OSLO, Norway — A Norwegian human rights foundation gave its annual prize on Thursday to jailed Cuban dissident leader Luis Manuel Otero Alcántara for his “fearless opposition to authoritarianism through art”. Four past laureates of the Rafto prize — Myanmar’s Aung San Suu Kyi, East Timor’s Jose Ramos-Horta, South Korea’s Kim Dae-jung and Iran’s Shirin Ebadi — later went on to win the Nobel Peace Prize. This year’s Peace Prize will be announced on Oct. 11 in Oslo. “The 2024 Rafto prize aims to highlight the importance of the work of Luis Manuel Otero Alcántara and other artists in challenging power structures and defending democracy and human rights, both in Cuba and globally,” the Norwegian foundation said in a statement. SINGAPORE — Pope Francis on Thursday urged political leaders in Singapore, a leading global financial hub, to seek fair wages for the country’s million-plus lower-paid foreign workers. “These workers contribute a great deal to society and should be guaranteed a fair wage,” he said. Many of the migrant workers come from nearby countries such as Malaysia, China, Bangladesh and India. SINGAPORE — Pope Francis arrived in Singapore on Wednesday from East Timor, on the final leg of an ambitious 12-day journey across Southeast Asia and Oceania. The pope will also hold private meetings with President Tharman Shanmugaratnam, Prime Minister Lawrence Wong, and former Prime Minister Lee Hsien Loong. Francis is only the second pope to visit Singapore, following a brief five-hour layover by the late John Paul II in 1986. The yearly report analyzed the five main sectors of Southeast Asia's digital economy – e-commerce, travel, food and transport, online media and digital financial services. BEIJING, Oct 30 (Reuters) - Chinese and Russian military chiefs targeted the United States for criticism at a security forum in Beijing on Monday, even as China's second-most-senior military commander vowed to boost defence ties with Washington. Russia's Defence Minister Sergei Shoigu warned the West that its involvement in the Ukraine war created grave danger. China's defence minister delivered the keynote speech in previous years. China and the U.S. have had no high-level military-to-military communications since the Washington-sanctioned former Chinese defence minister, Li Shangfu, was appointed in March. It is not yet known whether the U.S. team will meet separately with Chinese military officials.

REUTERS/Gonzalo Fuentes Acquire Licensing RightsWASHINGTON, Oct 25 (Reuters) - Alphabet's Google (GOOGL.O) will run undersea cables powering internet access to at least eight far-flung Pacific Ocean nations under a joint U.S.-Australian deal set to be announced on Wednesday, according to a U.S. official. The deal will expand an existing commercial project by Google in the region to the nations of Micronesia, Kiribati, the Marshall Islands, Papua New Guinea, the Solomon Islands, Timor-Leste, Tuvalu and Vanuatu. Set to be announced during an official White House visit by Australian Prime Minister Anthony Albanese, the previously unreported deal involves contributions from both governments. Google is currently working on a fiber-optic cable that links Taiwan, the self-ruled island claimed by China, with the Philippines and the United States. As part of the Pacific islands project, the United States will work with the countries on cybersecurity resilience, helping them back up key information to global cloud networks, according to the official.
