there’s growing backlash against the influx of foreigners, especially Americans, and especially in Lisbon.

The French government is on the brink of collapse and investors are gearing up for a volatile week of trading, with some eyeing opportunities amid the chaos. The Oat - Bund spread, as the two respective sovereign bonds are known, shows the negative sentiment investors have toward French government bonds relative to German government bonds. It comes after Barnier said he would force through cuts in social security, to lower the government's 6% budget deficit, without a vote. If the recently appointed government is toppled, Barnier would be the shortest-serving prime minister in France's modern history. "They're agents of chaos for little political end," Everett added.

Britain, France, China, Israel, India and Pakistan had already made their voices heard, then North Korea joined in, with Iran seemingly poised to follow, with all the chatter multiplying the opportunities for miscommunication. Now China, after years of contenting itself with a diminutive retaliatory arsenal, has changed its mind and is striving to rival the United States and Russia. Key arms-control treaties have expired or been abandoned, and there is little immediate hope for new ones. Having fallen from 70,000 warheads at the height of the Cold War to about 12,000 today, the global arsenal has begun again to grow, according to the Federation of American Scientists. Whether justified or not, these concerns are destabilizing.

Here’s a look at the Cabinet confirmation process, why it exists, where it’s gone wrong and how Trump wants to find a way around it. CNN —A rare letter signed by three of the founding fathers of the United States is going on sale, and is expected to fetch up to $1 million when it goes under the hammer next week. “An important expression of the emerging American policy of free trade, likely the only available example of any letter signed by all three of these Founding Fathers, the men most responsible for the Declaration of Independence,” said Bonhams in a listing on its website. Bidding starts at $550,000, and the letter is expected to fetch up to $1 million when it goes under the hammer on November 12. Objects and artifacts linked to the founding fathers often prove popular at auction, attracting astronomical bids. In 2017, manuscripts, personal letters and hundreds of other documents from founding father Alexander Hamilton’s desk sold for a total of $2.6 million at Sotheby’s in New York, according to the auction house.

Roland Dumas, a former French foreign minister, agile political fixer and star defense lawyer whose taste for living large proved his undoing, died on July 3 in Paris. The office of President Emmanuel Macron of France announced his death in a statement, which did not specify a cause. A longtime confidant of François Mitterrand, the Socialist former president, Mr. Dumas was one of the highest-profile officials in France for two decades. Mr. Dumas avoided jail, but his conviction, which was eventually overturned, ended his career. He had already been forced to resign from the presidency of the Constitutional Council, France’s highest appeals body.
