Hurricane Milton dumped so much rain over parts of Florida’s Tampa Bay area that it qualified as a 1-in-1,000-year rainfall event. Other significant rainfall totals across Florida included 14.01 inches in Clearwater Beach, 13.09 inches in Baskin, 11.43 inches in Tampa and 10.12 inches in Seminole. The National Weather Service issued a flash flood emergency for Tampa and St. Petersburg that lasted until 2:30 a.m. Preliminary measures on Wednesday indicated that 7 inches had fallen in St. Augustine, 7.38 inches in Titusville and 3.05 inches in Daytona Beach, according to the National Hurricane Center. Hurricane Milton has moved back out to sea, but additional rainfall and flooding are expected to persist through Thursday in parts of eastern and central Florida, according to the National Hurricane Center.

Rite Aid filed plans to close 154 stores on Monday as part of its Chapter 11 bankruptcy. Rite Aid is the smallest of the three major drugstore chains, well behind CVS and Walgreens. Rite Aid was expected to close stores as part of its bankruptcy. Rite Aid told Insider that it considers a variety of factors when deciding to close a store, "including business strategy, lease and rent considerations, local business conditions and viability, and store performance." "We will also strive to transfer associates to other Rite Aid locations where possible," the company said.

The review was initially expected to be completed last year and earlier was pushed back to spring of this year. A U.S. court last year ordered the federal government to undertake a more intensive environmental study of the pipeline's route under a lake that straddles the border of North Dakota and South Dakota. It is the biggest oil pipeline from the Bakken shale oil basin and can transport up to 750,000 barrels of oil per day from North Dakota to Illinois. "It's a real threat that DAPL could be shut down or shut down to temporarily move it," Lynn Helms, director at North Dakota regulator, Department of Mineral Resources, said last week.

In March, lessor Airborne confiscated four of Flair Airlines' planes because of late payments. A low-cost Canadian upstart airline had four of its planes repossessed by New York-based aircraft lessor Airborne Capital on March 11, forcing the carrier to cancel multiple flights and leaving a trail of disgruntled passengers behind. Flair Airlines CEO Stephen Jones blamed "behind the scenes" scheming between the airline's competitors and Airborne Capital for the repossession of four of Flair's Boeing 737 planes. It's not the first time Flair has clashed with other Canadian airlines. US investment firm 777 Partners owns a 25% stake in Flair Airlines, which was cause for concern for the CTA.

The NAACP on Saturday issued a travel advisory for Florida over Republican Gov. Ron DeSantis' "aggressive attempts to erase Black history and to restrict diversity, equity and inclusion programs" in the state's schools, the organization said in a statement. Under DeSantis, "the state of Florida has become hostile to Black Americans and in direct conflict with the democratic ideals that our union was founded upon," Johnson added. The NAACP's travel advisory for Florida was initially proposed to the board of directors by the organization's Florida State Conference, which voted unanimously in favor of it in March. DeSantis' office and the NAACP did not immediately respond to requests for comment on the travel advisory.

Ron DeSantis in a new book calls for politicians to suppress the influence of "woke capital" and activist corporations, in part by "crippling" the socially conscious investing movement known as ESG. DeSantis' book tears into ESG in multiple chapters, while invoking the politically loaded and nebulous term "woke" nearly four dozen times. ESG is one way in which "woke capital exerts a pernicious influence on society," DeSantis argued in the book. DeSantis' book also details his fights with entertainment giant Disney, whose Disney World park in Orlando has long provided an important revenue stream for the state.
