Tokyo Metro's initial public offering could drive momentum in the Japanese market and attract more companies into the country, analysts said, as China continues to lose steam. In Japan's biggest IPO in six years, Tokyo Metro raised 348.6 billion yen ($2.3 billion) after pricing its shares at 1,200 yen apiece, according to the company's regulatory filing on Tuesday. "I think both the Tokyo government as well as the Ministry of Finance, obviously, won't want the IPO to fail." Hyundai India also started taking orders for its $3.3 billion IPO in Mumbai this week, in a deal set to become the country's biggest listing. When asked if he thinks Tokyo Metro and Hyundai India's listings will open the floodgates for more activity, he said, "I do."

Tokyo Metro is expected to raise 348.6 billion yen ($2.3 billion) after pricing its initial public offering at the top end of its range, according to two sources familiar with the matter, in the largest IPO in Japan for six years. One of Tokyo's two major subway operators, the company is set to announce the pricing later on Tuesday and list on the Tokyo Stock Exchange on Oct. 23. The price gives Tokyo Metro a dividend yield of 3.3% based on its forecast dividend of 40 yen per share for the financial year ending March 2025. "That stands out compared to other private and JR railways," said Kazumi Tanaka, an analyst at DZH Financial Research. The central government, which owns 53.4% of Tokyo Metro, and the Tokyo government, which holds the remaining 46.6%, are selling half of their shares in the IPO.

Tokyo CNN —Three foreign-born residents in Japan are suing the country’s government over alleged racial profiling, highlighting an ongoing debate about Japanese identity and nationality. The three plaintiffs, all residents of Tokyo, filed the lawsuit in the Tokyo National Court and held a news conference with their lawyers on Monday, according to public broadcaster NHK. One plaintiff came to Japan from India after marrying his wife, and has lived there for more than 20 years, NHK reported. Since then, he has been repeatedly stopped and questioned by police officers on the street, sometimes twice a day. Tokyo CNN —An American airline passenger allegedly bit a female cabin crew member mid-flight on Tuesday, forcing an All Nippon Airways (ANA) flight bound for Seattle to return to Tokyo, an airline spokesperson said. Flight ANA 118 departed Tokyo’s Haneda Airport at 9:47 p.m. local time and turned around a little over an hour into its journey, according to flight-tracking website Flightradar24. An ANA spokesperson told CNN that the male passenger was detained by police after the plane landed in the Japanese capital. The female flight attendant sustained minor injuries, the spokesperson said. TOKYO — Tokyo began issuing certificates recognizing same-sex couples on Tuesday, becoming the largest municipality to do so in a country in which same-sex marriage is not allowed. Seven years after Tokyo’s Shibuya district first introduced same-sex partnership recognition in 2015, more than 200 smaller towns have joined the move, accounting for less than one-fifth of Japanese municipalities. Still, many sexual minority couples say the partnership recognition will improve their daily lives, allowing them to rent apartments and sign documents in medical emergencies, and in inheritance. Fumino Sugiyama, a transgender activist, said the certificates recognize the presence of sexual minorities and the need to recognize their rights.
