WASHINGTON—The Biden administration is nearing completion of its long-awaited proposal to curb methane gas emissions, setting the stage for a fight over how strictly the government should regulate low-producing oil and gas wells.
The plan, which industry lobbyists expect could be released during the United Nations climate summit in Egypt next month, is aimed at reducing leaks of methane, a potent greenhouse gas that traps roughly 85 times more heat in the atmosphere than carbon dioxide.
