A silver sport utility vehicle, driving at speeds of more than 100 miles per hour, led the police on a 15-mile chase over the weekend near the U.S. border with Mexico in an area that has long been popular with migrant smugglers. The scene ended on Sunday afternoon as many such pursuits do, with a migrant fleeing on foot and a driver captured, forced to stop by spikes that the police had stretched across the highway. But while the circumstances were familiar, the identity of the driver was much more unusual: He was a member of the Texas Army National Guard. The arrest marked at least the second time in less than a year that soldiers had been caught trying to transport migrants from the border in Texas. Last June, two soldiers, including one from the Louisiana National Guard, were arrested and charged with trying to smuggle migrants through the same area of rural ranch land in Kinney County.

Record numbers of migrants have crossed the U.S.-Mexico border illegally since President Joe Biden, a Democrat, took office in 2021, including many from distant nations. Of the nearly 2 million migrants encountered at the U.S.-Mexico border between October 2022 and July 2023, 216 were on U.S. watchlists for potential links to terrorism, according to U.S. government statistics. U.S. authorities have no indication that migrants aided by the smuggling network were tied to extremist groups or plotting terrorist attacks, Watson said. Watson did not confirm links to the Islamic State specifically or that the smuggler was based in Turkey. U.S. Customs and Border Protection encountered some 3,200 Uzbeks at U.S borders in fiscal year 2022, up from fewer than 700 a year earlier.

"The numbers we have experienced in the past two days are markedly down over what they were prior to the end of Title 42," Mayorkas said on CNN's "State of the Union" program. He said there were 6,300 border encounters on Friday and 4,200 on Saturday, but cautioned it was still early in the new regime. Mayorkas credited the criminal penalties for migrants who illegally enter the country, which resumed under existing law after Title 42's expiration, for the decrease in crossings. Officials from communities along the border agreed they had not seen the large numbers of migrants that many had feared would further strain U.S. border facilities and towns. Just before Title 42 expired on Thursday, House Republicans approved legislation that would require asylum seekers to apply for U.S. protection outside the country, resume construction of a border wall and expand federal law enforcement efforts.

Biden, a Democrat running for reelection in 2024, has grappled with record numbers of migrants caught illegally crossing the U.S.-Mexico border since he took office in 2021. The 1,500 troops could arrive at the U.S.-Mexico border by May 10, Ryder said during a briefing. U.S. military troops have been used to help secure the border during previous presidential administrations, including Republican George W. Bush, Democrat Barack Obama and Trump, who deployed thousands of active-duty and National Guard troops. Immigration advocates have criticized previous efforts to send troops to the border.
