London CNN —Britain is finding out just how hard it can be to negotiate free trade deals, even with close allies and friends. Goods and services have continued flowing between the two countries under the terms of the EU-Canada free trade deal. But Britain had sought to negotiate a new trade deal with Canada that would improve upon the terms of the existing agreement. A key sticking point in the negotiations has been Britain’s refusal to relax a ban on hormone-treated beef, which at the moment effectively bars Canadian farmers from selling to British consumers. We remain open to restarting talks with Canada in the future,” a UK government spokesperson said in a statement.

"We’ve got to recalibrate in the new year with our partners," Bianchi said in an interview on the sidelines of the Asia Pacific Economic Cooperation summit in San Francisco. USTR said later in a statement that it was seeing progress in the trade negotiations on trade facilitation, agriculture, technical assistance and economic cooperation. Senator Sherrod Brown, a Democrat facing a tough re-election fight in the industrial state of Ohio, last week demanded that Biden drop the trade pillar from the Indo-Pacific initiative. Brown on Wednesday claimed responsibility for the stalling IPEF trade pillar by insisting on enforceable labor provisions. Bianchi said some of the other 12 IPEF countries in the trade talks "prefer a different approach" on labor and environment chapters, but they support continued negotiations on trade.

"There's typically now a pretty big race to get product in under that quota," Sothmann said. The U.S. Department of Agriculture forecasts total U.S. beef and veal imports at about 1.6 million metric tons this year. Paraguay may eventually ship 3,250 to 6,500 metric tons annually, or 5% to 10% of the tariff-rate-quota for the countries without individual agreements, the USDA said. Analysts expect Paraguay to compete with producers like Brazil to supply lean beef that is blended with fattier U.S. supplies.

Instead it promised cooperation on supply chains and clean energy along with higher standards for labor, environment and regulatory practices and digital trade. Negotiations on digital trade standards -- once seen as a marquee feature of the IPEF trade pillar -- are largely frozen as the Biden administration has suspended discussions on key rules after reversing longstanding U.S. positions on e-commerce. By adopting these fringe views on digital trade, USTR really brings the main substance on digital trade to a halt," said John Murphy, senior vice president for international policy for the U.S. Chamber of Commerce. One of the sources familiar with the talks said that early enthusiasm on the IPEF trade pillar -- which excludes India -- has given way to frustration over the difficulty and complexity of issues involved.

REUTERS/Brendan McDermid/File Photo Acquire Licensing RightsWASHINGTON, Oct 25 (Reuters) - U.S. Trade Representative Katherine Tai has dropped longstanding U.S. digital trade demands in World Trade Organization talks in order to give Congress room to regulate big tech firms, her office said on Wednesday. USTR spokesman Sam Michel said many countries were examining their approaches to data and source code, and how trade rules can affect them. "We need to make clear that digital rules favoring Big Tech monopolies are a non-starter for the U.S. in any trade agreement, including IPEF,” she said. "These digital trade rules prevent countries around the world from using regulation to lock out American companies and their workers from their markets," said John Murphy, the Chamber's senior vice president for international policy.

The deepening rift between the two sides is concerning Canada's closest allies — Australia, the United Kingdom and the United States. REUTERS/Chris Helgren/File Photo Acquire Licensing RightsOTTAWA, Sept 1 (Reuters) - Canada on Friday unexpectedly said it had paused talks on a proposed trade treaty with India, just three months after the two nations said they aimed to seal an initial agreement this year. Canada and India have been talking off and on since 2010 about a comprehensive economic partnership agreement. India and Canada said in May they aimed to seal an initial agreement this year to increase trade and expand investment while setting out a mechanism to deal with disputes. Last month, a top Indian trade official said New Delhi planned to hold bilateral free trade talks with Canada and other nations on the sidelines of a G20 summit next week. TAIPEI, July 21 (Reuters) - Taiwan is investigating a potential leak of official documents including diplomatic cables and classified reports on the island's sensitive bid to join a global trade pact, according to two officials familiar with the probe. Taiwan and China both applied in 2021 to join the CPTPP, a landmark trade pact between 11 countries - Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore and Vietnam. Beijing has said it strongly opposes Taiwan's membership because Taiwan is part of China and therefore ineligible to join international bodies on its own. Taiwan is however a member of the World Trade Organization, designated as a separate customs territory called Taiwan, Penghu, Kinmen and Matsu. Taiwan strongly rejects Chinese sovereignty claims and says only Taiwanese people can decide their future.

GENEVA, July 3 (Reuters) - The heads of the World Bank and the World Trade Organization on Monday called for countries to boost efforts to make trade in global services more transparent and predictable, saying this could help developing countries reduce poverty. Services such as tourism and telecommunications generate more than two-thirds of global GDP but barriers for services trade are higher than for goods, the joint report by the two institutions entitled 'Trade in Services for Development' said. "There is a need to reignite international cooperation in the services sector," said World Bank President Ajay Banga and WTO Director-General Ngozi Okonjo-Iweala in the report's foreword. "Such efforts need to expand trade and investment, reduce trade costs, bring about greater transparency and predictability on trade policy regimes and, ultimately, increase the participation of developing economies...," it said. Banga began as World Bank president last month and asked staff to double down on development and climate efforts to accelerate the bank's evolution to tackle global problems.

Taiwan, U.S. to sign first deal under new trade framework

TAIPEI, June 1 (Reuters) - Taiwan and the United States will sign the first deal under a new trade talks framework on Thursday, both governments said, boosting ties between the two at a time of heightened tensions with China over the democratically-governed island. Taiwan and the United States started talks under what is called the U.S.-Taiwan Initiative on 21st Century Trade last August, after Washington excluded Taiwan from its larger pan-Asian trade initiative, the Indo-Pacific Economic Framework. The U.S. Trade Representative's office said Deputy United States Trade Representative Sarah Bianchi would attend the event, but also did not elaborate. Last month, the two sides reached agreement on the first part of their trade initiative, covering customs and border procedures, regulatory practices, and small business. Beijing has denounced the trade talks as it does with all forms of high level engagement between Taiwan, which it claims as its own territory, and the United States.

WASHINGTON, May 18 (Reuters) - The U.S. and Taiwan reached agreement on the first part of their "21st Century" trade initiative, covering customs and border procedures, regulatory practices, and small business, the U.S. Trade Representative's office said on Thursday. After the initial agreement of the U.S.-Taiwan Initiative on 21st Century Trade is signed, negotiations will commence on other, more complicated trade areas including agriculture, digital trade, labor and environmental standards, state-owned enterprises, and non-market policies and practices, USTR said. "We look forward to continuing these negotiations and finalizing a robust and high-standard trade agreement that tackles 21st Century economic challenges," Tai said. Announcement of the trade pact comes just ahead of planned meetings between China's commerce minister, Wang Wenta, and USTR Tai and U.S. Commerce Secretary Gina Raimondo. The bilateral talks commenced last August, after the Biden administration excluded Taiwan from its larger pan-Asian trade initiative, the Indo-Pacific Economic Framework.

It's not the first time Democrats have raised concerns about tech provisions being included in trade agreements. The group urged Tai and Raimondo "not to put up for negotiation or discussion any digital trade text that conflicts" with the agenda set by the whole-of-government effort. "Big Tech wants to include an overly broad provision that would help large tech firms evade competition policies by claiming that such policies subject these firms to 'illegal trade discrimination,'" the Democrats wrote. "Tech companies could also weaponize these digital trade rules to undermine similar efforts by our trading partners." The letter cited a U.S. Chamber of Commerce blog post about a trade group coalition note advocating for strong digital trade provisions in the Indo-Pacific Economic Framework (IPEF).
She said past trade deals focused on "aggressive liberalization and tariff elimination" made the U.S. and other countries too dependent on China for critical materials. Her remarks come amid growing calls from U.S. business and agricultural trade groups for Congress to approve new "fast track" negotiating authority for USTR to pursue traditional free trade deals. These groups argue the U.S. is falling behind the growing network of free trade deals forged by China and the European Union in recent years, putting U.S. farmers and food companies at a disadvantage against many foreign competitors in key markets. Republicans in the U.S. Senate and House of Representatives also pelted Tai with complaints about the lack of new tariff-reducing trade deals during hearings last month. Tai told reporters it has been difficult to explain the need to break away from the traditional vision of ever-liberalizing trade deals.

President Joe Biden speaking last month at a virtual roundtable on securing critical minerals. The U.S. and European Union are moving forward with crafting a trade agreement focused on critical minerals, with President Biden and European Commission President Ursula von der Leyen expected to discuss on Friday the plan to reduce their dependence on China. As part of the White House meeting on Friday, the U.S. and EU are aiming to announce that they are starting negotiations on the terms of such a deal, according to U.S. and EU officials, though U.S. officials said an announcement would only come after consultation with Congress.
WASHINGTON, Feb 7 (Reuters) - The Biden administration has made digital trade the centerpiece of its trade negotiations, and the AFL-CIO wants a bigger say in how the U.S. Trade Representative's office sets goals in this area, arguing they are too often dictated by big technology companies. The USTR is expected to soon propose text on the digital chapter in negotiations for the Indo-Pacific Economic Framework, the Biden administration's signature economic agreement. U.S. Trade Representative Katherine Tai has pledged to create a "worker-centric" trade policy, but the AFL-CIO said digital trade negotiations too often make no mention of labor standards nor the workers who write software or support networks. "Corporations shouldn't dictate the rules of the global digital economy with no regard for working people," AFL-CIO President Liz Shuler said in a statement. Other AFL-CIO demands for digital trade negotiations include:- Requiring governments to enact strong policies to safeguard individuals' personal data as opposed to the current largely voluntary "self-regulation" model that has proven inadequate.
Flags of Taiwan and U.S. are placed for a meeting between U.S. House Foreign Affairs Committee Chairman Ed Royce speaks and with Su Chia-chyuan, President of the Legislative Yuan in Taipei, Taiwan March 27, 2018. The United States and Taiwan concluded four days of trade negotiations on Monday and reached consensus on several areas related to trade facilitation, anti-corruption, small and medium-sized enterprises and regulatory practices, the U.S. Trade Representative's office said. The first major negotiating round of the U.S.-Taiwan Initiative on 21st Century Trade saw the two sides exchange texts on those areas in Taipei, the office said in a statement. "Officials also reached consensus in a number of areas and pledged to maintain an ambitious negotiating schedule in the months ahead to continue this momentum," the statement said. Taiwan's top trade negotiator, John Deng, told reporters in Taipei he was "quite satisfied" with the outcome of the meetings.
