But nearly 16 years after Lambert’s murder, the case remains unfinished. (Niroula was fatally assaulted in jail while awaiting a new trial; two defendants previously pleaded guilty, and their convictions weren’t overturned.) Then, he and Niroula began developing a plot to defraud and murder Lambert, the prosecutor said. Four of them, including Niroula and Garcia, were charged with murder, conspiracy, grand theft and other crimes, court records show. Less than a month later, a judge overturned the four murder convictions and set the cases for retrial.

The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) assists Palestinians in Jordan, Lebanon, Syria and the West Bank, as well as in Gaza. Some $440 million of funding has been suspended, according to UNRWA, which has 13,000 staff in Gaza. The agency said the severe humanitarian needs of Palestinians in Gaza would likely deteriorate further if the funding is not restored. Israeli Prime Minister Benjamin Netanyahu on Wednesday called for UNRWA to be dismantled and replaced by other aid groups. And we have discovered in the last few weeks that UNRWA officials were complicit in the massacre,” he said.

Torrential rain in Gaza is making an already brutal existence even harder for the tens of thousands of people displaced and camping in the open air. Raging flames engulfed the walls of a UN shelter west of Khan Younis, after the facility was shelled on Wednesday. “Persistent attacks on civilian sites in Khan Younis are utterly unacceptable and must stop immediately.”Smoke rises after an attack on an UNRWA facility in Khan Younis on January 24, where more than 10,000 civilians were taking shelter. The ICRC warned the collapse of Nasser Medical Complex and the European Gaza Hospital could lead to "thousands of preventable deaths." The ICRC highlighted the deficiencies in the current healthcare system in Gaza where only two referral hospitals – Nasser Medical Complex and the European Gaza Hospital – providing advanced medical services are operational.

Wreaths of smoke hung over the UN shelter, after a huge blaze broke out at the UNRWA Khan Younis Training Center, video obtained by CNN showed. The Hamas-run health ministry in Gaza said Israeli forces have surrounded the Nasser Medical Complex, cutting off crucial medical, food, and fuel supplies. The Palestine Red Crescent Society (PRCS) said Israeli forces are “surrounding” their headquarters and the Al-Amal Hospital and have enforced “restrictions on movement around both the building and the hospital”. Six people were killed in attacks on Khan Younis on Wednesday, PRCS added, three of which had been “targeted” at the entrance of their headquarters. “We were expecting to die at any minute.”Jamal al Rozzi, an aid worker displaced near Khan Younis, said he was forced to flee to Rafah on Wednesday after heavy bombardment in the area.

The Israeli military said it had “currently ruled out” that its aerial or artillery fire had been responsible for the strike on the shelter in Khan Younis, where the U.N. was housing about 800 people. In addition to the nine dead, 75 other people were injured, according to Thomas White, who helps oversee U.N. aid operations in Gaza. U.N. officials did not directly blame Israel, but said the shelter, in a vocational training center, had been hit by two tank rounds. “Once again a blatant disregard of basic rules of war,” Mr. Lazzarini wrote on social media. The Israeli military said that it was conducting a review of its operations in the area of the shelter.

REUTERS/Thomas White/Illustration/File Photo Acquire Licensing RightsLONDON, Nov 22 (Reuters) - Britain needs a "digital alternative" to relying on Visa and Mastercard for card payments regardless of steps being taken by regulators, a report commissioned by the government said on Wednesday. The conclusions of the Future of Payments Review echo longstanding complaints across Europe about heavy reliance on the American duo for card payments, though calls and attempts to create a 'home grown' alternative have made little progress. Britain's Payment Systems Regulator (PSR) is reviewing the fees card schemes charge, a longstanding battle ground pitching Visa and Mastercard against 'merchants' charged for accepting their cards from customers making payments. Visa welcomed the review's conclusion saying that the UK payments landscape was in a good position. "We are keen to work with Government to ensure the UK continues to be at the forefront of payments innovation", it said.

UNITED NATIONS (AP) — The average Gazan is living on two pieces of Arabic bread made from flour the U.N. had stockpiled in the region, yet the main refrain now being heard in the street is “Water, water,” the Gaza director for the U.N. agency for Palestinian refugees said Friday. Fuel, he said, is essential for the functioning of institutions, hospitals and the distribution of water and electricity. The highest overnight rate for pledged repo - a short-term financing business - hit 50% on Tuesday, according to official interbank data, although the average rate remains modest at roughly 3.6%. Two-day repo rates jumped to as high as 30%, and the highest rate for seven-day repos was 12%. Several traders at small lenders were still seeking to borrow money in later afternoon trading when contacted by Reuters. The brokerage attributed the cash shortage to a "record supply" of government bonds, as well as restricted channels for banks to borrow money. The average seven-day repo rate - a widely watched indictor of short-term borrowing costs in China - remained modest at 2.0765% on Tuesday, meaning many institutions can still borrow money at relatively low rates.
