In the messy patchwork of conflicts raging across the Middle East, one country has been absent from the spotlight: Syria. That he has survived was largely because of the intervention of Russia, Iran and Hezbollah, Iran’s Lebanon-based proxy. In all, the U.N. has documented more than 350,000 deaths but says this is “certainly an undercount.”Today, however, Russia, Iran and Lebanon are distracted and depleted. All of this “puts Assad in a much weaker position.”But “the Syrian regime, in coordination with the Russians and less so the Iranians, will hit them with everything they’ve got,” he added. “Much as I oppose the Assad regime, its atrocities and abuses, what is happening in Aleppo right now is terrifying.

The rebel coalition consists of well-established armed Islamist factions who, despite their differences, are united in fighting Assad, ISIS and Iran-backed militias. Hayat Tahrir Al ShamThe most prominent and formidable one of those rebel groups is Hayat Tahrir Al-Sham (HTS), also known as the Organization for the Liberation of the Levant. Rebel groups were delivered a severe blow after the loss of Aleppo to the Syrian regime in 2016. And despite efforts by HTS to distance itself from al Qaeda, the US designated the group a terror organization in 2018, saying it evolved from the original group, Jabhat al-Nusrah. “As you know, they are formerly known as ‘Nusrah Front,’ an al Qaeda affiliate in Syria, but bottom line is: still a designated terrorist organization,” Ryder said Monday of HTS. Amid the renewed unrest in the country, roughly 900 US service members are deployed in Syria as part of the anti-ISIS mission. And on Friday, he said, US forces conducted a “self-defense strike near MSS Euphrates,” taking out a potential threat to the US base. Ryder said that was “completely unrelated to the ongoing situation in northwestern Syria.” He added that there have not yet been any US force posture changes in Syria.

The offensive is the first time opposition forces have seized territory in Aleppo since 2016, shattering the stalemate of a war that never formally ended. Extremist Islamists including al Qaeda took an interest in Syria, taking up a common cause with the moderate Syrian opposition who did not welcome jihadist involvement. Analysts told CNN that the Syrian rebels are using a vacuum left by the group to advance in Syria. The new grouping is made up of a broad spectrum of opposition forces, from Islamist factions to moderates. The backbone of the SDF are Kurdish fighters from a group known as the Peoples’ Protection Units (YPG), which has previously fought other Syrian opposition groups.

On Friday, the armed rebel groups claimed to have entered the city, which has been under government control since 2016. The Syrian military said it’s “confronting terrorist organizations” and claimed to have inflicted “heavy losses” on the groups since Wednesday. Wednesday’s surprise operation marks the first significant conflagration between Syrian rebels and the regime since March 2020, when Russia and Turkey mediated a ceasefire in the north of the country. The militant group, which was credited for helping save the Assad regime from Syrian rebels, is now significantly weakened, with most of its leaders assassinated. Iran’s proxy Hezbollah has been instrumental in assisting Assad regain territory lost to militias and rebel groups.

A permanent ceasefire between Israel and Lebanon's Hezbollah is scheduled to begin Wednesday, following a yearlong conflict between the Jewish state and Iranian-backed groups. "Over the next 60 days, the Lebanese army and state security forces will deploy and take control of their own territory," said Biden. Earlier in the day Tuesday, Israeli Prime Minister Benjamin Netanyahu said in a televised address that he supported the ceasefire deal, which he sent to his Cabinet for approval. "The ceasefire allows us to focus on the Iranian threat," said Netanyahu. "We will complete the elimination of Hamas, the return of all the hostages and the return of the residents of the north."

The Israeli military also told entire towns in southern Lebanon to evacuate, including Naqoura, where a United Nations peacekeeping force is based. The cease-fire proposal, mediated by American and French diplomats, would start a 60-day process during which both sides would stop fighting and withdraw from southern Lebanon. Israel has sought guarantees from the United States that it would have U.S. support to send troops back into southern Lebanon if Hezbollah violated the arrangement. Hezbollah’s leader, Naim Qassem, suggested last week that the group would accept a truce if Israel stopped striking Lebanon and Lebanon retained its sovereignty. The cease-fire would officially be an agreement among Israel, Lebanon and the mediating countries, including the United States.

Under the Rome statute that created the ICC, its signatories are obliged to carry out arrest warrants, no matter the rank of the accused. Mohammed Deif was accused of crimes against humanity and war crimes, including for his role as a mastermind of Oct. 7. Some European countries have not said whether they would arrest Netanyahu if he visited, including a number of Israeli allies. Britain respects the independence of the ICC, Prime Minister Keir Starmer’s spokesperson said, but did not say whether Britain would arrest Netanyahu. CNN —The International Criminal Court has issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu, former Defense Minister Yoav Gallant, and a senior Hamas official, accusing them of war crimes during and after the October 7 attacks on Israel last year. While ICC warrants don’t guarantee arrests, they could significantly restrict Netanyahu’s ability to travel to ICC member states. The prime minister said at the time that “trust between me and the minister of defense has cracked.” Katz, who served as foreign minister until then, became defense minister. After an arrest warrant has been issued, the ICC sends requests for cooperation to member states. Previous leaders who have been faced with ICC arrest warrants have experienced limitations on their ability to travel, unable to pass through countries legally obliged to arrest them.

CNN —Nearly a hundred aid trucks were looted in southern Gaza on Saturday in what UNRWA, the UN agency for Palestinian refugees, has described as “one of the worst” incidents of its kind. Of the 109 trucks carrying food supplies for UNRWA and the World Food Programme from the Kerem Shalom crossing into Gaza, 97 trucks were “lost” in the looting, UNRWA told CNN in a statement Monday. Drivers were forced to unload trucks at gun point, aid workers were injured, and vehicles were damaged extensively, it said. In a report Monday that cited Gaza’s interior ministry, the Hamas-run Al-Aqsa TV channel claimed Gaza security forces had killed more than 20 people involved in looting aid trucks, though it did not specifically mention Saturday’s incident. Israel insists however that the number of aid trucks entering Gaza has risen and that it is “working tirelessly” to get aid into the enclave.

Iran sent a written message via Swiss diplomats in mid-October saying that it would not seek to kill Donald Trump, according to a U.S. official. Switzerland handles U.S. diplomatic interests in Tehran as Iran and the United States do not have official diplomatic relations. In July, the Biden administration obtained intelligence about an Iranian assassination plot against Trump, and the information led the Secret Service to ramp up security for his campaign. Last week, the Justice Department charged an Iranian man with plotting to assassinate Trump as a part of a murder-for-hire scheme. Officials have found no link between the shooter in that case and the Iranian plot.
